About the role

The overall purpose of the position is to provide oversight to all financial and administration management and reporting for Ethiopia Country Office. The Finance & Administration Manager is responsible for financial reporting, budgeting and compliance management for all Programs in the Country. The Finance & Administration Manager works in close collaboration with Regional Corporate

Services Director in the Region and program and finance staff in the country and Head Office.

Key responsibilities 

In this role you will:

• Provide guidance and serve as a resource person to country program and finance staff for the NetSuite ERP (NICOR).
• Review and finalize contracts and supporting documentation in the Contract Lifecycle Management system (CLM).
• Prepare quarterly and annual forecasting/financial management reports on program spending.
• Reviewing and validate partner financial reports to confirm accuracy, correctness, and compliance with signed contracts.
• Prepare periodic monitoring reports, forecasting and pipelines management and donor financial reports
• Support budget development as part of annual plans for different projects and upload on BOARD.
• Prepare donor financial reports (quarterly, semi-annual, and annual) and submit them to the Regional Office/Headquarters for validation and approval.

• Coordinate and consolidate the Country Office’s annual program budget and support the Regional Corporate Services Director in finalizing budget submissions.
• Monitor and ensure timely closure of audit findings and implementation of audit recommendations.
• Ensure timely and accurate financial reporting by reviewing financial transactions, reconciliations, analyses, and reports before submission to the Regional Office.
• Review and validate payroll including tax compliance (VAT, PAYE, WHT) for the Country Office.
• Oversee office administration, including management of supplies, equipment, and administrative requests.
• In coordination with IT personnel at the Regional Office, ensure that the IT systems are functional and operational.

Requirements

Education/Professional Designations/Experience:

• Bachelor’s degree in Commerce, Financial Management, Business Administration with at least eight years of working experience in the development sector.
• ACCA or CPA Professional qualification
• 5 years experience working in a finance manager capacity
• 5 years experience working in program management environment including budget and grant management.
• Working experience on managing Global Affairs of Canada grants, FCDO, USAID, BMGF is highly preferred.
• Experience working with databases, an asset
• Experience working with the NetSuite ERP
• Experience in a national or international NGO is preferred
