About the role:  The San Diego Community Power (SDCP) is seeking a seasoned Data Engineer to join our growing team of analytics experts who will be responsible for designing, maintaining, expanding, and optimizing our data infrastructure for data collection, management, transformation, and access. A key priority of this role will be to assist in SDCP’s development of centralizing its data eco-system to allow for creation of pipelines that convert raw data into usable formats for data analysts and other data consumers to utilize. The Data Engineer will handle the core data aspects of software engineering and data science and utilize software engineering principles to develop algorithms that automate the data flow process. They will collaborate with data and system analysts to build machine learning and analytics infrastructure from testing to deployment.

ESSENTIAL DUTIES AND PRIMARY RESPONSIBILITES

• Building and maintaining a centralized cloud-based data infrastructure for optimal extraction, transformation, and loading of data from a wide variety of sources. 
• Assemble large, complex data sets that meet functional/non-functional business requirements. 
• Developing data tools and APIs for data analysis. 
• Deploying and monitoring machine learning algorithms and statistical methods in production environments to solve organizational needs. 
• Ensuring data accessibility and security and implementing company data policies regarding data privacy and confidentiality. 
• Improving data systems reliability, speed, and performance. 
• Build analytics tools that utilize the data pipeline to provide actionable insights into customer trends, operational efficiency, and other key business performance metrics. 
• Collaborating with other internal teams, data analysts, and other stakeholders to understand and optimize how data can be leveraged to meet business needs. 
• Assist in drafting data and analytics’ solicitations and in the selection of consultants. 
• Assist with drafting staff reports and presentations for Board and Committee meetings.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITES

• Advance working knowledge of SQL, experience working with relational databases, query authoring (SQL) and working familiarity with various databases. 
• Demonstrated experience in developing API and integrations to support analytics in cloud environment. 
• Experience building and optimizing ‘big data’ data pipelines, architectures, and data sets. 

• Experience performing root cause analysis on internal and external data and processes to answer specific business questions and identify opportunities for improvement. 
• Strong analytic skills related to working with unstructured datasets. 
• Build processes supporting data transformation, data structures, metadata, dependency, and workload management. 
• A successful history of manipulating, processing, and extracting value from large, disconnected datasets. 
• Working knowledge of message queuing, stream processing, and highly scalable ‘big data’ data stores. 
• Good understanding of data architecture, data design, data warehousing and data modeling concepts. 
• Strong project management and organizational skills. 
• Experience supporting and working with cross-functional teams in a dynamic environment. 

PREFERRED KNOWLEDGE, SKILLS, AND ABILITES

• Experience in the energy sector and/or supporting the implementation of programs funded by California state agencies (e.g., California Public Utilities Commission, California Energy Commission, California Air Resources Board).
• Ability to strongly represent the organization in various professional engagement settings from local to national convenings (conferences, workshops, executive meetings, etc.).

PREFERRED QUALIFICATIONS, EDUCATION AND EXPERIENCE

Minimum of two (2) to three (3) years of professional experience in a Data Engineer role, preferably in the energy industry with a graduate degree in Computer Science, Statistics, Informatics, Information Systems or another quantitative field. The candidate should also have experience using the following software/tools:

• Experience with big data tools: Hadoop, Spark, PowerBI, Kafka, etc.
• Experience with AWS, Azure and Google Cloud services.
• Experience with relational SQL and NoSQL databases.
• Experience with data pipeline and workflow management tools: Azkaban, Luigi, Airflow, etc.
• Experience with open-source technologies: Python, Pytorch, Flask, Tensorflow or Keras
• Experience with stream-processing systems: Storm, Spark-Streaming, etc.
• Experience with object-oriented/object function scripting languages: Java, C++ etc.
• Experience with batch, micro-batching and real-time data ingestion methodologies.
• Experience with GitHub or similar code repositories

ABOUT THE ROLE: The Program Associate supports the implementation of a range of customer energy programs, primarily through the San Diego Regional Energy Network (SDREN). This role, under direction and support from senior staff, will assume responsibility for more than one aspect of program development, delivery and management, and contribute to several other aspects including goal setting, budget development/management, process development, program marketing and enrollment, regulatory reporting (if necessary) and stakeholder engagement. • With oversight from senior staff, develop standard operating procedures, review, process and seek opportunities for efficiencies and improvements. 

• Support senior staff with the coordination, management and implementation of customer-facing programs by working closely with Community Power staff, the Community Advisory Committee, consultants, stakeholders, and other partner agencies.

• Work closely with the SDREN team to maintain program management tools and create programmatic tracking reports and dashboards.

• Field inquiries from the public and industry to answer program-specific questions and/or refer to the appropriate staff.

• Knowledge of core project management concepts and principles, including project lifecycle phases, work planning/scheduling, risk/issue tracking, and performance reporting with strong skills in process design and workflows.  

• Demonstrated commitment to sustainability, community energy, mission driven work, diversity, equity, and inclusion within the organization and in our communities to build program accessibility and participation, including SDCP’s Communities of Concern.

Community Power was formed in 2019 as a public, not-for-profit community choice aggregator (CCA) in the San Diego region. We began electric service in 2021 and now serve seven member agencies: the Cities of San Diego, Chula Vista, Encinitas, Imperial Beach, La Mesa and National City, as well as the unincorporated communities of San Diego County. ESSENTIAL DUTIES AND PRIMARY RESPONSIBILITIES

A. Enterprise Systems Strategy & Architecture

• Architect, design, and maintain SDCP’s enterprise systems ecosystem, including Dynamics 365 CRM and ERP, Enterprise Data Platform (EDP), BI platforms, and other mission-critical applications.
• Develop and sustain the multi-year enterprise systems roadmap aligned with SDCP’s strategic goals.
• Establish enterprise architecture standards, integration frameworks, and interoperability requirements.
• Lead technical evaluations, RFPs, vendor demonstrations, and long-term application lifecycle planning.

B. Cybersecurity Leadership & Risk Governance

• Own SDCP’s cybersecurity governance program, including policies, standards, and risk management frameworks.
• Oversee cybersecurity audits, penetration tests, incident response planning, and tabletop exercises.
• Lead initiatives in identity governance, vulnerability management, and zero-trust architecture.
• Ensure compliance with regulatory and industry frameworks such as NIST, SOC2, ISO 27001, and state mandates.
• Demonstrate good leadership skills and an ability to inspire, mentor and lead a Team of IT and Cybersecurity professionals.

C. Data Governance, Stewardship & Information Quality

• Build and lead SDCP’s enterprise data governance program, including data classification, retention, and stewardship practices.
• Oversee data quality standards, metadata management, MDM (Master Data Management), and enterprise data pipelines.
• Collaborate with analytics teams to ensure data is secure, accurate, and properly governed.

D. Cloud Strategy & Platform Governance

• Own the architecture and governance of SDCP’s cloud platforms (Azure, AWS, GCP).
• Lead modernization initiatives, including cloud migration, re-platforming, and scalability improvements.
• Implement Financial Operations (FinOps) framework for cloud cost management and budgeting.
• Establish cloud security standards and ensure monitoring, resilience, and incident response readiness.
• Lead cloud storage optimization and cost savings measures.

E. Technology Planning & Executive Alignment

• Articulate strategic business needs into multi-year actionable technology plans and enterprise system initiatives.
• Present system architecture strategies, investment proposals, and risk briefings to executive leadership.
• Evaluate emerging enterprise technologies and develop adoption frameworks.

F. Vendor, Contract, and Partner Management

• Manage strategic enterprise vendors, including application providers, cloud partners, MSPs, and system integrators.
• Lead RFPs, contract negotiations and performance management to ensure SLA compliance.
• Oversee technical delivery and ensure adherence to architecture and security standards.

G. Program & Project Governance

• Lead enterprise program governance for complex system implementations and modernization projects.
• Oversee change management, UAT frameworks, system rollouts, and cross-departmental coordination.
• Ensure documentation, risk tracking, and project governance structures are consistently maintained.

H. Interdepartmental Collaboration & Enablement

• Serve as the primary systems liaison across departments.
• Translate departmental operational needs into system configurations, workflows, and integration solutions.
• Develop system-level training, adoption strategies, and change management processes.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES

• Deep expertise in enterprise architecture (TOGAF, Zachman, or similar).
• Strong proficiency in cybersecurity governance, IAM, risk frameworks, and compliance.
• Advanced experience with Microsoft Cloud (Azure, Entra, M365, Defender, Intune, Purview) and AWS.
• Extensive experience in system integrations, APIs, middleware, and automation platforms.
• Strong understanding of data governance, MDM practices, and data quality management.
• Exceptional ability to develop cross-departmental governance programs.
• Skilled communicator; capable of explaining technical topics to executive audiences.

PREFERRED:

• Experience in the energy sector and/or supporting the implementation of programs funded by California state agencies (e.g., California Public Utilities Commission, California Energy Commission, California Air Resources Board).
• Ability to effectively represent the organization in various professional settings, from local to national levels, such as conferences, workshops, and executive meetings.
• Relevant certifications (e.g., CISSP, CISM, CCSP, TOGAF, Azure Solutions Architect).

QUALIFICATIONS, EDUCATION AND EXPERIENCE

Any combination of education and experience that would provide the knowledge and abilities listed. 

Typically, a bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Computer Engineering, or a related field.

Minimum of five (5) years of progressively responsible experience in:

• Enterprise business management
• Cybersecurity governance
• Cloud architecture
• Data governance & MDM
• Enterprise integration architecture

WORK ENVIRONMENT AND CONDITIONS

Prolonged periods of sitting at a desk and working on a computer. The position requires occasional carrying, lifting and/or moving objects up to 25 pounds. Occasional local travel required and reliable transportation to be able to attend SDCP events, meetings, and workshops as needed is expected.

Community Power is an agency required to adopt and promulgate a Conflict-of-Interest Code (“COI”). The COI code requires employees in designated positions, including those identified under the interim disclosure process, to file a Statement of Economic Interests (Form 700) on an annual basis. A Successful candidate accepting this position may be required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission. 

Compensation: 

Salary Range: The position salary range is: $117,800 - $159,000; with exact compensation to be determined by Community Power, depending upon experience. 

Benefits: Standard benefits package including but not limited to:

Insurance: Community Power covers 100% of health benefits, including medical, vision, and dental insurance, for eligible FT employees and their dependents. Also provided is a $100,000 Life & AD&D policy, STD and LTD coverage that is 100% paid by Community Power.

Retirement: Community Power offers a 457(b) plan for employee contributions and contributes 10% of eligible compensation to the employee’s Money Purchase Plan.

Paid Time Off: 11 holidays per year + paid winter holiday (between 12/24-12/31), 160 hours of accrued paid time off per year (increases with time in service), and 96 hours per year of accrued paid sick leave.
