The City of Fort Worth is seeking a Stormwater Operations Group Manager (Sr. Capital Projects Officer) to lead stormwater operations including facilitating data-driven processes, emergency response, and guiding a large in-house maintenance team in the Transportation and Public Works (TPW) Department. This position reports to the TPW Assistant Director and is responsible for managing a team of 88 personnel under two direct reports that maintain over 1,000 miles of storm drains, almost 40,000 inlets, 88 miles of channels and numerous other drainage assets to maintain the performance of the system keeping our community safer from flood risk. The Stormwater Operations Group Manager position will work with other key leaders in the City to drive group culture, innovation and continuous improvement, and develop best practices and standards in Stormwater Operations.

Minimum Qualifications:

  • Bachelor’s Degree from an accredited college or university with major coursework in project/program management, construction management, engineering, landscape architecture, planning, public administration, business administration, or a related field
  • Five (5) years increasingly responsible administrative experience as an employee, consultant, or contractor with a local government entity

Preferred Qualifications:

  • Technical: Conversant with technical and physical aspects of stormwater best practices
  • Leadership: Operations or Group Management experience
  • Analytics: Demonstrated hands‑on experience using business analytics tools to evaluate operational performance, identify trends, and support data‑driven decision‑making for infrastructure or municipal service programs
  • Communications: Experience coordinating and interacting with senior leaders, stakeholders, and multiple organizations on high visibility and sensitive challenges to develop mutually acceptable solutions
  • Affiliation: Organizational involvement within the construction, management, or stormwater industry organizations

The Sr. Capital Projects Officer (Stormwater Operations Group Manager) job responsibilities include

  • Communication and public engagement duties: attending and representing the division at public meetings, collaborating with other departments and agencies on community-related projects and strategic initiatives, communicating during emergency response, public engagement, group communications through emails and meetings, media involvement, and presentations to city management and external organizations
  • Data and performance management duties: high-level oversight of the groups tracked data and reporting, utilizing group data for reporting up to support city-wide needs, making data driven decisions for Stormwater Operations related to resource limitations to maintaining group goals. Lead the development, refinement, and implementation of data-driven process improvement initiatives, applying business analytics to assess operational workflows, optimize resource allocation, and improve Stormwater Operations service delivery
  • Budget and resource optimization duties: seeking solutions to minimize impacts on operations performance due to increasing prices, providing guidance to superintendents and supervisors to spend our budget most efficiently, and suggesting data driven initiatives to seek additional funding through the City budget process
  • Emergency management response and regulatory compliance duties: coordinating with emergency services and agencies during crisis situations, developing and implementing new emergency response plans for stormwater related incidents including flooding events, and ensuring the department complies with all regulatory and safety requirements
  • Personnel leadership and workforce development duties: supervising a large team group responsible for storm drain and channel maintenance, repair which includes conducting performance evaluations, training, workforce coordination, employee satisfaction/retention, compensation decisions and setting standards for personnel conduct and enforcement
  • Strategic planning and innovation duties: researching, proposing and implementing new and innovative Stormwater Operations solutions that improve customer experience, extend the life cycle of our assets, reduce waste, improve efficiency and/or decrease the cost and duration of construction

PHYSICAL DEMANDS

Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
