Mental Health Cooperative, Inc. (MHC) was formed in 1993 to serve individuals with severe and persistent mental illness.  Since then, we have expanded our services to children and adolescents with severe emotional disorders across Middle and East Tennessee.

Our sole purpose is to support and treat those challenged with serious mental illness and poverty. Although based out of Nashville, we serve several communities across middle and East Tennessee with satellite offices in Antioch, Gallatin, Dickson, Columbia, Cleveland, Murfreesboro, Clarksville, Cookeville, Chattanooga, and Memphis.

Job Title: Program Manager - Behavioral Care Center   

FLSA Status: Exempt

Department: Judicial Services

Reports to: Director, Criminal Justice Services

JOB SUMMARY:

The Program Manager is responsible for managing the clinical and administrative functions of treatment services at the Davidson County Sheriff's Office Behavioral Care Center (BCC).

Schedule: Monday-Friday, 7am-3:30pm

Job Location: Behavioral Care Center, 433 Gay St, Nashville, TN 37219

RESPONSIBILITIES:

Position Responsibilities:

  • Manage the clinical and administrative functions of treatment services at the BCC.

  • Develop and maintain effective working relationships with Davidson County Sheriff's Office staff, VitalCore medical staff, court staff, the Metro Public Health Department, and community referral sources.

  • Oversee hiring, supervision, scheduling, performance management, and other personnel needs for BCC treatment staff.

  • Manage program referrals and eligibility determination, including participation in daily meetings with the decision-making team.

  • Support the development, implementation, and continuous improvement of treatment services provided at the BCC.

  • Develop, implement, and maintain policies and procedures related to MHC's responsibilities as the contracted treatment provider for the BCC.

  • Maintain a working knowledge of applicable licensure requirements and ensure treatment services meet those requirements.

  • Collaborate with the VitalCore Health Services Administrator and DCSO Operations Director to maintain coordination and alignment among agencies.

  • Monitor the quality of treatment services daily and ensure the program uses a trauma-informed approach.

  • Use staff resources effectively to meet all required departmental needs.

  • Request guidance from the supervisor and Medical Director when needed and respond appropriately to feedback.

  • Coordinate in-service education for VitalCore, DCSO, and other related personnel as needed.

  • Develop and maintain treatment protocols, formularies, documentation standards, and policies that support professional, ethical, and evidence-informed care.

  • Identify community service providers and build referral relationships for individuals discharging from the BCC.

  • Establish regular meetings with mental health consumer advocacy groups to receive feedback regarding BCC services.

  • Monitor team productivity weekly to support timely service delivery.

  • Attend the monthly Medical Activity Committee meeting and address concerns related to BCC treatment services.

  • Lead multidisciplinary treatment team meetings.

  • Plan and facilitate the quarterly Stakeholder meeting.

  • Conduct ongoing quality-improvement activities and submit required reports by established deadlines.

  • Participate in on-call activities as needed to support treatment services.

  • Represent BCC treatment services in court reviews as needed.

Team Leadership and Collaboration:

  • Provide clear direction, coaching, and accountability for BCC associates.

  • Promote respectful, professional, and collaborative communication across MHC and partner teams.

  • Maintain timely communication with leadership regarding operational, clinical, staffing, and safety concerns.

Other Responsibilities:

  • Ensure compliance with corporate training requirements, safety regulations, and practice standards.

  • Remain informed of relevant industry trends, best practices, and advancements in behavioral health and correctional treatment.

  • Comply with all Corporate Compliance policies, practices, and procedures.

  • Attend all mandatory in-services, continuing education, and annual health requirements.

  • Report unethical activities to the supervisor, Corporate Compliance Office, Values Hotline, or Human Resources.

  • Comply with OSHA and safety policies, practices, and procedures, and report unsafe practices or accidents.

  • Protect the privacy and security of consumer protected health information in accordance with HIPAA.

  • Participate in proactive team efforts to achieve departmental and organizational goals.

  • Perform other duties as assigned.

  • Provide leadership through example and the sharing of knowledge and skills.

  • Follow all Agency policies and procedures.

REQUIREMENTS:

Essential Skills and Experience:

  • Master's degree in clinical social work, psychology, counseling, or a related behavioral health field.

  • Valid Tennessee license as an LCSW or LPC; two years of post-licensure experience preferred.

  • Prior supervisory experience strongly preferred.

  • Excellent oral and written communication, organization, critical-thinking, interpersonal, and time-management skills.

  • Ability to work independently and effectively in a fast-paced, secure environment.

  • Proficiency with Microsoft Office and relevant documentation and database systems.

  • Ability to build effective relationships with internal teams, courts, correctional partners, health care partners, and community organizations.
