Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Senior Data and Systems Transition Advisor will provide oversight of MOU implementation plan and support the effective transition of all USG-funded public health programs, with a particular focus on strengthening Health Management Information (HMIS) Systems, as part of the Operations Center for public health emergencies (COESP) strengthening, including but not limited to (Laboratory Information System {LIS), District Health Information Software 2 {DHIS2}, SIS-Comunitário, Digital Individual Vaccination Registry {ReDIV}, Supply Chain Management Tool {IOTA}, Supply Chain Management System and Logistics Information and the Integrated Medicine Registration System {SIREMA}, Quantification Analytics Tool {QAT} and Power BI) in full alignment with the new Presidential Executive Order (EO) directives. The Specialist will work closely with government counterparts, implementing partners, and other stakeholders to ensure continuity of services, strengthen local capacity, and enhance the sustainability of public health interventions.
The primary focus of the Data and Systems Transition Advisor will be to provide technical guidance to ensure the Government of Angola Ministry of Health including the National Public Health Directorate (DNSP), National Malaria Control Program (NMCP), National HIV/AIDS Institute (INLS), National Institute of Health Research (INIS), Studies, Planning and Statistics Cabinet (GEPE), Information Technologies Cabinet (GTI) adopts and adapts systematic processes of strengthening existing capacity, systems, and resources necessary to independently plan, finance, implement, and sustain public health programs and services, towards self-reliance. The Advisor will support the Government of Angola Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
By strengthening data systems and promoting systematic data use, the Data and Systems Transition Advisor will provide technical assistance to increase malaria case detection and treatment success, reduce stockouts of critical commodities, improve ART continuity and viral suppression, and ultimately contribute to lower malaria incidence and HIV-related morbidity and mortality.
The Advisor will work closely with the Government of Angola Ministry of Health (GRA MOH) to identify programmatic bottlenecks and facilitate solutions through coordinated technical expertise. The Advisor will work closely with both the GRA MOH and the U.S. Department of State (DOS). The GRA MOH will provide day-to-day onsite supervision and guidance while the DOS Senior Foreign Assistance Specialist will provide overall technical guidance and supervision, integrate the Advisor's work into DOS priorities, provide workplan approval, track progress, and oversee the reporting responsibilities of the Advisor.

The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the GOR/COR.

Under the Trump Administration’s America First Global Health Strategy, the United States seeks to protect the American people from global infectious disease threats while helping partner governments achieve long-term self-reliance and sustainability in health. The strategy emphasizes country ownership, co-investment, transition of U.S.-supported services to national systems, stronger public financial management, and clear performance benchmarks.
Angola remains a priority partner under this approach. Malaria and HIV are major causes of morbidity and mortality and are central to Angola’s broader infectious disease and global health security landscape. Strengthening Angola’s capacity to prevent, detect, and respond to malaria, HIV, and other epidemic and pandemic-prone diseases is important both for Angolans and for U.S. health security.

Regular in-country travel to provinces and municipalities is expected to support joint supervision, capacity building, and transition implementation. Limited international travel may be required for regional meetings or technical consultations, subject to approval by GRA MOH, the MOF and the U.S. Department of State.
