The Technical Program Manager is responsible for the end-to-end delivery of hyperscale, colocation, and enterprise data center projects, from design review through construction, commissioning, and operational handover. The role ensures projects are delivered on time, within budget, and in compliance with quality, safety, and regulatory standards.

This position requires close coordination with multi-disciplinary teams including mechanical, electrical, plumbing (MEP), civil, IT infrastructure, security, and operations. The ideal candidate brings strong mechanical and electrical expertise, hands-on experience with Tier III+ and hyperscale data centers, and proven leadership in complex project environments.


Key Responsibilities

Project Delivery & Governance

  • Lead the full project lifecycle including planning, design, procurement, construction, commissioning, energization, and handover.
  • Develop and manage master schedules, budgets, and resource plans.
  • Establish project governance, reporting cadence, executive dashboards, and portfolio-level reporting aligned with corporate PMO standards.
  • Identify and manage project risks, maintain risk registers, and escalate critical issues.
  • Ensure contractor compliance with contractual milestones, performance guarantees, and LD provisions.
  • Support procurement strategy and evaluation of EPC / D&B / CM delivery models, including tender evaluations and contract award recommendations.
  • Monitor CAPEX budgets, cost forecasts, funding requests, variance reporting, and progress payment certifications.
  • Track procurement schedules and mitigate supply chain risks.

Engineering & Technical Oversight

  • Review, approve, and coordinate technical designs across electrical, mechanical, HVAC, fire protection, security, and IT infrastructure.
  • Validate system redundancy (N+1, N+2, 2N, 2N+1), operational reliability, and maintainability requirements.
  • Ensure compliance with local regulations, utility requirements, and international standards (Uptime Tier III/IV, NFPA, IEC, TIA, ISO).
  • Coordinate with utility providers for grid interconnection, energization, and regulatory approvals.
  • Oversee HV/MV infrastructure delivery, protection coordination, energization strategy, and power system studies (short circuit, load flow, arc flash).
  • Manage vendor, contractor, and consultant performance to ensure adherence to technical specifications and project objectives.

Leadership & Stakeholder Management

  • Lead multi-disciplinary internal teams, contractors, consultants, and suppliers.
  • Act as the primary interface with clients, utility authorities, and internal stakeholders.
  • Ensure clear communication, alignment, and coordination across all parties.
  • Mentor junior engineers and project staff, promoting knowledge transfer and operational excellence.
  • Support the Director of Engineering in strategic planning and executive-level reporting.

Compliance, Quality & Safety

  • Enforce engineering standards, corporate governance, and safety regulations.
  • Review quality reports to validate installation quality and workmanship.
  • Support environmental, health, and safety (EHS) initiatives and ensure statutory and environmental compliance throughout the project lifecycle.

Operations & Handover

  • Ensure a smooth transition to operations, including as-built documentation, SOPs, MOPs, EOPs, and asset registers.
  • Ensure operational readiness, uptime SLA compliance, and post-handover stabilization.
  • Support training of O&M teams.
  • Validate performance metrics including PUE, WUE, and system reliability KPIs.

Qualifications

Education & Certifications

  • Bachelor’s degree in Electrical, Mechanical, or Building Services Engineering.
  • Master’s degree in Business Administration, engineering leadership, or similar preferred.
  • Preferred certifications: PMP, CDCP, ATD (Accredited Tier Designer).

Experience

  • Minimum 10 years’ experience. Preferably in data center construction, commissioning, or hyperscale infrastructure projects, but any other background is welcome. 
  • Proven delivery of large-scale Tier III+ or hyperscale data centers (50 MW+) is preferable, but not mandatory. 
  • Experience with HV grid intake (100–400 kV) and campus-scale developments preferred.
  • Strong working knowledge of critical data center systems including HVAC, electrical distribution, UPS, generators, fire suppression systems, and BMS/SCADA.
  • Experience managing EPC / D&B contractors and complex stakeholder environments.

Skills & Competencies

  • Strong technical knowledge across electrical, mechanical, plumbing, HVAC, IT infrastructure, and security systems.
  • Proficiency with project management tools such as Primavera P6 or MS Project.
  • Excellent leadership, communication, negotiation, and decision-making skills in high-pressure environments.
  • Fluent in English. Norwegian is preferable but not mandatory
  • Willingness to travel to Fyresdal
