DISA Uranium™ Corporation (DISA Uranium) is redefining American uranium recovery and production. Position Overview

The Director of External Affairs is the second-in-command of DISA Uranium’s external affairs function and serves as the Chief External Affairs Officer’s (CEAO) principal deputy. The role spans the full portfolio: federal and state government affairs, Tribal affairs, community engagement, public relations and media, grants and federal funding, and marketing, branding, and communications.

This is a senior, hands-on role for an operator — someone who has spent a decade or more in government affairs and public affairs, who can walk into a fast-moving company mid-stride, take ownership of complex workstreams, and drive them to completion without being managed. The successful candidate will be relentlessly organized, unusually detail-oriented, an excellent writer, and comfortable representing the company to a Member of Congress in the morning and a county commission or chapter house meeting in the afternoon.

DISA operates in a visible, sometimes contested public environment. Uranium carries real history in the communities where the company works. The person in this role must be able to hold that reality with credibility and care, and to advance the company’s objectives without ever getting ahead of its commitments.

DISA Uranium

Location: Remote, with a strong preference for Wyoming; Washington, D.C.; Denver, Colorado; or Salt Lake City, Utah

Reports To: Chief External Affairs Officer

Direct Reports: Grants and External Affairs Manager; oversight of community affairs staff, marketing support, and outside consultants and agencies

Travel: Approximately 25-30 percent, including rural mine communities, Tribal communities, state capitals, and Washington, D.C.

Compensation:

Key Responsibilities

Government Affairs — Federal and State

• Manage day-to-day federal legislative and regulatory engagement across the Department of Energy (DOE), Department of the Interior (DOI) and Bureau of Land Management (BLM), Environmental Protection Agency (EPA), U.S. Department of Agriculture (USDA) and U.S. Forest Service (USFS), Department of War (DoW), the Nuclear Regulatory Commission (NRC), and Congress.

• Oversee and help manage contractors to track legislation, rulemakings, comment deadlines, hearing calendars, and funding opportunities, and translate them into a prioritized, deadline-driven action plan for the CEAO and senior leadership.

• Build and expand the company’s state government affairs presence in Utah, Colorado, New Mexico, Arizona, and Wyoming — including managing contract lobbyists and consultants, setting scopes of work, and holding them accountable to deliverables.

• Oversee and help draft comment letters, position papers, legislative and regulatory analyses, briefing memoranda, one-pagers, and leave-behinds.

• Support executives for Hill meetings, agency engagements, congressional testimony, and conferences — including preparation memoranda, anticipated questions and answers, and disciplined follow-up.

• Maintain the master engagement record: who has been met, what was asked, what was promised, what remains outstanding, and what comes next.

Tribal Affairs and Community Engagement

• Help execute DISA’s Navajo Nation engagement strategy in partnership with on-the-ground staff, including chapter meetings, public open houses, and community education around commercial-scale remediation work.

• Ensure every Tribal-facing communication reflects the company’s standing commitments and consultation protocols exactly, and escalate anything that does not.

• Build durable relationships with county commissions, local elected officials, civic organizations, economic development groups, and community leaders in and around operating areas.

• Anticipate community concerns, surface them early, and help develop responses grounded in the company’s record and technical evidence.

Communications, Public Relations, Marketing, and Brand

• Draft and edit press releases, opinion pieces, executive statements, talking points, and speeches, and manage them through internal review.

• Direct website content, social media, stakeholder communications, and marketing collateral, working with internal staff and outside creative resources.

• Maintain brand standards and message discipline across every external-facing product, ensuring consistency with approved company language.

• Support crisis and issues communications, including rapid-response materials and holding statements.

Grants and Federal Funding

• Supervise the Grants and External Affairs Manager and own the overall funding pipeline — identification, pursuit, submission, and post-award compliance and reporting.

• Maintain the proposal calendar and coordinate technical, financial, and legal contributors to deliver complete, on-time submissions.

• Manage relationships with program officers and agency points of contact across federal and state funding programs.

Leadership and Team Operations

• Supervise, mentor, and develop external affairs staff, and manage outside vendors, agencies, and consultants against clear scopes, budgets, and deliverables.

• Build and maintain the systems that keep a growing function running: trackers, calendars, workflows, approval processes, and organized files.

• Coordinate closely with operations, regulatory affairs, legal, and finance so external commitments are always matched by internal reality.

Qualifications

Required

• Bachelor’s degree required.

• Approximately ten years of progressively responsible experience in government affairs, public affairs, communications, or a combination, including substantive time in both a government affairs and a public affairs or communications capacity.

• Direct experience in a political, legislative, regulatory, or advocacy environment — Capitol Hill, a federal or state agency, a statehouse, a campaign, a trade association, or a corporate or firm-side government affairs practice.

• Exceptional writing and editing skills, including experience preparing materials for senior executives and external audiences under deadline.

• Exceptional organization and attention to detail, with a demonstrated ability to carry dozens of concurrent workstreams without letting any of them slip.

• A self-starter who operates with minimal direction, exercises sound independent judgment, and is comfortable with ambiguity and rapid change.

• Experience managing people, consultants, or both.

• Discretion and sound instincts with sensitive information, and the credibility to represent the company without supervision.

Preferred

• Background in energy, mining, critical minerals, nuclear, or environmental remediation.

• Experience working with Tribal governments, particularly the Navajo Nation.

• State-level government affairs experience in Utah, Colorado, New Mexico, Arizona, or Wyoming.

• Familiarity with federal grants, cooperative agreements, and compliance requirements.

• Experience in a startup or high-growth company where the function was still being built.

• The CEAO is freed from day-to-day execution to focus on the company’s highest-value strategic and executive engagement.

• DISA has a credible, active state government affairs presence in every state where it operates.

• Community and Tribal engagement is proactive and sustained rather than reactive.

• The company’s public profile is stronger, its messaging is consistent everywhere it appears, and its story is being told accurately by others.
