IronMountain Solutions is seeking an experienced Availability Project Manager (APM) to support the United States Coast Guard Surface Forces Logistics Center (SFLC), Icebreaker, Buoy and Construction Tender Product Line (IBCTPL).

The Availability Project Manager serves as a key member of a team responsible for planning, coordinating, and executing depot-level maintenance and repair projects for Coast Guard cutters and support vessels. Working closely with Coast Guard engineers, logistics specialists, contracting personnel, and commercial shipyards, the APM develops maintenance work packages, coordinates repair requirements, supports acquisition activities, and monitors project execution from initial planning through project closeout.

This position offers an opportunity to directly support the operational readiness of the Coast Guard's icebreakers, buoy tenders, inland construction tenders, and other critical maritime assets that protect our nation's waterways and maritime interests.

Job Responsibilities:   

  • Plan and manage assigned Coast Guard cutter maintenance availabilities from project development through execution and closeout.
  • Develop, review, and maintain maintenance work packages, repair specifications, Statements of Work, purchase descriptions, government estimates, and acquisition documentation.
  • Coordinate engineering, logistics, contracting, and shipyard activities to ensure successful project execution.
  • Review vessel maintenance histories, casualty reports, Condition Found Reports, and engineering documentation to identify maintenance requirements and recommend corrective actions.
  • Conduct technical reviews of maintenance standards and recommend improvements that enhance fleet reliability and operational readiness.
  • Perform market research and develop procurement requests for commercial parts, equipment, and repair services supporting planned and emergent maintenance activities.
  • Utilize Coast Guard logistics systems including Fleet Logistics System (FLS), Contract Workbook Database (CWD), and related databases to manage projects and maintenance records.
  • Monitor project milestones, budgets, schedules, and contractor performance throughout the maintenance availability.
  • Participate in project planning meetings, arrival conferences, shipyard progress meetings, shipboard inspections, and project closeout activities.
  • Provide engineering and technical guidance to Coast Guard Product Line personnel and support timely resolution of maintenance issues.
  • Prepare technical reports, project documentation, and status updates for Government review.
  • Travel to Coast Guard units and commercial shipyards, as required, to support project planning, inspections, and execution.

Required Skills, Competencies and Abilities:

  • Strong project management and organizational skills with the ability to manage multiple maintenance projects simultaneously.
  • Thorough understanding of marine engineering principles, including hull, mechanical, electrical, and auxiliary shipboard systems.
  • Ability to analyze technical problems and develop practical engineering and maintenance solutions.
  • Ability to read and interpret engineering drawings, blueprints, schematics, technical manuals, and repair specifications.
  • Strong written and verbal communication skills with the ability to communicate effectively with engineers, contracting personnel, shipyard representatives, and Coast Guard stakeholders.
  • Working knowledge of Federal acquisition support processes related to maintenance and repair contracts.
  • Demonstrated ability to prepare technical documentation, maintenance specifications, government estimates, and procurement packages.
  • Strong analytical skills with experience evaluating maintenance trends, casualty data, and lifecycle sustainment information.
  • Proficiency with Microsoft Office Suite and technical database applications.
  • Ability to travel to Coast Guard facilities and commercial shipyards approximately three days per month.

Experience and Technical Knowledge:

Required:

  • Minimum of five (5) years of experience supporting U.S. Coast Guard Naval Engineering maintenance practices and procedures.
  • Minimum of five (5) years of experience in ship or boat maintenance, including dry-docking or major maintenance availabilities.
  • Minimum of five (5) years of project management experience supporting vessel maintenance, repair, modernization, or sustainment programs.
  • Minimum of five (5) years conducting maintenance assessments and identifying repair requirements for marine vessels.
  • Minimum of two (2) years developing technical specifications, maintenance procedures, repair packages, or engineering documentation.
  • Working knowledge of marine propulsion, electrical distribution, auxiliary machinery, piping, HVAC, hydraulics, and related shipboard systems.
  • Experience using Coast Guard Fleet Logistics System (FLS), Contract Workbook Database (CWD), or comparable maintenance management systems.
  • Experience supporting procurement activities, purchase requests, repair specifications, or government contracting documentation.
  • Experience interpreting engineering drawings, technical publications, maintenance standards, and repair documentation.
  • Preferred:
  • Previous experience supporting the U.S. Coast Guard Surface Forces Logistics Center.
  • Experience with depot-level maintenance planning and execution.
  • Experience working with commercial shipyards supporting government vessel repair.
  • Familiarity with Coast Guard cutter classes including Icebreakers, Buoy Tenders, Inland Construction Tenders, or similar vessels.

Education and General experience:   

Bachelor's degree in Engineering, Marine Engineering, Naval Architecture, Engineering Technology, Project Management, or a related technical discipline is preferred.

Additional relevant military or commercial marine maintenance experience may be substituted for formal education where appropriate.

Certification:

Preferred certifications include:

  • Project Management Professional (PMP)
  • DAWIA or FAC-P/PM certification
  • Certified Associate in Project Management (CAPM)
  • Marine engineering or shipyard-related technical certifications

Equivalent military training and professional experience will be considered.

Security Clearance Requirements: Secret Clearance
