The SMX Solutions team is seeking a part-time Federal Budget Subject Matter Expert (SME) to support the continued development of our innovative products for federal financial management. The ideal candidate will leverage their extensive experience in federal financial management to contribute to the design and development of our CFO Control Tower Budget and Spend (BAS) solution, a premier planning and reporting application built on a leading enterprise analytics platform.
This position requires a deep functional knowledge of government budgeting and planning processes. The Federal Budget SME will work in close collaboration with product designers and software developers to translate complex federal requirements into functional specifications for the application. This is a part-time, 100% remote position that requires minimal travel (<20%). The successful candidate will possess a strong background working within multiple federal agencies and have a comprehensive grasp of government financial processes. Individuals who are proficient with technology and have a demonstrated history of process improvement are strongly encouraged to apply.
Essential Duties & Responsibilities:
• Collaborate with UX designers to design and enhance existing budgeting and planning functionality, including dashboards, input forms, reports, and workflows.
• Provide subject matter expertise on federal government processes to team members with non-government backgrounds.
• Develop clear functional specifications for proposed features using visual aids such as mockups and process flow diagrams.
• Conduct business process analysis of customer financial management practices to identify areas for product enhancement.
• Participate in customer-facing meetings and assist with product demonstrations.
• Contribute to the development of proposal content, including RFI and RFP responses.
• Perform billable client work as needed, which may include requirements gathering, solution design, and user acceptance testing.
• Track functionality and feature sets being deployed across the entire portfolio of customers.
• Create and maintain product documentation, including administrative guides, end-user manuals, and training materials.
• Assist in the recruitment and evaluation of other financial SMEs for project-based roles.
• Provide input to key stakeholders for the prioritization and management of the product roadmap.
• Assist in quality assurance efforts by contributing to test plans, executing test cases, and validating that software functionality meets federal requirements.
Required Skills & Experience
• 8+ years of professional experience working with Federal Government budgets and spend plans.
• In-depth knowledge of government financial processes (e.g., Budget Formulation, Spend Plans, Position Planning, Budget Execution, Working Capital Funds, Reimbursable Agreements).
• Excellent organizational and time management skills.
• Strong presentation and communication skills.
• Demonstrated ability to learn and apply new technologies.
• Proficient with Microsoft Excel and PowerPoint.
• Must possess or be able to obtain a Public Trust clearance.
Desired Skills & Experience
• Experience in a product owner, product manager, or project manager capacity.
• Experience with the deployment of a financial planning and/or Business Intelligence application.
• Experience with an off-the-shelf planning tool (e.g., OneStream, Oracle Hyperion, Anaplan, etc.) or a custom-built solution.
• Experience with an off-the-shelf BI/Reporting tool (e.g., PowerBI, Tableau, Qlik, etc.).
• Basic SQL skills.
• Experience in application software testing.
• Federal Civilian agency experience is preferred; DoD experience is also highly valuable.
