Description of Work

This Geologist/Hydrogeologist position will be Pre-Regulatory Landfill (PRLF) Program lead, providing senior, higher-level support address the shifting needs of the PRLF program. The PRLF Program Lead will take on day-to-day leadership of special strategic initiatives for the development of the program that involves leading staff (including planning, assigning, and oversight of work), interacting with other teams in other Sections of DWM, analyzing and interpreting complex data, consulting and leading outreach with stakeholders, and serving as a technical/expert for staff.

This position will have thorough knowledge of the program and exercises judgment and discretion in establishing, applying, and interpreting policies and procedures as it strategically plans and implements program initiatives to improve the effectiveness of the PRLF program. This position serves as the lead in fielding and assisting with redevelopment requests, coordination of statewide sampling efforts, GIS layer development/maintenance, contract administration and website maintenance.


Key Responsibilities:

• Draft/revise guidance and associated documents including correspondence, fact sheets, etc. regarding PRLF work, procedures and policies and provide training internally and to external contractors. This is based on a working knowledge of geologic and hydrogeologic practices, site assessment, vapor intrusion, risk assessment and remediation/mitigation.

• Serve as lead to track program initiatives including annual outreach efforts to local governments, property owners, etc. regarding PRLF site status and prioritization of sites and statewide water well sampling.

• Serve as lead for redevelopment inquiries, oversight and assistance. Act as liaison to consult with other programs such as Brownfields to coordinate redevelopment activities when necessary.

• Assist Unit Supervisor with work assignments, task approvals and tracking spending/budgets. Involves tracking prioritization of sites in relation to budget to determine project scheduling.

• Serve as contract administrator, assisting Unit Supervisor with new contracts, encumbering funds, tracking spending and invoicing. Will lead quarterly contractor meetings to discuss site progress.

• Serve as lead for projects involving GIS layer development and maintenance for depicting PRLF sites and details. Update and maintain PRLF website.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. 

Minimum Education and Experience

Bachelor’s degree in geology, geosciences, physical science or a related field, or engineering with 30 credit hours of geological science course work from an accredited college or university. Some positions may require licensure as a Professional Geologist by the North Carolina Board for the Licensing of Geologists; or an equivalent combination of education and experience.
