Benefits Administrator

The Benefits Administrator is a key member of the Human Resources team, responsible for the day-to-day administration of employee benefit programs and providing high-quality support to employees. This role ensures accurate benefits administration, regulatory compliance, and effective communication of benefit offerings. In addition to core benefits responsibilities, the Benefits Administrator will have the opportunity to participate in and assist with HR special projects that support broader HR initiatives and organizational goals.

Key Responsibilities

Administration Benefits

• Administer a comprehensive suite of employee benefit programs, including medical, dental, vision, life, disability, retirement, wellness, and leave programs.
• Serve as a trusted advisor to employees, guiding benefit selection based on individual needs and life circumstances.
• Lead annual open enrollment activities, including planning, system configuration/testing, communications, and execution.
• Deliver benefits education through new hire orientations and company-wide open enrollment sessions.
• Ensure compliance with all applicable federal, state, and local regulations (e.g., ERISA, ACA, COBRA, HIPAA).
• Conduct audits, reconcile vendor invoices, and ensure accuracy of eligibility and enrollment data.
• Analyze benefits data, including cost, utilization, and trends, to support renewals, plan design, and budgeting decisions.
• Recommend and support wellness initiatives and employee engagement programs that enhance overall well-being.

Vendor & Payroll Collaboration

• Manage day-to-day relationships with benefit vendors, brokers, and carriers; resolve escalated issues effectively.
• Collaborate with Payroll to ensure accurate benefit deductions and reporting

HR Team & Special Projects

• Actively collaborate with HR team members on cross-functional initiatives
• Participate in and support HR special projects such as process improvements, system implementations, audits, employee engagement initiatives, and policy updates
• Assist with benefits benchmarking, cost analysis, and recommendations for plan enhancements
• Contribute to continuous improvement of HR processes and employee experience

Required Qualifications

• Bachelor’s degree in Human Resources, Business Administration, or a related field
• 3–5 years of experience in benefits administration, or HR operations
• Strong knowledge of employee benefit plans and applicable regulatory requirements
• Advanced proficiency in HRIS systems and Microsoft Excel

Preferred Qualifications

• Experience leading open enrollment and supporting benefits renewals
• Knowledge of ACA reporting and audit processes
• Experience with E-Verify and I-9 compliance

Work Environment:

• This permanent role is based in Pittsburgh PA in an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.
• Work assignments are diversified. Interpret, comprehend, and apply complex material, data, and instruction – prepare, provide, and convey diversified information.
• Minimal physical effort required. Work is mostly sedentary but does require walking, standing, bending, reaching, lifting, or carrying objects that typically with less than 10 lbs. (e.g., papers, books, files and small parts, etc.). Moderate dexterity – regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination.
• Work has periodic stress due to frequent goals and deadlines, and responsibility associated with the role.

S&B USA Construction (part of Shikun & Binui Group) is seeking a highly experienced Project Director – Design-Build Construction Manager (DBCM) to lead the successful delivery of large-scale transportation and infrastructure projects ranging from $500M to $2B+. This senior executive role will be responsible for overseeing all phases of progressive design-build and alternative delivery models (P3, DB, DBF, DBFOM), ensuring that projects meet budget, schedule, safety, quality, and stakeholder expectations. The DBCM will serve as the primary point of accountability in the field, managing construction from pre-construction through final acceptance, while coordinating closely with owners, partners, and internal teams.

The ideal candidate will have 15+ years of progressive experience in heavy civil/transportation construction, including at least 10 years in senior leadership roles (Project Director, COO, VP). A proven track record of delivering major infrastructure projects—particularly highways, interchanges, managed lanes, or rail—under alternative delivery and P3 models is essential. Strong knowledge of DOT standards (e.g., TDOT, GDOT, VDOT), project controls, Primavera P6, and digital construction tools is required. This role demands a collaborative leader with outstanding communication, risk management, and team development capabilities. An advanced degree in Civil Engineering or Construction Management is required; MBA or executive education is preferred.

Location & Travel

Primary assignment in the Mid-Atlantic and Southeast U.S., with potential relocation and/or travel depending on project location.
