Job Purpose: Reporting to the Grants Manager, the MEAL Officer will be responsible for developing, implementing, and improving the MEAL framework in Angola, including Standard Operating Procedures (SOPs), tools, and staff capacity building. The role will work closely with the Global MEAL Team, programme management, and technical teams.

The MEAL Officer will play a key role in strengthening evidence-based decision-making and demonstrating programme impact.

About the role:

The HALO Trust is seeking an experienced MEAL Officer to support the development, implementation, and continuous improvement of Monitoring, Evaluation, Accountability and Learning (MEAL) systems for its humanitarian mine action and related operational activities in Angola.

HALO’s work in Angola focuses on reducing the impact of landmines and explosive remnants of war, improving safety, enabling access to land, and supporting long-term recovery and development. The MEAL Officer will play a key role in strengthening evidence-based decision-making and demonstrating programme impact.

Reporting to the Head of Strategy and Partnerships, the MEAL Officer will be responsible for developing, implementing, and improving the MEAL framework in Angola, including Standard Operating Procedures (SOPs), tools, and staff capacity building. The role will work closely with the Global MEAL Team, programme management, and technical teams.

Please note this role is dependent on funding and will require the successful candidate to work onsite in Menongue, Angola.

Responsibilities:

The MEAL Officer will:

Strengthen the MEAL System:

  • Develop and adapt country-specific Theories of Change and indicators aligned with HALO’s global frameworks
  • Develop project-specific results frameworks for all programmes in Angola
  • Ensure MEAL systems are integrated across departments and understood by all relevant staff
  • Support and build the capacity of programme and operational teams on MEAL approaches
  • Ensure that the program has the capability to achieve the following required outputs:

Monitoring & Evaluation

  • Develop and regularly update M&E work plans
  • Design, review, and improve data collection tools, methodologies, and reporting templates
  • Ensure data quality, consistency, and timely reporting across all projects
  • Support baseline studies, evaluations, and impact assessments in line with donor requirements
  • Analyse data and produce clear, actionable insights to inform programme decisions
  • Contribute to donor proposals and reports, including indicator development and results analysis

Accountability:

  • Ensure data collection, storage, and management processes are transparent, ethical, and secure
  • Promote accountability to affected communities through appropriate feedback mechanisms
  • Ensure all MEAL processes are conflict-sensitive, gender-sensitive, and adhere to the principle of "do no harm

Learning:

  • Document best practices, lessons learned, and case studies
  • Facilitate learning processes to improve programme quality and effectiveness
  • Support internal and external research initiatives that strengthen programme design and impact

Capacity building:

  • Train and mentor national and international staff on MEAL systems and tools
  • Identify training needs and support implementation of capacity development plans
  • Promote a culture of learning and evidence-based programming across the Angola programme

Representation and Coordination :

  • Represent HALO at relevant national and regional MEAL forums, workshops, and coordination meetings
  • Stay informed on sector best practices, particularly within mine action and humanitarian programming
  • Contribute to global MEAL initiatives and tools where relevant

General:

  • Uphold HALO’s core values and standards, promoting its ethos and mission statement.
  • Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding

Requirements

  • Advanced degree (MSc or equivalent) in social development, statistics, economics, international relations, or a related field
  • Significant experience in designing and implementing MEAL systems in humanitarian or development contexts
  • Strong skills in data collection, analysis, interpretation, and reporting
  • Proven experience supporting teams in MEAL methodologies and tools
  • Excellent written and verbal communication skills in English
  • Proficiency in Microsoft Office, particularly Excel; experience with data analysis and visualisation tools (e.g. Power BI, SPSS)
  • Experience with donor reporting requirements, including Logical Frameworks and Theories of Change
  • Strong interpersonal skills and experience working in multicultural environments
  • Ability to work independently, manage priorities, and perform under pressure

Desirable Requirements:

  • Experience in mine action or humanitarian programming
  • Experience working in Angola or Southern Africa
  • Knowledge of Portuguese is an advantage
  • Experience in remote or field-based programme settings

Travel Requirements

  • Regular Visits – This will be to other HALO locations like Bie and Mavinga aswell as visiting MEAL teams in the field during the operational cycles as the operational need requires.

Benefits

  • Local overseas allowance of $350 per month
  • Shared accommodation in a rented HALO apartment, provided at nil cost
  • 49 days annual leave increasing to 56 days after 2 years
  • Three economy return flights to the member’s home address (or an alternative location up to an equivalent cost)
  • Comprehensive insurance package: life assurance and emergency medical insurance, including evacuation and repatriation.
