Position Summary

Credence has an immediate need for a System Acquisition Manager at the senior level who will be primarily responsible for supporting Rapid Sustainment Office (AFLCMC/RO) at Wright Patterson AFB, OH.

RSO’s mission is to advance the SECAF’s direction and “…leverage mature, new, and emerging technology to reduce sustainment costs and improve readiness…” The RSO will play a role in sustainment analogous to a research laboratory in development.  Its customer base, the logistics and sustainment enterprises, should come to view RSO as their center of excellence for identifying, maturing, and transitioning technologies with traceable and measurable readiness impacts, cost reductions, and ease of use. 

Responsibilities include, but are not limited to the duties listed below:

  • Perform duties for various project/program initiatives; investigate, analyze, plan, design, develop, implement, or evaluate solutions for project/program efforts; provide expert-level issue resolution and recommendation support to achieve desired program outcomes; and provide specialized expertise that may include logistics, maintenance, supply chain management, financial management, security management, information management, and contracting.
  • Independently apply knowledge of DoD acquisition processes and analytical methods or techniques to gather, analyze, and evaluate information required by program/project managers and customers; draw conclusions and devise solutions to improve acquisition effectiveness and compliance; develop and draft acquisition documentation and ensure quality control; perform work measurement studies, program or operations efficiency reviews, cost studies, or workload change impact analyses; and use automated management information systems to perform fact-finding, analytical, and advisory functions.
  • Apply knowledge and experience in acquisition program management philosophy, policies, and procedures to the procurement of Air Force systems, subsystems, and equipment throughout their life cycles.
  • Apply integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts across a broad spectrum of functional disciplines to effectively assist in the implementation of program direction.
  • Plan, organize, and assist in managing critical aspects of the development, modernization, production, logistics, and/or deployment of systems, subsystems, and equipment.
  • Provide assistance to support the full spectrum of actions required to award contracts, including risk management, analysis, acquisition strategy planning, draft pre-award documentation, source selection support, and post-award actions.
  • Assist in milestone planning, tracking, scheduling, briefing preparation, and staff coordination.
  • Support the creation of decision documentation, program briefings, schedule management, management reviews in an advisory role, and coordination of activities leading to milestone reviews.
  • Assist in the implementation and oversight of weapon system prime contractor performance.
  • Support the development of key program metrics and perform periodic reviews to identify potential issues for Government consideration.
  • Assist in developing and integrating risk management plans and strategies; support surveillance of weapon system prime contractor and subcontractor performance; and assist in determining program progress by providing feedback to the Government.
  • Provide support for technical program management and planning, acquisition support, weapon system logistics support, communication of recommendations to higher organizational management, and participation in various Integrated Product Team (IPT) actions.
  • Support updates to comprehensive aircraft planning for enterprise-wide use, including classified and unclassified aspects of the program, and ensure planning is prepared for Program Director approval.
  • Assist in developing acquisition strategies that support all aspects of the program and integrate cost, schedule, and performance considerations.
  • Support technologies needed to field modernization combat capabilities with a focus on Increment 3.2B and Mandates programs.
  • Identify potential issues and make recommendations to the Government for consideration.
  • Assist in the development of aircraft Life Cycle Management Plans.
  • Provide expertise in fulfilling Program Director requirements for Senior Leader Process Reviews.
  • Facilitate Program Management Reviews (PMRs) to ensure reviews cover key topics and chart the program course.
  • Identify potential areas of concern for Government consideration.
  • Provide expertise and draft documentation support for Defense Acquisition Board (DAB) preparation, overall planning implementation, and delivery of MARs, Selected Acquisition Report inputs to Congress, Acquisition Program Baselines for Acquisition Category (ACAT) programs, and Acquisition Strategy Reports for programs as required.
  • Provide program management support as required for aircraft sustainment, modernization, and/or integration activities.
  • Support strategy development, requests for proposal, proposal evaluation, contract negotiation, and contractual oversight efforts.
  • Provide recommendations for the most efficient and effective means to plan and contract for transitions supporting post-modernization and sustainment.

Requirements

  • Must have an active or current Secret clearance.
  • Master’s or Doctorate degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoW/DoD
  • OR bachelor’s degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoW/DoD
  • OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD.
