Job Description

The Open Enrollment Manager is responsible for growing Texas State Technical College’s lifelong learning portfolio within an assigned campus, service area, or region. This position develops and manages relationships with community-based organizations, nonprofit organizations, government agencies, workforce development entities, and other referral partners to create sustainable student pipelines, expand access to skills training, and increase awareness and participation in open enrollment programs.

The role independently manages a portfolio of open enrollment offerings with accountability for enrollment growth, revenue, financial performance, program effectiveness, and job placement outcomes. Through workforce development expertise, market analysis, partnership development, and sound business judgment, the Open Enrollment Manager identifies opportunities to strengthen and expand the program portfolio while supporting TSTC’s mission of placing more Texans in great-paying jobs.

The Target Hiring Range for the position is $64,525.03 - $67,500

The final salary offer will be determined based on the candidate's qualifications and experience.

Essential Functions

Open Enrollment Portfolio Management

Manages a regional portfolio of open enrollment programs with accountability for enrollment growth, revenue generation, financial performance, program effectiveness, and job placement outcomes. Evaluates portfolio performance and recommends new, expanded, modified, or discontinued offerings based on labor market demand, student interest, financial performance, and student outcomes. Maintains awareness of emerging technologies, evolving industry practices, and future technician skill requirements to identify learning opportunities that respond to changing workforce and learner needs.

Partnership Development & Student Pipelines

Develops and manages relationships with community-based organizations, nonprofit organizations, government agencies, workforce development entities, and other referral partners to create sustainable student pipelines and expand access to open enrollment programs. Identifies partnership opportunities that support student recruitment, enrollment, completion, and employment outcomes. Represents TSTC at community events, workforce meetings, partner engagements, and regional or statewide initiatives to strengthen relationships and expand program awareness.

Market Analysis & Portfolio Growth

Analyzes local and regional workforce needs, labor market trends, employer demand, student interests, and industry developments to identify opportunities for portfolio growth. Recommends new and expanded open enrollment offerings based on demonstrated market need, financial viability, and alignment with TSTC’s workforce mission. Partners with institutional stakeholders to evaluate program opportunities, support implementation, and identify appropriate pathways between noncredit and credit programs.

Enrollment, Outreach & Student Access

Collaborates with marketing, recruitment, and institutional partners to develop and execute outreach and enrollment strategies that increase participation, strengthen student pipelines, and expand awareness of Open Enrollment programs. Works with internal partners, government agencies, nonprofit organizations, and other stakeholders to identify scholarships, sponsorships, grants, and other funding opportunities that reduce financial barriers to participation. Uses partnership and enrollment information to identify opportunities to improve student access and support successful program participation.

Program Coordination & Operational Readiness

Collaborates to support the planning, scheduling, and operational readiness of open enrollment offerings, including enrollment targets, class frequency, instructional resources, facilities, and scheduling requirements. Communicates portfolio priorities and anticipated demand to support effective resource planning and program delivery. Coordinates across campuses and departments to support consistent execution of open enrollment initiatives and achievement of shared enrollment, workforce development, and student success objectives.

Performance Analytics & Continuous Improvement

Maintains accurate and timely information in customer relationship management, project tracking, and institutional systems to support partnership management, enrollment pipelines, forecasting, program performance, and institutional reporting. Analyzes enrollment, revenue, financial performance, student outcomes, job placement, and other key performance indicators to evaluate portfolio effectiveness and inform recommendations. Applies critical and creative thinking to resolve complex issues, identify opportunities for improvement, and strengthen portfolio performance and student outcomes.

Education & Experience

Minimum Qualifications

Associate’s degree in Business Administration, Marketing, Workforce Development, or a related field.

4 years of business development, strategic account management, or workforce solutions experience. 

3 years of required experience with managing budgets, comprehensive projects, and knowledge of evaluation methods.

Preferred Qualifications

Bachelor’s degree in Business Administration, Marketing, Workforce Development, or a related field.

Experience developing continuing education, workforce training, or other open enrollment programs.

Experience developing community partnerships, student recruitment pipelines, workforce initiatives, or revenue-generating educational programs.

Relevant experience may be considered in lieu of a degree, except in cases where a specific degree is required to meet accreditation standards, licensure requirements, or other legislative or regulatory obligations. This includes, but is not limited to, certain faculty positions and staff roles governed by state or federal educational mandates.
