Assistant Resettlement and Complementary Pathways Officer

Organizational Setting and Work Relationships
The position for Assistant Resettlement and Complementary Pathways Officer may be based in Field Offices, Country Operations, Regional Bureaux or Headquarters.

The incumbent's primary role is to assist resettlement and complementary pathways activities in his/her Area of Responsibility (AOR). Under supervision, the incumbent assists in providing, in close coordination with concerned sections within UNHCR as well as external parties such as resettlement and complementary pathways countries, IOM and NGOs, a continuous support to resettlement and complementary pathways operations by ensuring that polices are correctly implemented and operations are supported in establishing comprehensive protection and solutions strategies.

The Assistant Resettlement and Complementary Pathways Officer takes part in assessing cases for resettlement and/or complementary pathways, conducting interviews as well as monitoring procedural compliance and quality of case submissions. The incumbent does not normally have managerial responsibilities though it rests upon the supervisor of the post to make time specific arrangements subject to a given situation.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Stay abreast of political, legal, social and economic developments that have an impact on the protection environment.
- Assist in implementing Standard Operating Procedures (SOPs) for promoting the resettlement of persons of concern as protection tool and promoting access to complementary pathways for admission in the context of comprehensive solution strategies.
- Assist in the development of country resettlement and complementary pathways for admission strategy and annual planning exercise.
- Assist in promoting and monitoring the implementation of UNHCR's global resettlement and complementary pathways policies, procedures and guidelines.
- Assist in guiding and capacitating the country operation to prepare consistent and quality resettlement submissions, as well as to promote and facilitate access to complementary pathways for admission to third countries.
- Assist in monitoring resettlement activities to ensure progress against targets, transparency and efficiency in case submissions and appropriate follow-up with resettlement countries and other key stakeholders.
- Identify, interview, assess resettlement needs, and process persons identified for resettlement following established procedures; undertake field missions as required; provide counselling to individuals.
- Assist selection missions by resettlement countries to the country.
- Identify, interview, and referrer accordingly persons identified with potential to access complementary pathways for admission following established procedures; undertake field missions as required; provide counselling to individuals.
- Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement and complementary pathways for admission process; comply with UNHCR policy and guidelines on HIV/AIDS.
- Assist in mitigating resettlement or complementary pathways related fraud through oversight (including in-country travel), advice and guidance.
- Assist the country operation with group resettlement procedures, including planning, profiling, logistical arrangements, verification and post-verification follow-up.
- Maintain regular contact and close cooperation with resettlement countries and partners to ensure effective resettlement delivery and adherence to adequate protection and resettlement standards.
- Participate, where appropriate, in country-level discussions with resettlement and complementary pathways countries and partners.
- Assist in managing a process to ensure that persons of concern and partners receive up-to-date and accurate information on UNHCR's resettlement policies and procedures, as well as on complementary pathways for admission opportunities and procedures.
- Assist in the submission of up-to-date and accurate resettlement and complementary pathways statistics, reports and needs assessments to management as required.
- Identify and recommend relevant training activities of UNHCR staff and implementing partners.
- Assist in communication with communities' activities ensuring that persons of concern are made aware of UNHCR's resettlement and complementary pathways procedures and have fair and transparent access to and participation in the processes.
- Participate, where appropriate, in country-level discussions with resettlement and/or complementary pathways countries and partners.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile

The desired candidate profile for the Assistant Resettlement and Complementary Pathways Officer includes:

• Technical expertise: Demonstrated knowledge and experience in resettlement and RSD procedures and standards, including review of casework, development and implementation of SOPs, and monitoring compliance with relevant UNHCR policy and guidance.

• Supervisory experience: Strong managerial skills, with a demonstrated track record of effective team leadership. Proven ability to supervise a large team engaged in third country solutions processing or related activities, to be able to provide the necessary technical guidance, advice, coaching, specialized training, performance evaluation and improvement, with sufficient focus on staff wellbeing and continuous professional development, achievement of results, monitoring and reporting.

• Integrity and data protection: Experience in identifying and mitigating risks through oversight, provision of advice and guidance, and engagement with relevant personnel and stakeholders.

• Strategic planning and analysis: Ability to develop, implement and adapt a strategy and workplan in coordination with relevant internal and external stakeholders. Proficiency in data collection and analysis, including using proGres and other tools, to monitor and improve operational quality and efficiency.

• Stakeholder engagement: Capacity to engage constructively with internal and external stakeholders, including relevant national and other relevant authorities, to support the development or enhancement of third country solutions processing or related activities.

• Language and communication: Advanced proficiency in both English and Turkish is required, for effective communication with national stakeholders. Strong interpersonal and communication skills are required for coordination with multiple stakeholders.

Nature of Position:

For the past 60 years, UNHCR and the Government of Türkiye have been working together in close partnership. In 2013, Türkiye adopted new legislation – the Law on Foreigners and International Protection (LFIP) – and established a central civilian authority with associated responsibilities. As the main partner of the Turkish State in the field of international protection, UNHCR Türkiye provides support to the Presidency of Migration Management (PMM) and other relevant national institutions. In the area of third country solutions, UNHCR Türkiye collaborates closely with PMM counterparts in relation to all aspects of case processing from identification to departure, and furthermore works in close partnership with numerous resettlement country authorities and other stakeholders engaged in third country solutions. In 2026, the Türkiye operation has a combined allocated quota of nearly 4,000 resettlement places, which is the largest quota allocated to any operation globally, however there is a growing gap between resettlement needs and available places, hence it is more critical than ever for UNHCR to work in close collaboration with all stakeholders to maximize and make best use of opportunities to secure third country solutions for vulnerable refugees in Türkiye, including both resettlement and complementary pathways.

 

In this context, the Assistant Resettlement and Complementary Pathways Officer works under the direct supervision of the Resettlement and Complementary Pathways Officer. S/he is required to supervise a team with diverse duties and responsibilities in relation to third country solutions processing, as well as to coordinate and collaborate closely with a range of external stakeholders including government officials, embassy staff, and other partners on resettlement-related topics. Although the position is based in the UNHCR Representation in Türkiye’s Country Office in Ankara, the Assistant Resettlement and Complementary Pathways Officer is required to work closely with colleagues throughout the country operation, including in other functional units in the Country Office, as well as in field offices and units in Gaziantep, Istanbul, Izmir, and Ankara.

 

The Assistant Resettlement and Complementary Pathways Officer plays a key role in supporting the quality, integrity and efficiency of resettlement and complementary pathways processing in one of UNHCR's largest third country solutions operations. The position contributes to achieving annual resettlement targets through oversight of case processing activities, coordination with internal and external stakeholders, capacity development of staff, and monitoring of compliance with global resettlement standards and procedures.

Ankara is the capital city of Türkiye and has a modern developed infrastructure with sufficient availability of education, health, transportation and other public services. Various types of accommodation are on offer in the housing market. It has a continental climate with cold, snowy winters due to its elevation and inland location, and hot, dry summers. Rainfall occurs mostly during the spring and fall. The general security situation in Ankara remains calm and stable. There have been no serious security incidents recorded in Ankara since 2016. UNHCR security management is guided by the UN Common Security Management System and security advisories are shared with staff as and when required.
