Axle is seeking a Scientific Program Analyst to join our vibrant team at the National Institutes of Health (NIH) supporting the National Institute of Neurological Disorders and Stroke (NINDS) located in Rockville, MD.

Position Overview

The Scientific Program Analyst will develop and implement updates to extramural research policies, resources, and training materials on the NINDS Intranet, ensuring content supports the unique scientific needs of NINDS-specific and NINDS-led trans-NIH initiatives. Responsibilities include drafting, editing, and publishing Standard Operating Procedures for multiple extramural research operations and processes, reviewing them in consultation with relevant NINDS staff to ensure the materials meet both scientific and policy needs, and assisting DEA with documenting, implementing, and coordinating follow-up on actionable items from monthly Operations meetings to improve the impact and efficiency of the extramural research workflow. A Master's degree is required; Certifications & Licenses are listed as Not Critical. Preferred fields of study include Neuroscience, Biology, Molecular Biology, Communications, Computer Science, and related scientific, technical, and communications disciplines, along with skills in writing, knowledge of NIH grants and funding mechanisms, website content development, establishing collaborations, and plain language.

Statement of Work Details

  • Develop and maintain website content, Teams Channels, and information databases (e.g., SharePoint sites) related to extramural operations. — 1
  • Coordinate with extramural operation colleagues to plan and attend meetings and training sessions, maintaining centralized resources that track key issues, action items, and extramural updates. — 2
  • Prepare Standard Operating Procedures and Guidance documentation / Training Materials relevant to Research Operations. — 3
  • Review extramural activities and workflows related to internal systems and/or enterprise systems to identify issues and develop recommendations for improvement. — 4
  • Read, interpret, analyze, and condense material from a variety of sources for presentation. — 5
  • Work with staff on existing projects and/or the development, initiation, and execution of new project initiatives.
  • Prepare and give formal presentations for division leadership and other interest groups.
  • Give regular progress reports to sponsor and stakeholders.
  • Ensure all aspects of SOP development are tracked and reported, key deliverable dates are known and adhered to, and all involved parties are kept apprised of progress of integrated tasks and next steps.
  • Develop a plan to improve the outreach, education, and interaction strategies of the Branch.
  • Organize, develop, and maintain a repository of resources, including PowerPoint presentations, meeting minutes, reports, spreadsheets, and web pages related to Extramural operations.
  • Work with the Office of Communications and Public Liaison to achieve the communications goals.

This role has a market-competitive salary with an anticipated base compensation range listed below. Actual salaries will vary depending on a candidate’s experience, qualifications, skills, and location.
