Overview
We are seeking a Senior Project Manager to lead the delivery of complex IT projects involving multiple teams and workstreams. This role requires extensive large-project management experience, strong technical and business leadership capabilities, and an active Project Management Professional (PMP) certification from PMI or Project Management certification from VITA.

The Project Manager will work under the direction of the Program Manager and will be accountable for assigned project outcomes while guiding teams through the Commonwealth Standard for Project Management. This position requires onsite work 2–3 days per week and a fingerprint-based background check.

We are seeking an experienced, hands-on Senior Project Manager to manage and deliver complex IT initiatives involving multiple teams and coordinated workstreams operating against aggressive delivery schedules.

Reporting to the Program Manager, this position is responsible for the successful outcome of assigned projects and will lead project teams through the Commonwealth Standard for Project Management phases, including PreSelect, Initiation, Planning, Execution and Control, and Closeout.

The Project Manager will partner closely with development teams, business groups, VDOT and VITA management, vendors, consultants, contractors, procurement teams, and Project Management Offices to ensure projects are delivered on time, within budget, and in accordance with established governance requirements.

Responsibilities

Project Management & Delivery

  • Lead complex IT projects involving multiple teams, technical disciplines, and workstreams.
  • Manage projects through PreSelect, Initiation, Planning, Execution and Control, and Closeout phases.
  • Develop and maintain project plans, budgets, schedules, tasks, risks, milestones, deliverables, and status reporting.
  • Manage project milestones and deliverables to support on-time and on-budget delivery.
  • Define measurable project objectives and clearly communicate progress using appropriate metrics.
  • Identify, track, communicate, and manage project risks and issues throughout the project lifecycle.
  • Maintain and distribute project information to team members and customers according to established communication plans.

Technical Duties

  • Serve as a hands-on technical Project Manager working directly with development staff and business groups.
  • Analyze and translate business and technical requirements into system specifications.
  • Support the analysis, design, development, troubleshooting, testing, and implementation of technology solutions.
  • Ensure project requirements and use cases are appropriately documented.
  • Facilitate design workshops for assigned projects.
  • Ensure test objectives, test plans, and test cases are properly defined and developed.
  • Apply software development lifecycle knowledge across Agile and Waterfall environments.
  • Support system and application training efforts.
  • Create custom reports using applicable IT application standard tools.

Collaboration

  • Coordinate with VDOT ITD management and staff regarding work assignments, priorities, dependencies, and resource requirements.
  • Communicate project timelines and expectations to technical and business stakeholders.
  • Collaborate with vendors, consultants, and contractors throughout project execution.
  • Support contract management activities and coordinate with applicable procurement offices.
  • Maintain effective working relationships with customers, project team members, technical teams, and business stakeholders.

Operational Support

  • Adhere to VDOT and VITA project management practices and governance requirements.
  • Coordinate with VDOT and VITA Project Management Offices.
  • Apply established project management methodologies, tools, standards, and practices.
  • Use Microsoft Project, Microsoft Office, SharePoint, and related project management and collaboration technologies to support project execution.

Requirements

The successful candidate must combine senior-level project management expertise with sufficient technical knowledge to effectively lead technology teams, communicate with business stakeholders, and manage complex IT initiatives. Extensive experience managing large projects, expertise in Agile and Waterfall methodologies, and qualifying project management certification are required.

Minimum Qualifications

  • Active Project Management Professional (PMP) certification from PMI or qualifying Project Management certification from VITA; no other certification qualifies.
  • 10 years of experience associated with current PMP-level project management expertise.
  • Minimum of 15 years of experience managing large projects.
  • Minimum of 5 years of experience with software development lifecycle models and Agile and Waterfall project management principles.
  • Minimum of 5 years of experience with Microsoft Office products, including Word, Excel, Access, Outlook, Visio, PowerPoint, and Project Server.
  • Bachelor's degree.
  • Experience using Microsoft Project.
  • Experience with Microsoft Office Suite and Microsoft SharePoint.
  • Comprehensive knowledge of project management methodologies, tools, methods, and practices.
  • Experience with both Agile and Waterfall project management.
  • Progressively responsible experience with systems analysis, design, development, testing, and troubleshooting.
  • Ability to analyze and translate requirements into system specifications.
  • Ability to analyze, design, develop, troubleshoot, and implement technology solutions.
  • Knowledge of data modeling, interface management applications, and related tools.
  • Ability to program and create custom reports using standard IT application tools.
  • Ability to interact effectively with customers and project team members.
  • Strong oral and written communication skills.
  • Must agree to work onsite 2–3 days per week.
  • Must successfully complete a fingerprint-based background check.
  • Must provide/upload a copy of the required PMP certification to be considered.
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future.

Preferred Qualifications

  • Agile Scrum Master certification.
  • Working experience with VDOT Information Technology Division (ITD).
  • 3+ years of experience balancing business and technical responsibilities with sufficient technical depth to provide credible leadership to technology teams.
  • Training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration, or a related field.

Compensation

  • This is a 1099 Contract role.
  • Salary: $55 – $75 per hour.
