Group Transport Manager

We’re looking for an experienced Group Transport Manager to provide strategic leadership across transport compliance, road risk and driver capability throughout Biffa.
This is a high-profile, influential role for an accomplished transport professional who can combine deep regulatory expertise with strong operational and stakeholder leadership.
As Biffa’s lead transport compliance professional, you’ll be our subject matter expert on operator licensing and UK transport legislation. You’ll help ensure our transport operations remain safe, legally compliant and aligned with both regulatory requirements and Biffa’s standards.
You’ll also act as a key point of contact for the DVSA, Traffic Commissioners and other regulatory bodies, leading and supporting our approach to regulatory engagement, compliance risk and continuous improvement.
What you’ll be doing
Working across our UK operations, you’ll:
- Provide group-wide leadership and assurance across transport compliance and operator licensing.
- Lead Biffa’s engagement with the DVSA, Traffic Commissioners and other transport regulatory bodies.
- Support and coordinate responses to regulatory investigations, Public Inquiries, Preliminary Hearings, audits and enforcement interventions.
- Work closely with divisional and operational leaders to strengthen accountability for transport compliance across our sites.
- Provide expert guidance across drivers’ hours, working time, tachographs, vehicle roadworthiness, load security and safe vehicle operation.
- Use compliance data, KPIs, audits and incident trends to identify risks and drive sustainable improvements.
- Coach and support transport managers, traffic teams and operational leaders, helping translate complex legislation into practical action.
- Provide strategic oversight of driver training and competency, working with the Training Manager to ensure training supports safety, compliance and operational performance.
- Lead and support investigations into transport incidents, infringements and compliance failures, ensuring effective corrective action.
- Champion a positive culture where road safety, driver wellbeing, legal compliance and operational discipline are embedded in everyday decision-making.
About you
You’ll be an established transport, logistics or fleet professional with significant experience operating in a complex, multi-site environment.
Crucially, you’ll bring strong regulatory credibility and the confidence to represent Biffa externally.
You’ll need:
- A National Certificate of Professional Competence in Road Haulage, or an equivalent transport management qualification.
- Detailed knowledge of DVSA enforcement, OCRS principles, Traffic Commissioner expectations and operator licence compliance.
- Strong working knowledge of UK transport legislation, including drivers’ hours, working time, tachographs, vehicle maintenance, roadworthiness and load security.
- Proven experience managing transport compliance risk within a complex operational environment.
- Experience engaging with the DVSA and Traffic Commissioners, including involvement in regulatory audits, enforcement interventions, Public Inquiries or Preliminary Hearings.
- Experience overseeing driver training, competency and assessment frameworks.
- A strong track record of influencing operational leaders, transport teams, drivers and senior stakeholders.
- The ability to use data, audits and KPIs to improve safety, compliance and operational performance.
You’ll be a credible, confident communicator who can challenge constructively, build trusted relationships and influence at every level of an organisation.
Experience within waste management, environmental services, utilities, construction logistics or another safety-critical fleet environment would be advantageous.
