Job Description:

1.  District and Community-Level Implementation

  • Support District Health Management Teams (DHMTs) to implement RSV vaccine readiness activities at facility and community levels, providing on-site coordination and technical assistance as required.
  • Coordinate the deployment of community health workers (CHWs), Growth Promotors, and community volunteers in programme districts, ensuring they are oriented to project objectives and equipped with the tools and materials required for their roles.
  • Facilitate the establishment and functioning of ANC defaulter tracking and follow-up systems in target facilities, working with DHMTs and CHWs to ensure the 28-week RSV vaccination eligibility threshold is embedded in community tracking protocols.
  • Support the integration of maternal immunization readiness indicators into existing CHPS registers, ANC records, and community health tracking tools used in programme districts.
  • Assist in the identification and mapping of hard-to-reach communities with low third trimester ANC attendance, and support planning for mobile outreach service delivery in those areas.

2.  Community Engagement and Demand Generation

  • Coordinate the engagement of village chiefs, queen mothers, faith leaders, Daddies Clubs, Congregation Hope Action Teams (CHATs), and Mother-to-Mother Support Groups (MTMSGs) in programme districts, facilitating their active participation in RSV vaccine readiness and ANC promotion activities.
  • Support the implementation of Channels of Hope on MNCH (CoH-MNCH) sessions with faith leaders across both Christian and Muslim contexts in WVG's operational areas, ensuring that RSV and ANC messaging is integrated into existing faith community programming.
  • Facilitate Daddies Club sessions to engage male partners in third trimester ANC attendance and maternal vaccine acceptance, using session guides and materials developed through the project.
  • Support the rollout of social and behaviour change communication (SBCC) activities, including community dialogues, radio messaging, and distribution of IEC materials, ensuring messages are tailored by literacy level and language as appropriate.
  • Monitor community-level rumour and misinformation related to RSV or maternal vaccination, and report to the Project Manager for rapid response.

3.  Formative Research Support

  • Provide field-level coordination support for the formative research programme, including logistics, community access, participant mobilisation, and liaison with DHMTs and facility staff across research districts.
  • Support the administration of Knowledge, Attitude and Practice (KAP) surveys with pregnant and recently delivered women in programme districts, ensuring data collection is conducted ethically, accurately, and on schedule.
  • Assist in the facilitation or observation of focus group discussions (FGDs) with pregnant women, husbands, mothers-in-law, and community health workers, under the guidance of the research team.
  • Coordinate access to health facilities and ANC registers for the health facility readiness assessments (HFRA) and ANC register review components of the formative research.
  • Support GIS data collection and geographic access mapping activities in programme districts, including community-level attendance data collection and mapping of transport routes and service delivery points.

4.  Monitoring, Documentation, and Reporting

  • Collect, compile, and submit accurate programme data on a timely basis, including field activity reports, attendance records, community engagement logs, and facility-level monitoring data.
  • Maintain up-to-date records of all project activities in programme districts, including community meetings, training sessions, DHMT coordination meetings, and outreach events.
  • Contribute to the preparation of monthly and quarterly project reports by providing verified field-level data and case documentation from programme districts.
  • Document good practices, community stories, and lessons learned from implementation to support the project's learning agenda and the production of the mid-project brief and final evidence report.
  • Support the preparation and quality review of the Ghana Maternal Immunization Readiness Toolkit by contributing field-tested tools, protocols, and implementation notes from district-level activities.

5.  Coordination and Liaison

  • Serve as the primary field-level liaison between WVG, DHMTs, health facility staff, community leaders, and community health workers in assigned programme districts.
  • Attend DHMT coordination meetings, ANC-EPI joint planning sessions, and community stakeholder meetings as required, representing WVG's project activities and communicating progress and issues to the Project Manager.
  • Coordinate with other WVG programme staff in programme areas to ensure RSV vaccine readiness activities are integrated with ongoing maternal and child health, nutrition, and WASH programming.
  • Support national-level technical meetings or workshops as requested by the Project Manager, including preparation of presentations, documentation, and field data summaries.

Required Education, training, license, registration, and/or

Certification

Bachelor’s degree in public health, Nursing, Community Health, Health Promotion, Social Sciences, or a closely related field. A clinical background (nursing, midwifery) with relevant public health experience will be given strong consideration.

Required Professional Experience

  • Sound understanding of Ghana's community health system, including the CHPS model, ANC service delivery, the EPI programme, and the role of DHMTs in district health management.
  • Knowledge of maternal and newborn health promotion approaches, including ANC uptake strategies, birth preparedness, and community demand generation for health services.
  • Familiarity with immunization programme delivery, cold chain management, or vaccine supply systems at facility or community level.
  • Ability to collect, organise, and report programme data accurately, including use of data collection tools, registers, and basic data management software.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and comfort working with digital data collection tools or mobile applications.

Position’s physical requirements

The Project Officer will be based in field, with extensive and regular travel to programme districts across WVG's 14 regions of operation. Field visits will include travel to health facilities, CHPS compounds, community meeting points, and hard-to-reach areas, including during mobile outreach activities. The post holder must be physically able to travel frequently by road, including on unpaved routes, and be willing to stay overnight in programme districts when required. The role is expected to operate flexibly in response to community schedules, DHMT calendars, and project implementation demands.

Preferred Experience, Knowledge and/or other Qualifications

Essential Experience

  • Minimum of three to five years of experience in public health programme implementation, with at least two years in a field-based role.
  • Experience working on maternal and newborn health, immunization, community health, or reproductive health programmes in Ghana, with direct experience of community engagement and health facility coordination.
  • Practical experience working with District Health Management Teams, CHPS compounds, and community health structures including CHWs, Growth Promotors, or community volunteers.
  • Experience facilitating community dialogues, group sessions, or behaviour change communication activities with diverse community audiences including men, faith communities, and traditional leaders.
  • Experience collecting programme data in field settings, including surveys, facility records, or community registers, and preparing field reports for programme use.

Desirable Experience

  • Experience with World Vision Ghana programme models including Timed and Targeted Counselling (ttC), Channels of Hope on MNCH (CoH-MNCH), Mother-to-Mother Support Groups, or Daddies Clubs.
  • Experience supporting qualitative research activities including focus group discussions, key informant interviews, or health facility assessments.
  • Knowledge of or experience with ANC defaulter tracking, community-based follow-up systems, or SMS-based reminder tools.
  • Experience working in hard-to-reach or rural communities with low ANC attendance or poor access to health facilities.
  • Knowledge of the RSV disease burden, the maternal RSV vaccine, or WHO SAGE guidance on third trimester vaccination.
  • Spoken proficiency in Twi, Hausa, Dagbani, or other Ghanaian languages spoken in WVG programme districts.
