About the Position

Dexis is recruiting a Budget Analyst to support anticipated programming with the Department of War (DoW). This opportunity will provide program support, policy support, and technical assistance services to support Counterdrug (CD)/Counter-Transnational Organized Crime (CTOC)/Counter-Threat Finance (CTF) mission needs of the Office of the Secretary of Defense (OSD), The Joint Staff, Combatant Commands (CCMDs), Military Departments, and Defense Agencies. 

This position is contingent upon contract award. 

Responsibilities

• Support the USG resource decision making process by analyzing immediate and long-term CD/CTOC/CTF program requirements for OSD, Joint Staff, CCMDs, Military Departments, and Defense Agencies in accordance with annual program and budget guidance. 
• Analyze CD/CTOC/CTF program, budget, and execution data for content, technical accuracy, supporting justifications, and compliance with DoW budgetary policy and guidance, and prepare for USG review, program resources packages supporting the Department’s Planning, Programming, Budget, and Execution System (PPBE) process, and execution of the DoW CD appropriation. 
• Assist USG personnel in determining priorities for CD/CTOC/CTF program investment by supporting fact-finding, workload modeling, program feasibility and efficiency studies, cost-projection analyses, and other studies related to CD/CTOC/CTF domestic and international portfolios. 
• Assist the USG in the administration and execution of CD appropriated funding by supporting internal and prior-approval reprogramming actions, monitoring monthly CCMDs, Military Department and Defense Agency budget execution, and supporting routine and special program audits. 
• Demonstrate the ability to rapidly assimilate the assigned portfolio’s scope, objectives, and priorities to deliver real-time oversight, provide comprehensive briefings, conduct in-depth analysis, and present informed recommendations to leadership. 
• Must navigate ambiguity with confidence by adapting fast with limited guidance and direction. Be able to be quick on their feet and ready to pivot, adapt and deliver in the moment. Demonstrate poise and clarity in fast-paced environments with the ability to swiftly analyze evolving situations delivering clear and confident recommendations. 

Qualifications 

• Active Top Secret clearance with Sensitive Compartmented Information (SCI) eligibility. 
• Possess a master’s degree from an accredited college/university in a relevant field of study.   
• Possess ten (10) years’ experience providing services to senior general/flag officer ranks and/or SES levels within the DoW, other government agencies, or industry corporate equivalents, and will be expected to perform at the level of a mid-range GS-15 equivalent.  
• Possess expert-level knowledge in the application of resource management principles associated with the DoW PPBE process and the Federal budget process. This includes an understanding of, and experience with, congressional authorizations and appropriations, DoW funding authorities, and Office of Management and Budget and Department of the Treasury policies, directives, and regulations.   
• Extensive expertise in DoW financial Enterprise Resource Systems (ERP) and manpower databases, with a deep understanding of budgeting cycles, cost estimation methodologies, and resource allocation frameworks.  
• Proven ability to navigate and optimize ERP financial platforms, and analytical systems to ensure data integrity, compliance with federal regulations, and alignment with organizational objectives. Skilled in leveraging manpower data analytics to support strategic decision-making, personnel planning, and operational efficiency.   
• Shall possess exceptional oral and written communication skills, and the ability to translate highly technical information into plain language for effective communication with DoW and other USG staff in the performance of all duties, tasks and services.  

About the Position

The contractor will support a US Government Agency's budget-related functions and financial management, administering political risk insurance, financing, investment funds, equity, grants and pre-investment programs, and monitoring and maintaining transactions pursuant to the government's policies and procedures for financial monitoring.

Work involves maintaining international finance billing and collection system, preparing automated and special billings in accordance with individual transaction requirements as indicated in loan documents, ensuring timely execution and delivery of billings and payments with borrowers, as well as with third party agents (i.e., fiscal agents, brokers and trustees) as appropriate, including the timely notification, payment amount and verification as detailed in finance agreements, providing loan balances, interest rates, interest accrued, and other financial information to government auditors and interagency stakeholders with the U.S. Government, assisting in preparation of quarterly and ad-hoc reports, engaging in frequent communication with clients to reconcile compounded interest and outstanding. The work also involves active coordination and cooperation with Treasury and State department officials to support the U.S. government’s role in the Paris Club.

Responsibilities

• Responsible for the monitoring of all financial flows including billing and application of receipts related to their assigned portfolio and developing PC-based applications to facilitate reporting and analysis. Ensures that loan balances, payment schedules, interest rates and other financial parameters match terms of underlying loan documentation. Ensures timely delivery of invoices and Notices of Past Due amounts (NPDs).
• Recommends alternative means of processing transactions with complicated and interrelated or unique characteristics. Recommends changes in policies and procedures to accommodate recurring problems and issues.
• Maintains in-depth and detailed knowledge of Oracle Loans financial system. Manages billing schedule, payoffs, and processes prepayments.
• Independently prepares accurate and precise audit confirmations for borrowers. Provides loan balances, interest rates, interest accrued, and other financial information for audits.
• Prepares portfolio reports as needed for internal and external parties, including periodic data calls for the State Department and Treasury.
•  Work with Portfolio Services officers to ensure continuity of all billing, payment and reporting obligations with respect to their loan portfolio. Will convey expertise regarding the scope, depth, and breadth of the portfolio.
• Performs other related duties as assigned.
• Responds to all requests in a timely manner. Conducts daily duties with courtesy and professionalism.

Qualifications 

• A minimum of a bachelor’s degree with a preferred focus/major in finance, accounting, business administration, or related field or combination of education and related professional experience in the area of finance, banking, or related fields.
• A minimum of 10 years of experience in dealing with loan balances, payment schedules, interest rates and other financial parameters that match terms of underlying loan documentation. Has experience preparing accurate and precise audit confirmations for borrowers. Prepares portfolio reports as needed for internal and external parties.
• Shall be a U.S. Citizen and have the ability to obtain and maintain a Public Trust clearance.

Preferred Qualifications 

• Knowledge of commercial and institutional banking products, services, and processes, including comprehensive understanding of loan database operating systems. Ability to export and summarize loan data via Excel, both for individual loans and a portfolio of loans.
