Position Description:

The district planning and sustainability team leads are highly experienced personnel with extensive clinical, technical and programmatic background responsible for coordinating all district activities with MoH, district council and other partner organizations to support MoH to achieve targets. S/he will be responsible for ensuring MoH is adequately supported to ensure delivery of high-quality HIV services, to support the ministry-led integration of care, and ultimately ensure that clients in the district have access to quality health services.  They will work together with district leadership to achieve high testing coverage and linkage to treatment, achieve viral suppression targets, and maintain retention in care. They provide technical support, leadership development and capacity building to the district leadership teams and oversee district technical implementation using data to inform programming to ensure delivery of quality clinical care and achievement of programmatic targets. This will be achieved by working to strengthen existing programs, sharing best practices, and developing innovative strategies to provide efficient care. They work directly with district health office leadership to support capacity building in technical service delivery as well as data use to inform programming, share best practices, and continually innovate to improve health programs and systems. They also provide leadership development support to district leadership as they support their district teams.

Essential Duties

• Coordinate district-level program activities with the Ministry of Health (MoH), District Council, and implementing partners to support achievement of district health priorities and targets.
• Work closely with District Health Office leadership to strengthen delivery of high-quality, integrated HIV and health services.
• Support district leadership to achieve key HIV outcomes, including high testing coverage, timely linkage to treatment, viral suppression, and retention in care.
• Provide technical assistance to strengthen clinical service delivery, program implementation, and health systems.
• Support MoH-led integration of services and strengthen systems that improve access to high-quality, efficient, patient-centered care.
• Build the capacity of district leadership and technical teams through mentorship, skills transfer, leadership development, and ongoing technical support.
• Strengthen district leadership teams' ability to independently plan, implement, monitor, and improve health programs, supporting long-term sustainability and reduced reliance on external technical assistance.
• Support district teams to routinely use program and clinical data to identify gaps, prioritize interventions, guide decision-making, and monitor performance.
• Oversee district-level technical implementation and progress toward programmatic and clinical targets.
• Identify implementation challenges and work collaboratively with district teams to develop and implement practical, locally appropriate solutions.
• Strengthen existing programs and systems by sharing and adapting evidence-based practices and lessons learned.
• Support the development and implementation of innovative strategies to improve quality, efficiency, and health outcomes.
• Facilitate coordination and collaboration among MoH, district leadership, health facilities, and partner organizations to promote aligned and sustainable programming.

Requirements

• Medical degree (MBBS/MD); Pediatrician preferred, but other medical doctors will be considered.
• At least 10 years of relevant professional experience, including significant experience in public health/programme management.
• At least 3–5 years’ experience in non-profit management, preferably in a developing-country context.
• Demonstrated experience in clinical programme development and implementation, monitoring and evaluation, and health systems.
• Strong leadership, management, analytical, problem-solving, and team-building skills.
• Excellent oral and written communication and presentation skills.
• Proficiency in Microsoft Office, particularly Excel and PowerPoint.
• Excellent command of English; Chichewa is an advantage.
• Ability to work independently, prioritise tasks, meet deadlines, and respond quickly to programme needs.
• Strong interpersonal skills, professionalism, integrity, and ability to work effectively with diverse teams.
• Experience with PEPFAR indicators is an added advantage
