Job Description:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Plans, implements, upgrades, and monitors information technology security measures for the protection of the County's computer network and information.
  • Responds to information technology security alerts and breaches.
  • Manages the County's intrusion detection/prevention systems, security incident and event management systems, and vulnerability management/assessment systems. Work also involves network design and monitoring.
  • Manages daily operations supporting enterprise technologies: attends to escalated issues to ensure appropriate priority for resolutions; attends meetings, responds to inquiries; manages resources; sets, reviews, and revises plans and schedules.
  • Manages technology infrastructure security for the enterprise networks, datacenters, servers, and client systems and devices.
  • Analyzes and reviews security practices, policy, and processes to ensure alignment with best practices and legal requirements.
  • Leads technology strategic and operational planning to achieve business goals.
  • Ensures compliance to local, state, and federal government regulations in accordance with published policies and procedures.
  • Ensures that security requirements for major applications or general support systems are met.
  • Develops and implements a long-term technology security strategic plan.
  • Develops project management methodologies aligned with industry best practices.
  • Develops collaborative relationships with internal and external agencies to identify and implement technology initiatives that are beneficial to the County and its citizens.
  • Works to improve departmental efficiency and effectiveness through the use of technology as well as improve citizen access to services and information through technology.
  • Identifies opportunities to use technology to improve business processes and customer service within the organization.
  • Assists in the development and maintenance of the department’s annual operating and capital budgets.
  • Writes and designs content and employee training related to overall IT communications while managing the IT communications function, including user experience communications, training, and IT award applications.
  • Approves, prioritizes, and controls projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.
  • Ensures continuous delivery of technology services through oversight of service level agreements with end users and monitoring of technology systems performance.
  • Keeps current with trends and issues in the technology industry, including current technologies and prices; and advises, counsels, and educates executives and management on their competitive or financial impact.
  • Promotes and oversees strategic relationships between internal technology resources and external entities, including government, vendors, and partner organizations.
  • Keeps regular onsite attendance and maintains professionalism at all times.
  • Performs special assignments, research, projects, tasks, or other duties as assigned by County Judge/Commissioners Court; these duties may require complete confidentiality.
  • Possesses excellent communication (verbal & written), intrapersonal, and strong organizational skills.
  • Ability to establish and maintain effective working relationships with supervisors, co-workers, vendors, outside agencies, and the public. This includes the ability to resolve conflicts and to engage key stakeholders to proactively implement vision and solutions for the county.
  • Skill in effective technical report writing, preparation, and presentation.
  • Ability to respond to common inquiries or complaints from the public, regulatory agencies, or members of the business community.
  • Performs related work as required.

Minimum Education and Experience Requirements:

Requires a Bachelor’s Degree in Information Technology or closely related field, supplemented by eight (8) years of progressively responsible experience in Computer Science, Information Technology field including risk management, system architecture, network administration and network security, preferably in the public sector; or an equivalent combination of education, training, and experience.

Physical Demands:

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Compensation Range:

  • $130.939.00 - $183,347.00 Annually
     

Special Certifications and Licenses:

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Must be able to read, write, and speak the English language.

$130,939.00 - $166,063.00
