Overview
DLH is seeking a seasoned executive to lead and scale its Federal Health's portfolio, one of the Company's largest and most strategically important business segments. This portfolio encompasses federal health technology, digital modernization, science and research, data and analytics, cybersecurity, systems engineering, artificial intelligence, and mission-support services across federal civilian and health agencies.
The President, Health serves as a senior enterprise executive responsible for the strategic direction, profitable growth, operational excellence, customer engagement, and talent development of a diverse and complex portfolio of programs, customers, and contract vehicles.
This role represents DLH's next generation of business leadership. The successful candidate will combine strong P&L leadership, deep technology credibility, market-facing executive presence, and enterprise leadership capability. They will be equally comfortable engaging with federal CIOs, Chief Data Officers, research executives, scientific leaders, acquisition officials, and senior industry executives while leading large-scale growth and delivery organizations.
As a member of the Executive Leadership Team, this individual will help shape DLH's long-term strategy, strengthen its technology and research capabilities, and position the Company as a premier provider of innovative technology-enabled, research-driven mission solutions.
Responsibilities
Enterprise Leadership and Business Performance
- Provide executive leadership and capability expansion across the Company’s federal health, science, technology, and mission support portfolio.
- Set and execute the strategic vision and operating plans for the Health, Research, and Digital Solutions portfolio, aligned with corporate culture, strategic priorities, and shareholder expectations.
- Develop and execute business strategies that drive revenue growth, profitability, customer satisfaction, workforce engagement, and market expansion.
- Lead a high-performing leadership team with clear accountability for growth, delivery, financial performance, and organizational effectiveness.
- Ensure consistent achievement of business objectives through disciplined execution, performance management, and operational rigor.
- Build and strengthen organizational capabilities necessary to support future growth, scale, and innovation.
Financial Leadership
- Maintain full accountability for revenue, margin, bookings, pipeline growth, forecasting accuracy, and overall business performance.
- Drive disciplined financial management and resource allocation decisions that support both short-term performance and long-term growth and value creation.
- Partner with the CEO, CFO, and Executive Leadership Team to develop strategic business plans, investment priorities, and growth initiatives.
- Establish and execute annual operating plans aligned with corporate objectives and long-term growth strategies.
Strategic Growth & Market Leadership
- Lead and accelerate organic growth across federal health agencies and adjacent markets.
- Build and execute growth strategies that expand DLH’s presence across agencies such as NIH, HHS, CDC, FDA, VA, DHA, and other federal organizations.
- Partner closely with Strategic Account Executives, Capture leaders, Business Development leaders, and Proposal teams to shape, position, and win strategic opportunities.
- Serve as executive sponsor for priority pursuits, influencing win strategy, solution differentiation, and customer engagement.
- Strengthen DLH's competitive positioning across strategic contract vehicles, IDIQs, and emerging markets while maintaining a robust and qualified pipeline.
- Identify emerging market trends, technology shifts, customer priorities, acquisition strategies, and budget dynamics that influence future growth opportunities.
Technology, Research, and Innovation Leadership
- Provide executive leadership across technology, research, and innovation initiatives supporting federal mission outcomes.
- Serve as a trusted executive partner to federal CIOs, Chief Data Officers, OCIO organizations, research leaders, scientific executives, and mission stakeholders.
- Champion collaboration across research, technology, growth, and operations organizations to create integrated solutions.
- Anticipate and capitalize on technology, research, and innovation opportunities that strengthen DLH’s competitive position and long-term growth trajectory.
Client Engagement and Industry Influence
- Serve as a senior executive interface to federal clients, senior government stakeholders, industry partners, and strategic customers.
- Engage directly with senior government stakeholders to align DLH capabilities with evolving mission priorities.
- Enhance DLH's brand and credibility through thought leadership, conference participation, industry engagement, and executive presence across the federal health, science, research, and technology communities.
- Maintain a deep understanding of customer priorities, policy development, acquisition strategies, and competitive dynamics affecting the federal landscape.
Operational Excellence and Delivery
- Provide executive oversight for a complex portfolio of programs to ensure successful execution, contract compliance, quality performance, and customer satisfaction.
- Drive disciplined execution across all programs, ensuring consistent operational performance, effective risk management, and contract compliance.
- Align delivery capabilities with growth objectives to ensure readiness for future awards, expansion, and scale.
- Drive continuous improvement in program performance, quality systems, and operational efficiency.
- Foster collaboration across operations, growth, finance, contracts, human capital, and corporate functions to maximize enterprise value.
Qualifications
- Bachelor's degree in a related discipline
- 15+ years of progressive leadership experience in federal government contracting, technology, health, research, or mission-focused organizations.
- 10+ years leading significant business units, divisions, operating centers, or portfolios.
- Demonstrated success leading a significant business unit, division, or operating center with substantial P&L responsibility, preferably exceeding $250M in annual revenue.
- Proven track record of winning and scaling large programs, driving organic growth, and improving margins.
- Established executive relationships with federal health agencies and senior stakeholders (CIO/OCIO, research leaders, and senior government stakeholders).
- Deep domain expertise in federal health IT ecosystems, including digital modernization, data/AI, cloud, cybersecurity, and compliance frameworks.
- Proven ability to translate technology strategy into measurable growth, successful capture, and scalable, high-quality delivery.
- Experience competing against or operating within leading government technology and professional services firms.
Preferred Qualifications
- Master's degree, doctorate, or recognized executive leadership program is highly preferred
- Prior C-suite experience strongly preferred.
Basic Compensation: $300,000 - $350,000 yearly salary
