Job Overview
Leads enterprise IT strategy, governance, and portfolio outcomes while driving change management, training, adoption, and knowledge management across the organization. This role ensures that enterprise platforms, processes, and security practices deliver measurable business value and are adopted consistently and compliantly at scale. The position partners closely with Finance, Operations, Legal, Security, HR, and business leaders to align priorities, govern investments, and enable sustainable transformation.
Essential Functions
• Enterprise Strategy & Governance
Define and maintain the enterprise IT strategy, operating model, and multi-year roadmap aligned to business objectives
Establish and enforce governance frameworks, standards, and policies across systems, data, and processes
Drive collaboration with Finance on investment governance to align prioritization and funding with strategic value
Partner with Legal, Security, and HR to align enterprise policies, risk management, and compliance requirements
• Portfolio & Project Management
Oversee the enterprise IT and transformation portfolio, ensuring initiatives are prioritized, executed, and delivering measurable value
Act as a Project Manager on multiple simultaneous projects as required to lead projects from requirements gathering to successful implementation.
Conduct Vendor assessments and coordinate technology demos to continually leverage industry to accelerator and automate our environments and workflows.Directly support the OCIO AI transformation office providing roadmaps, workstreams and driving change with AI implementations across the enterprise.Define and track KPIs to measure value realization, ROI, and business outcomes
Ensure transparency into portfolio performance, risks, and dependencies for executive stakeholders
Drive continuous improvement in portfolio management processes and tools
• Change Enablement & Adoption
Lead enterprise change management strategies to support technology and process transformations
Establish scalable adoption frameworks to ensure consistent and sustained use of enterprise platforms
Identify adoption risks and implement mitigation strategies to improve engagement, adoption rates, and business outcomes
• Training & Capability Development
Oversee the development of enterprise-wide training programs, including role-based and functional learning paths
Ensure alignment between process documentation, system functionality, and training materials
Promote a culture of continuous learning and capability development across the organization
• Knowledge Management
Establish and lead an enterprise knowledge management strategy, including governance, structure, and standards
Oversee the development and maintenance of centralized knowledge hubs (e.g., policies, SOPs, process documentation, training content)
Ensure information is accurate, accessible, and aligned across systems and functions
Drive standardization of documentation practices, taxonomy, and version control across the organization
• Cross-Functional Leadership
Serve as a strategic partner to business and functional leaders to align transformation initiatives with operational needs
Facilitate cross-functional collaboration to resolve conflicts, drive alignment, and accelerate execution
Act as a key advisor to executive leadership on strategy, governance, and transformation priorities
• Perform other duties as required.

• Strong understanding of IT operating models, governance frameworks, and portfolio management practices
• Demonstrated ability to lead cross-functional teams and influence senior stakeholders
• Familiarity with ERP systems (e.g., Infor LN) and enterprise platforms highly desired.
• Background in developing training programs or enterprise learning strategies
• Strong analytical and communication skills with the ability to translate strategy into execution
• Strong ability to multi-task and happen multiple simultaneous projects running concurrently.

Education / Certifications
• Bachelor’s degree in Information Technology, Computer Science, or related field (Master’s preferred).
Experience
• 12+ years of experience in IT strategy, transformation, governance, or related leadership roles
• Proven experience leading enterprise-level initiatives, portfolios, or transformation programs
• Experience driving change management and enterprise adoption initiatives
• Experience in regulated environments (e.g., government contracting, cybersecurity, compliance frameworks) highly desired.
