Cleared On Site Chief Security Architect for Governance, Risk and Compliance (5030)

Law Enforcement Agency OCIO's organization is moving to Information Systems Security as a Service and requires a Chief Security Architect to serve as the program’s principal technical authority, providing strategic risk advisory to OCIO leadership, Authorizing Officials, and ISSO(E)(M)s while overseeing the security posture of 600+ information systems across all classification levels. This position will be on site in Washington, DC and requires a Top-Secret Clearance.
- Bachelors Degree
- 10+ years of experience
- Deep expertise with NIST implementation at scale, 800-53 controls and assessment procedures
- FISMA and Intelligence Community security frameworks
- Proven ability to design security architectures for diverse environments (on-prem, cloud, hybrid, air-gapped)
- Cloud security architecture
- AWS/Azure security services, configurations, best practices
- FedRAMP authorization process and cloud control inheritance
Some knowledge of IaC / DevSecOps principles (not sure this is a must) - Cloud-native security patterns: ZTA, container security, serverless, etc.,
- Governance, Risk, and Compliance (must have, top skill, after the architecture/cloud)
Track record at providing technical risk assessments and recommendations
Articulate residual risk in business terms, enabling informed risk acceptance by non-technical executives - Experience with conditional ATO strategies and balancing operational urgency with security requirements
- Experience leading or overseeing independent security assessments for diverse system types
Ability to validate assessment quality and consistency across multiple assessor teams - Strategic and Leadership Skills (must have)
- Executive Communication – demonstrated ability to brief C-level executives and senior gov officials on complex security processes
Skill in translating technical vulnerabilities into business risk and strategic recommendations - Experience in developing security strategies, roadmaps, and business cases for executive approval (at least serve as an advisor for these)
Proven ability to build trust and credibility with diverse stakeholders, system owners, developers, operations trams, auditors - One of the following certifications -AWS Cloud Solutions Architect (Professional), CISSP-ISSEP
- Active TS clearance with SCI Eligibility
- NSS and Intelligence Community Experience (nice to have)
- IC-specific security requirements (ICD 503 for cloud, ICD 705 for SCI, etc.,)
- Cross-domain solutions (CDS) and high-side/low-side data transfer security
- Audit and Compliance (nice to have, more important that they were independent audits)
- Experience in supporting FISMA audits, DOJ inspector general reviews, GAO assessments
- Understanding of OMB, DOJ, and IC Cybersecurity reporting requirements and metrics
- Ability to translate audit findings into actionable remediation paths and process improvements

Lead our Oracle Cloud Financials practice as Financials Team Director, combining strategic leadership with deep technical expertise. You'll manage a team of financial associates and business analysts, provide architectural guidance on complex implementations, and drive business development through scoping efforts and RFP responses. This role offers the opportunity to shape practice direction, mentor consultants, and deliver transformational financial solutions while collaborating with HCM, SCM, EPM, and Customer Support Desk leaders to enhance our delivery methodology.
This position requires 50% travel supporting customers nationwide. Work not conducted on customer site will be performed remote/in-office depending on your location.
Essential Duties & Responsibilities
Team Leadership & Management
- Lead, mentor, and develop financial associates and business analysts
- Manage resource allocation, capacity planning, and performance evaluations
- Recruit, onboard, and retain top talent while fostering a high-performing culture
Technical Leadership
- Provide architectural guidance for complex Oracle Cloud Financials implementations
- Review technical designs and serve as escalation point for complex challenges
- Define standards, methodologies, and quality assurance processes
Cross-Functional Collaboration
- Partner with HCM, SCM, EPM, and Customer Support Desk Leads to enhance methodology
- Ensure seamless collaboration across practice areas on multi-module implementations
Business Development & Client Engagement
- Lead scoping efforts and RFP responses for new opportunities
- Present to prospective clients and participate in sales pursuits
- Build and maintain strong client relationships
Practice Management
- Define strategic direction and monitor project health and profitability
- Collaborate with leadership on practice goals and growth initiatives
Required Skills & Experience
- Ability to travel up to 50% of the time nationwide
- 15+ years Oracle Cloud Financials (Fusion) and/or E-Business Suite Financials experience
- 5+ years hands-on Oracle Cloud Financials implementations
- 5+ years people management experience leading consulting teams
- Deep knowledge of core financial modules (GL, AP, AR, Cash Management, Fixed Assets, Expenses)
- Proven experience architecting enterprise-scale implementations
- Strong business development skills including scoping, RFP responses, and C-level presentations
- Excellent collaboration and strategic thinking abilities
- Bachelor's degree in Finance, Accounting, Information Systems, or related field
Desired Skills & Experience
- Advanced Oracle Cloud modules (Revenue Management, Lease Management, Joint Venture Management)
- Oracle Cloud reporting tools (OTBI, BI Publisher, FAW, Smart View)
- Multi-module experience (HCM, SCM, EPM Cloud)
- Global implementation experience (multi-currency, multi-ledger, multi-GAAP)
- Oracle Integration Cloud (OIC) and data migration tools knowledge

Law Enforcement Agency OCIO's organization is moving to Information Systems Security as a Service and requires a Technical Lead/Program Manager to oversee a contract of ISSOs, ISSEs and ISSRs. This position will be on site in Washington, DC and requires a Top-Secret Clearance.
- Manages one or more projects and supervises professional and technical personnel performing in their customary disciplines. Maintains aggressive efforts to achieve objectives.
- Trains and supervises personnel.
- Responsible for all phases of the program budget.
- Develops Quality Assurance Programs for all products and services.
- Responsible for recruiting, interviewing, and hiring staff.
- Assigns staff and provide technical direction as necessary to complete task.
- Monitors call order, subcontract, and funding; prepares forecasts of program financial performance.
- Develops and delivers required call order, departmental, project and/or financial reports.
- Assesses risk, identify business threats, and evaluate system or network security programs to create a security operations strategy while reducing risks to systems and data.
- Utilizes the NIST Risk Management Framework model to assist and manage information security incidents to minimize risk to systems and data.
- Develops and maintains collaborative relationships with various government teams to conduct cyber security operations across various branches of government.
- Creates standard operating procedures in partnerships with government personnel to enhance security operations, improve response capabilities, and to meet compliance requirements.
- Works with various government departments in deploying best security practices as results of planned cybersecurity assessments on systems and data.

SMX is hiring a number of Information Systems Security Engineer Subject Matter Experts to support a Law Enforcement OCIO's organization to provide Information Security as a Service support across all their major IT Systems These positions will be on site in Huntsville, AL and require an active Top-Secret clearance.
Essential Duties & Responsibilities:
- Lead, mentor, and supervise a team of security professionals responsible for the end-to-end implementation of the RMF lifecycle for FBI IT systems.
- Oversee and coordinate activities within the Prepare step, ensuring roles, responsibilities, and risk management strategies are clearly defined and maintained.
- Guide system categorization efforts to ensure all information systems are appropriately classified based on mission/business impact and regulatory requirements.
- Direct the selection, tailoring, and documentation of security controls aligned with system categorizations, Bureau risk appetite, and compliance requirements.
- Oversee the implementation of technical, operational, and management controls throughout system and application lifecycles, with a particular focus on quality and completeness of all deliverables.
- Ensure comprehensive security control assessments are planned, executed, and documented to validate the effectiveness of implemented safeguards.
- Prepare risk management documentation for system authorization and executive decision-making.
- Direct ongoing monitoring and continuous assessment activities, collecting metrics to adjust security strategies and ensure sustained compliance.
- Serve as a principal technical advisor on cybersecurity, bringing subject-matter expertise to risk analysis, incident response, system remediation, and audit support efforts.
- Foster a culture of security awareness, providing technical guidance and training to both team members and stakeholders.
- Track, report, and communicate status, risks, and improvement opportunities related to security engineering activities to leadership and stakeholders.
- Maintain up-to-date knowledge of RMF, NIST guidance, and industry best practices in support of continuous process improvement.
