Basic Position Summary:  Assist the Superintendent and Project Manager in managing all aspects of a construction project including the field operations and project administration.  This position is predominately based in the field, entry level and applicants need to be open to traveling all throughout the Hampton Roads area, depending on where the job is. 

Responsibilities/Functions

• Assists with pre-construction activities as needed:  construction planning and design; interpretation of design and drawings
• Has a clear understand specifications, drawings, standards, and subcontractor & supplier scope of work, etc.
• Demonstrates, communicates, and reinforces all Company safety policies and procedures.
• Interprets specifications, designs and drawings and prepares quantity takeoffs
• Prepares drawings and sketches to support construction work, change orders, estimates, etc.
• Verifies work-in-place quantities for invoicing/pay quantities.
• Maintains submittal logs and timely receipt and review of submittals and shop drawings
• Ensures craft timecards are completed accurately, reflecting hours worked and tasks worked on; verifies cost codes to all purchases, timecards, contracts, equipment time and any other item involving cost
• Maintains as-built drawings; posts RFI, bulletin and ASI as appropriate
• Maintains RFI logs
• Participates in constructability reviews and value engineering functions
• Develops, implements and administers project engineering procedures and other work documents, tracks and logs documentation
• Takes weekly jobsite photographs
• Works with the Safety Department to ensure that project safety records are accurately maintained
• Assists in quality control activities
• Assists in preparing project status reports and participates in project status meetings; assists in development of meeting minutes
• Assists in project close-out activities
• May support estimates as needed
• Performs additional assignments per supervisor’s direction

Essential skills and experience

• 4-year civil engineering degree or equivalent technical training and related experience
• 2-4 years of field construction experience
• E.I.T. preferred but not required
• Ability to read and interpret plans
• Excellent computer skills
• Basic understanding of cost analysis

The Scheduling Manager role involves implementing established project controls policies and procedures. The Scheduling Manager will play a role in the development of Bid Schedules, Baseline Schedules, maintenance of assigned Area or mega project civil construction projects. DUTIES AND RESPONSIBILITIES

Team Leadership & Management

• Lead and manage a team of Project Controls Scheduling professionals, providing guidance, training, and support to ensure effective scheduling control practices.

Baseline Schedule Development (assigned Area or Mega project)

• Lead TWG Meetings and develop plan for the execution of Baseline Schedules
• Assign or assist resources for Baseline Schedule Development.
• Assign or assist resources to collaborate with the project managers, project engineers and superintendents to develop the Baseline Schedule.
• Assign or assist resources to provide detailed project resources and equipment needs.
• Assign or assist resources to Revenue and Cost load Project Baseline schedule.
• Assist Project Manager addressing owner comments.
• Assign or assist resources to implementing weekly schedule updates and review of Monthly Reports.

• Review and assist project team with weekly schedule updates and Monthly Schedule Reports.
• If applicable, Assign or assist resources to prepare Billings through the revenue loaded schedule.

• Assist Project Manager in identifying potential Schedule risks to projects, contributing to risk assessments and mitigation planning.
• If applicable, Identify any cashflow risks.

REQUIREMENTS

Education:

• Bachelor's degree in Construction Management, Engineering, or related field.

Experience:

• Minimum of 10+ years of experience in Schedule control, Heavy Civil construction, or related industry.

• Advanced Primavera P6 knowledge.

S&B USA Construction (part of Shikun & Binui Group) is seeking a highly experienced Project Director – Design-Build Construction Manager (DBCM) to lead the successful delivery of large-scale transportation and infrastructure projects ranging from $500M to $2B+. This senior executive role will be responsible for overseeing all phases of progressive design-build and alternative delivery models (P3, DB, DBF, DBFOM), ensuring that projects meet budget, schedule, safety, quality, and stakeholder expectations. The DBCM will serve as the primary point of accountability in the field, managing construction from pre-construction through final acceptance, while coordinating closely with owners, partners, and internal teams.

The ideal candidate will have 15+ years of progressive experience in heavy civil/transportation construction, including at least 10 years in senior leadership roles (Project Director, COO, VP). A proven track record of delivering major infrastructure projects—particularly highways, interchanges, managed lanes, or rail—under alternative delivery and P3 models is essential. Strong knowledge of DOT standards (e.g., TDOT, GDOT, VDOT), project controls, Primavera P6, and digital construction tools is required. This role demands a collaborative leader with outstanding communication, risk management, and team development capabilities. An advanced degree in Civil Engineering or Construction Management is required; MBA or executive education is preferred.

Position Summary:

We are seeking an experienced and dedicated Construction Foreman Pipe/Earthwork/Roadway to oversee daily operations on construction sites. The ideal candidate will lead a team of craft employees, ensure adherence to safety standards, and ensure projects are completed on time and within budget. Specifically, this position will require previous knowledge working on storm/sanitary/sewer pipe, shoring for deep excavations, dewatering, concrete roadway rehabilitation, on-road/off-road excavations, fine grading and subbase operations, etc.

• Supervise and coordinate activities of construction workers and subcontractors.
• Review project plans and specifications to ensure compliance and quality standards.
• Work with the Superintendent to schedule work assignments and manage workflow to optimize productivity.

• Enforce safety regulations and maintain a safe working environment.
• Conduct daily safety meetings with union craft employees; explain in detail the work to be accomplished and how it is to be accomplished.
• Act as OSHA defined “competent person” on job.

• Provide guidance to union craft employees on proper techniques and safety practices.
• Resolve/report conflicts and address any issues that arise on the job site.
• Maintain accurate records of work completed, materials used, and labor hours.
• Submit daily timecards for crew beings supervised.
• Submit daily diaries and photos of construction progress.
• Collaborate with project managers, engineers, and architects to facilitate project goals.
• Inspect work performed by subcontractors to ensure conformance with specifications

 Essential Skills and Experience:

• Member in good standing of the local union.

Position Summary:

The Project Engineer assists the Project Manager and Management Team in managing all aspects of a construction project including the financial administration and cost reporting activities.  

Essential Duties and Responsibilities:

In conjunction with the Construction Manager, Bridges Manager, or Project Manager & Superintendent, participate in developing, maintaining and revising the project schedule 

• Manages the relationship and work of assigned sub-contractors & suppliers
• Mentors and guides less experienced Project Engineers
• Communicates with owners about various project related matters and concerns
• Demonstrates, communicates, and reinforces all Company safety policies and procedures
• Performs additional assignments per supervisor’s direction
• May also perform the following duties depending on the size of the assigned project
• Based on quantity takeoffs, manages the ordering of materials needed to successfully execute the project
• Assists with pre-construction activities as needed:  construction planning and design; interpretation of design and drawings; prepare quantity takeoffs
• Prepares drawings and sketches to support construction work, change orders, estimates, etc.
• Manages verification of work-in-place quantities for invoicing/pay quantities; verifies accurate payment of subcontractors and material suppliers
• Maintains submittal logs and timely receipt and review of submittals and shop drawings
• Assembles construction financial data; monitors costs; tracks costs for force accounts
• Maintains job costing system and updates systems to reflect forecasts; creates margin reporting
• Ensures craft time cards are completed accurately, reflecting hours worked and tasks worked on; assigns cost codes to all purchases, time cards, contracts, equipment time and any other item involving cost
• Maintains as-built drawings; posts RFI, bulletin and ASI as appropriate
• Maintains RFI logs and timely response to job questions
• Assists with constructability reviews and value engineering functions
• Develops, implements and administers project engineering procedures and other work documents; tracks and logs documentation
• Manages and maintains all safety and quality records
• Develops, maintains, and updates project CPM schedule
• Ability develop and manipulate resource and cost loaded CPM schedules for reporting and planning purposes
• Prepares project status reports and participates in project status meetings; developments of meeting minutes
• Assists in project close-out activities
• May support estimates as needed

 Experience/ Qualifications:

• 4-year degree in Civil Engineering or Construction Management
• 3-5 years of experience in similar role, Bridge construction experience preferred
• PE Preferred

Work Environment:

• This position is both outdoors and indoors
• This work environment may involve minimal to moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors and/or loud noises
• Exposure to moving mechanical parts
• Noise levels in the outdoor work environment is usually loud
• Ability to wear and work in personnel protective equipment including but not limited to hard hat, safety glasses, gloves, ankle-supporting safety-toed work boots and a safety vest.
