Project Description

STRengthening Infectious disease DEtection Systems (STRIDES) is the United States Government’s flagship project for global health security. It aims to strengthen countries’ capacity across laboratory and surveillance systems to prevent, detect, and rapidly and effectively respond to emerging infectious diseases and other public health threats. STRIDES is a global mechanism, a contract with a five-year (2024–2029) period of performance, led by FHI 360 as the prime, with core partners such as Black & Veatch focusing on biosecurity and biosafety and PATH on surveillance activities.

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year (2019–2027) global health initiative project funded by President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Government (USG). EpiC has a global presence and extensive breadth and depth of technical experience. In FY26, EpiC’s scope in Colombia will expand to include Maternal, Newborn & Child Health (MNCH).

Job Summary:

The Project Manager for the EPIC and STRIDES projects in Colombia will serve as the primary support to the Project Director, providing leadership across both technical implementation and operational management. This role will be responsible for coordinating project planning, overseeing implementation against scope, schedule, budget, and quality requirements, and ensuring effective collaboration among HQ, technical teams, country office staff and stakeholders.

S/he will act as a key liaison between technical and operational teams, ensuring that implementation activities are aligned with project goals and donor expectations. The role will also support business continuity, problem-solving, stakeholder engagement, and team development,

Accountabilities:

  • Support the day-to-day management and coordination of EPIC and STRIDES project activities to ensure achievement of technical, operational, financial, and contractual objectives.

  • Oversee project planning, implementation, and performance monitoring to ensure deliverables are completed on time, within budget, and in compliance with client requirements.

  • Coordinate cross-functional teams, including technical, operational, finance, procurement, and administrative staff, to support efficient project execution.

  • Monitor project risks, issues, and mitigation measures, proactively identifying challenges and recommending corrective actions to senior leadership.

  • Support the Project Director in strategic decision-making, stakeholder engagement, and the development of implementation plans that align with project goals.

  • Facilitate communication and collaboration among project teams, partners, clients, and external stakeholders to maintain strong working relationships and alignment.

  • Ensure compliance with donor, client, organizational, and regulatory requirements, including quality assurance standards and reporting obligations.

  • Represent the Project Director in meetings, decision-making forums, and management discussions, assuming delegated leadership responsibilities as needed.

  • Ensures the project achieves high quality results in accordance with the targets identified in the work plans, and according to FHI 360 quality assurance and improvement standards

  • Routinely analyzes data with subgrantees and proactively identifies areas of intervention to address performance gaps

  • Coordinates closely with FHI360/EpiC HQ and participates in FHI 360/EpiC/STRIDES HQ meetings as needed

  • Prepare high-quality project reports, dashboards, presentations, and status updates for headquarters, donor, and other stakeholders, ensuring accuracy, timeliness, and alignment with reporting requirements.

  • Supervise the preparation and maintenance of project documentation, including work plans, risk registers, staffing plans, standard operating procedures, and contractual records.

  • Coordinate project start-up, transition, and close-out activities, ensuring effective knowledge transfer, asset management, and contractual compliance.

  • Comprehensive knowledge of concepts, practices, and procedures with project management, process development and execution.

  • Strong knowledge of project management software and other technologies.

  • Strong negotiator and problem solver.

  • Demonstrated project and personnel management skills.

  • Ability to influence, motivate, and collaborate with others.

  • Ability to adapt and resolve problems/issues to bring project to completion.

  • Creating and Managing Systems and Processes.

  • Recognizes the need for standardization and balances client and organization needs in systems design.

  • Anticipates the effects of process change on people while optimizing task efficiency and simplicity.  

Education: **

  • Bachelor's Degree or its international equivalent in administration, engineering, social sciences, economics, development, law or a related field.

  • Master’s degree or its international equivalent preferred.

Experience: **

  • Minimum of 8+ years of relevant experience with project management principles and practices, 2+ years of line management experience required.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

  • International or domestic program development or project management preferred.

  • Professional proficiency in English language (read, write, speak) is required.

  • Fluency in Spanish is required. 

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% - 25%

The expected hiring salary range for this role is  COP 130,000,000 - 170,000,000 for annual basic salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
