The Technical Governance Lead is responsible for establishing, maintaining, and enforcing governance frameworks, policies, and standards across IT systems and processes within the scope of the contract. Ardent and its partners are seeking a GIS Operations Research Analyst to join the team.
This is a full-time, on-site position located at the ICE Ops Center at 500 12th St., SW, Washington, DC.
Position Overview
Ardent and its partners are seeking a highly skilled GIS Operations Research Analyst to support data-driven decision-making at ICE through advanced analytics, geospatial technology, and enterprise GIS administration. This position is ideal for a candidate with strong ESRI Enterprise administration experience, operational research expertise, and an interest in contributing to national-level missions.
You will lead efforts in geospatial data management, performance analytics, and dashboard development, while administering and optimizing ESRI’s Enterprise GIS environment, with a specific focus on Portal for ArcGIS.
Key Responsibilities
Serve as a Senior Operations Research Analyst, leading complex data analysis and reporting projects in support of strategic decision-making.
Oversee the creation and implementation of performance dashboards, maps, and statistical models using large and diverse datasets.
Administer and maintain ESRI Enterprise GIS systems, with emphasis on Portal for ArcGIS configuration, optimization, security, and user management.
Manage geospatial data workflows, enterprise integrations, and performance tuning for enterprise GIS environments.
Conduct quality control, validation, and continuous improvement of data and analytics products.
Collaborate with multidisciplinary teams to identify data gaps and develop meaningful visualizations and analytic tools.
Present complex findings clearly to both technical and non-technical stakeholders.
Support application automation and customization using scripting/coding languages such as Python, .NET, or Java (preferred).
Required Qualifications
Master’s degree (MA/MS) in Operations Research, Mathematics, Statistics, Business Analytics, Geospatial Information Systems (GIS), or a related field.
In lieu of a Master’s degree, a Bachelor’s degree (BA/BS) in a relevant field plus 2 additional years of related experience (7 years total) may be substituted.
Minimum 5 years of experience in:
Developing data-driven performance reporting tools.
Building dashboards with SQL queries and optimized datasets.
Performing statistical and geospatial analyses (trend forecasting, logistics, mapping, etc.).
Presenting data to diverse audiences and leadership.
Managing data quality and working collaboratively with stakeholders.
Minimum 3 years of experience administering ESRI Enterprise and Portal for ArcGIS, including installation, upgrades, configuration, and security management.
Active Top Secret (TS) or DHS SCI Clearance
Preferred Qualifications
Professional ESRI Enterprise Administration Certification.
Proficiency in R and Python (training certificate preferred).
Familiarity with application customization and automation via scripting or programming languages such as .NET, Java, or Python.
Experience working in federal, law enforcement, or national security environments.

This is a full-time, on-site position in Washington, D.C.
Position Description:
Ardent is seeking a Junior-Level Cartographer to provide geospatial production support focused on data creation, maintenance, and analysis. This role assists in developing cartographic products and spatial datasets, ensuring data quality, and supporting mission-critical geospatial workflows in a collaborative environment.
Responsibilities and Duties:
Execute feature editing, attribution, and metadata population in support of enterprise geospatial datasets.
Assist in the acquisition and integration of raster and vector data sources, including imagery and LiDAR.
Conduct baseline QA checks to ensure compliance with government-specified accuracy and quality standards.
Develop standard cartographic map products and perform simple spatial analyses (e.g., overlay, buffer, union/intersect, map algebra) using ArcGIS Pro.
Package and deliver weekly geodatabase updates and contribute to data quality assessments and gap analyses.
Support onboarding activities and participate in regular team and stakeholder meetings.
Assist in the preparation of monthly status reports (MSRs), meeting materials, and adherence to information security and file/task management procedures.
Requirements:
Minimum of 2 years of experience in management or business, with relevant exposure to geospatial workflows or analytical support functions.
Associate degree in business, finance, engineering, or an IT-related field is required; Bachelor’s degree is preferred.
Familiarity with GIS software, particularly ArcGIS Pro.
Basic understanding of geospatial data types, editing tools, and metadata standards.
Strong organizational skills and attention to detail.
Ability to evaluate data and support analytical efforts that contribute to operational efficiencies.
Effective communication skills and willingness to work in a team-based, mission-driven environment.

This is a full-time, on-site position in Washington, D.C.
Position Description:
Ardent is seeking a Mid-Level Cartographer to serve as the senior cartographic lead, responsible for the full geospatial data lifecycle. The ideal candidate will be experienced in geospatial data management, spatial analysis, and cartographic production in support of DHS/CBP mission objectives.
Responsibilities and Duties:
Lead geospatial data lifecycle execution including requirements investigation, feature creation/editing, attribution, and metadata documentation.
Migrate geospatial content into standardized data models.
Perform rigorous QA/QC on geospatial data before integration into authoritative enterprise geodatabases (ArcSDE/PostgreSQL).
Produce both thematic and reference maps using ArcGIS Pro.
Conduct simple to complex spatial analyses and document results through formal Analysis Methodology Reports.
Support geospatial data release and distribution protocols.
Participate in recurring project and stakeholder meetings.
Contribute to project documentation including Monthly Status Reports (MSRs), meeting agendas, briefs, and action item tracking in accordance with DHS/CBP governance.
Requirements:
Minimum of 3 years of experience in an IT-related field demonstrating the ability to work independently or under general direction.
Associate degree in management, engineering, computer science, mathematics, or an IT-related field is required; Bachelor’s degree is preferred.
Proficiency with ArcGIS Pro, ArcSDE, and PostgreSQL in an enterprise geospatial environment.
Strong understanding of geospatial data standards, metadata, and cartographic principles.
Experience authoring technical reports and documentation.
Ability to provide guidance to junior personnel and collaborate within cross-functional teams.
Excellent attention to detail and problem-solving skills.
