We are seeking a Website Product Owner to lead the development and optimization of our websites as a core digital product. The ideal candidate combines strong product management discipline with hands-on product management experience leading scrum teams.

Scope of Responsibility

Lead high functioning lean cross functional product teams (product, design, copy, engineering, QA) to deliver best in class Websites. Develop and maintain a robust and transparent product backlog. Create epics and user stories that align with Product strategy and vision. Partner with Product Leadership to plan and execute roadmap goals by facilitating agile scrum ceremonies, removing obstacles and ultimately delivering quality products on time and on budget.  Own and improve all processes to drive value, quality, and team velocity.  Document and effectively communicate risks or impediments that hinder team progress.  Oversee initiative execution by managing sprints and timelines and leading delivery process.

• Backlog Ownership: Own and prioritize the product backlog to ensure the team always works on the most valuable features.
• Requirement Gathering & Refinement: Translate business needs, customer feedback, and market trends into clear, detailed user stories and acceptance criteria.
• Sprint Planning & Delivery: Work closely with designers, engineers, and QA during sprint cycles to ensure smooth delivery, clarity of scope, and fast decision-making.
• Stakeholder Collaboration: Act as the primary point of contact between product teams and stakeholders, ensuring clear communication of priorities, expectations, and progress.
• Customer Focus: Champion the voice of the customer in all product decisions, ensuring we build intuitive and valuable experiences.
• Strategy & Roadmap Definition: Contribute to web product strategy and road mapping in collaboration with Product and Marketing Leadership.
• Continuous Improvement: Analyze product performance, gather user feedback, and iterate features to continuously improve user experience and business outcomes.
• Communications: Leads core team and stakeholder communications. E.g., dependencies, launches, setbacks, learnings, tradeoff decisions, etc.
• Team output: Leverages team velocity and capacity planning to continually improve product delivery

Domain Acumen 

• Hands on practical knowledge of analytics platforms (Amplitude, GA4) to track performance metrics.
• Working knowledge of feature management, A/B testing products/tools such as Launch Darkly
• Demonstrated proficiency turning data into actionable insights leveraging KPIs such as engagement
• Bonus: Knowledge of industry trends and competitive landscape
• Practical knowledge of user research and product strategy within the context of website UI/UX design
• Can speak the language of dev/design/QA with a topical understanding of digital technology stacks and tools.

The Role: 

Peregrine is seeking a Virginia Growth & Engagement Lead to accelerate our expansion across the state by building high-leverage relationships with state leaders and turning those relationships into real market outcomes. 

This is not a traditional policy role. It’s a growth role for someone who understands how Virginia government works—and knows how to convert state priorities, funding structures, contracting pathways, and policy windows into opportunities.  

Your North Star: 

Unlock statewide growth by building durable partnerships with Virginia leaders and charting the funding, contracting, and policy pathways that enable Peregrine’s products to scale across the state. 

What You’ll Do: 

• Drive exponential statewide growth by identifying and shaping opportunities to solve hard problems with large Virginia agencies (e.g., VSP, VADOC, VDEM, VAOG, major counties/cities) and uncovering ways to fund the deployment of Peregrine across many local agencies. 
• Serve as the face of Peregrine to state and local officials, influencers, as well as 3rd party advisors and lobbyists and any other external parties required to succeed 
• Build trusted relationships with senior state and local officials—and convert them into concrete opportunities and deployments. 
• Map Virginia’s strategic priorities (e.g., public safety, emergency management, data modernization, AI governance) to Peregrine’s products to create actionable go-to-market pathways. 
• Turn policy developments, funding opportunities, and procurement routes into revenue-driving initiatives. 
• Work cross-functionally with Growth, Customer, Marketing, Communications and Product teams and align resources to accelerate growth and shorten the path from introduction to deployment. 
• Develop compelling materials—briefings, GTM plans, proposals—that capture wins, communicate value and enable political leaders and agency executives understand the operational impact of Peregrine’s technology. 
• Lead high-leverage engagements (roundtables, executive briefings, workshops) that fuel adoption. 
• Manage external partners, advisors, lobbyists, and consultants who can help accelerate growth across Virginia.

About You: 

• Intimate understanding of the issues and challenges facing public safety community specifically as well as state and local government broadly paired with a vision and passion solving them at scale. 
• 7+ years in government partnerships, public-sector business development, or state-level strategy within Virginia. 
• Proven ability to turn government priorities, funding flows, or legislative/policy windows into commercial opportunities. 
• Strong relationships or working familiarity with Virginia state agencies and their decision-making processes. 
• Executive level verbal and written communication, relationship-building, and strategic planning skills. 
• Entrepreneurial mindset; thrives in a fast-paced, high-expectation, mission-driven environment. 
• Skilled translator of complex and technical concepts into digestible stories and information for lawmakers 

Salary Range: $150,000 - $180,000 Annually + Benefits + Equity (if applicable) + Bonus (if applicable)
