Job Description:

Oregon’s nonpartisan Legislative Policy and Research Office (LPRO) seeks a highly motivated student to serve as a legislative analyst intern during the 2027 legislative session. Graduate students studying public policy, law, or a related field who are eager to learn about Oregon’s legislative process are encouraged to apply. The internship will focus on one of the following policy areas:

  • Housing, homelessness, housing development, land use, and zoning

  • Maternal and child health

  • Public health, specifically substance use disorder prevention

About the opportunity:

The internship begins on January 4, 2027, and ends at the conclusion of the 2027 legislative session (usually near the end of June). The intern is expected to work approximately 30 hours per week in Salem.

The work assigned to the intern will offer learning in committee organization and administration, bill management, research, communication, and other projects. The intern will work collaboratively with colleagues and be assigned a mentor who will provide professional growth and networking opportunities.

LPRO’s mission is to provide professional, nonpartisan staffing, analysis, and research that support and inform the policymaking process. Our highest priority is to ensure that Oregon’s legislature has access to relevant and timely information on public policy issues of interest to the state.

The ideal candidate:

 The ideal candidate for the legislative analyst internship is familiar with Oregon’s state government structure, eager to learn, and interested in pursuing a career in public policy. They enjoy working with people, are flexible and nimble in the face of change, and can serve people with different perspectives and goals. The ideal candidate is well-organized, exercises independent judgment and discretion, and has excellent written and verbal communication skills.

MINIMUM QUALIFICATIONS

  • Have earned a bachelor’s degree (four-year college or university)

  • Be a current graduate student in a master’s, PhD, JD, or professional program in public policy, public administration, law, or a field related to one of the desired policy areas:

    • Housing, homelessness, housing development, land use, and zoning

    • Maternal and child health

    • Public health, specifically substance use disorder prevention

OTHER REQUIREMENTS

  • Strong desire to learn about the legislative process through hands-on experience

  • Ability to work effectively in a nonpartisan role and serve individuals with differing political and policy perspectives

KNOWLEDGE, SKILLS, AND ABILITIES

The successful candidate for the legislative analyst internship will have the following at the start of the internship:

Knowledge of:

  • One or more public policy issue areas relevant to Oregon

  • Oregon’s governance structure

Skill in:

  • Computer applications, including the Microsoft suite

  • Organizing work and keeping track of multiple complex assignments

Ability to:

  • Prioritize competing demands and meet deadlines

  • Communicate effectively and professionally orally and in writing

  • Maintain attention to detail

  • Maintain confidentiality

  • Remain nonpartisan in a highly political environment

  • Collaborate with LPRO team members

  • Work independently
