Engineering Change Manager - Program Management

About the Role

We're seeking an experienced Engineering Change Manager to lead our Engineering Change Control Board (CCB) and oversee the end-to-end engineering change management process. This role is responsible for ensuring that all product, process, and design changes are properly evaluated, documented, approved, and implemented — balancing engineering rigor, regulatory compliance, cost, schedule, and risk. You'll chair change review meetings, drive cross-functional alignment, and act as the gatekeeper ensuring changes don't compromise product quality, safety, or configuration integrity.

Key Responsibilities

  • Chair and facilitate regular Engineering Change Control Board meetings, driving structured review, discussion, and disposition of Engineering Change Requests (ECRs), Engineering Change Orders (ECOs), and Engineering Change Notices (ECNs)
  • Own the change management process from initiation through implementation and closure, ensuring consistent application across all engineering changes
  • Review submitted change requests for completeness, technical accuracy, and business justification prior to board review
  • Coordinate cross-functional impact assessments with engineering, manufacturing, quality, supply chain, regulatory, and program management stakeholders
  • Ensure changes are properly classified (e.g., major/minor, emergency, class I/II) and routed through appropriate approval workflows
  • Maintain change control documentation, meeting minutes, decision logs, and audit trails in the PLM/QMS system
  • Track change request status, cycle times, and backlog; report metrics to leadership on process health and bottlenecks
  • Ensure traceability between change requests, requirements, design documents, and verification/validation activities
  • Enforce configuration management principles to maintain product baseline integrity across hardware, software, and documentation
  • Identify and escalate high-risk changes, conflicting priorities, or resource constraints to leadership
  • Drive continuous improvement of the change control process, tools, and templates
  • Support internal and external audits (e.g., ISO, FDA, customer audits) by ensuring change records are complete and compliant
  • Train and coach engineers and stakeholders on change control procedures and best practices

Required Qualifications

  • Bachelor's degree in Engineering, Computer Science, or related technical field (or equivalent experience)
  • 5+ years of experience in engineering change management, configuration management, or product lifecycle management
  • Experience chairing or actively participating in change control boards (CCB) in a regulated or structured engineering environment
  • Strong understanding of configuration management principles (e.g., EIA-649, ISO 10007) and change control best practices
  • Hands-on experience with PLM/PDM or QMS systems (e.g., Windchill, Arena, Agile PLM, MasterControl, Propel, etc)
  • Excellent facilitation, meeting management, and cross-functional communication skills
  • Strong analytical skills with the ability to assess technical and business risk
  • Experience working with engineering documentation: BOMs, drawings, specifications, requirements

Preferred Qualifications

  • Certification in configuration management (CMPIC) or quality (ASQ CQE/CQM)
  • Experience with Agile/hardware-software co-development environments
  • Six Sigma or Lean process improvement experience
  • Prior people management or team leadership experience
