Position Overview: The Strategic Analytics (SA) team is a core business unit within the Business Operations department of NYCEDC’s Asset Management (AM) Division. The team is responsible for division-wide oversight of budgeting, financial analysis, project management, and process automation.

The Associate will support the development and maintenance of dashboards, reporting tools, and data processes that help inform business decisions. This role will work closely with team members to support reporting needs, troubleshoot basic issues, and contribute to improving how data is collected, analyzed, and utilized.

This position is ideal for someone with foundational technical skills in business intelligence tools who is interested in building experience in data analysis, reporting, and cross-functional collaboration within a real estate and asset management environment.

Essential Duties & Responsibilities:

• Support the development, maintenance, and enhancement of dashboards and reports using Power BI, including assisting with data modeling, Power Query transformations, and DAX measures.
• Maintain assigned reporting workflows by helping to ensure data accuracy, consistency, and timely updates, and supporting troubleshooting efforts.
• Provide support to users of dashboards, reports, and data tools, including responding to questions and assisting with basic guidance.

Requirements:

Position Overview: The Counsel position provides legal support and representation primarily in connection with NYCEDC’s construction and commercial property management  projects under the guidance of senior attorneys and the General Counsel. This role supports transactional matters, advises internal staff on legal, contractual, and corporate requirements, and undertakes legal research and analysis to advance NYCEDC’s mission. 

Essential Duties and Responsibilities:

• Support transactional matters across NYCEDC’s portfolio primarily related to capital and infrastructure construction initiatives by drafting, reviewing, and negotiating agreements such as construction management contracts, service contracts,  licenses, permits, consultant and professional services agreements, funding and loan agreements, memoranda of understanding with City agencies related to construction projects and related instruments. 
• Assist with transactions involving real estate and economic development projects, including waterfront, transportation, maritime and related procurement issues [. 
• Participate in negotiations with contractors, developers,  public agencies, consultants, and other third parties, with supervision as appropriate.

Asset Management Division Overview: 

The Asset Management (AM) division pursues a triple-bottom line strategy, targeting economic returns and multiple social metrics including job creation, and growing equitable neighborhoods; as well as ensuring a thoughtful approach to incorporating sustainable and resilient measures. The Development department partners with portfolio and asset managers to identify and advance redevelopment and repositioning opportunities for campus-scale assets managed by NYCEDC on behalf of the City, enhancing economic returns and reinforcing policy directives. Position Overview:  

The Assistant Vice President (AVP), Development leads strategic development opportunities that reposition and transform assets with the AM portfolio. Reporting to the Senior Vice President of Development & Energy, the AVP directs multiple concurrent real estate development projects from inception through stabilization. 

The AVP serves as a core member of the Development team, managing every phase of the development process, including master planning, feasibility assessment, financial analysis, design and construction oversight, marketing, and asset stabilization. The role requires extensive cross-departmental collaboration within AM, as well as coordination across EDC divisions. 

Essential Duties and Responsibilities: 

• Build and maintain detailed development pro forma models, isolating key inputs, assumptions, drivers of investment returns, and economic impact.

Reporting to the Vice President of Cruise, the Senior Associate plays a key role in managing financial performance and data-driven decision-making across the Cruise portfolio. This position oversees operating and capital budgeting, maintains and analyzes financial and operational datasets, and supports financial modeling and scenario analysis. The role also develops a strong understanding of contractual agreements to inform strategic and operational decisions. 

Responsibilities: 

• Support the Cruise portfolio’s strategic priorities by leading targeted workstreams and executing initiatives that support departmental goals.

The Asset Management Design & Construction (AMDC) department is responsible for capital improvements and development of all revenue-generating assets NYCEDC maintains and/or operates.  

Position Overview: The Senior Project Manager will manage a portfolio of design and construction projects across NYCEDC’s Cruise portfolio, which includes the Brooklyn Cruise Terminal and Manhattan Cruise Terminal. While these assets primarily function as cruise terminals, they also support a range of flexible uses, including office spaces, transportation operations, event programming, and freight distribution.  

This role requires close coordination with asset managers and other stakeholders to ensure assets are fully operational while advancing capital improvements. The Senior Project Manager will also play a key role in developing and implementing a long-term redevelopment plan for a modernized cruise facility.  

The Senior Project Manager (SPM) is responsible for managing projects throughout the full development lifecycle, including capital planning, design, and construction, across multiple NYCEDC assets. Project types may include new construction, renovations, major infrastructure, waterfront infrastructure, and public open space.  

Essential Duties and Responsibilities:

• Review facility condition reports and inspection findings; conduct site assessments and collaborate with internal and external stakeholders to identify, prioritize, and scope capital needs in alignment with NYCEDC objectives. 
• Support capital planning efforts, including the long-term capital plans and annual budgets across NYCEDC’s asset portfolio. 
• Manage all phases of the project lifecycle, including procurement of architecture, engineering, and construction teams to existing conditions assessments, programming, feasibility studies, estimating and budgeting, schematic design through construction documentation, regulatory submissions and approvals, bidding, construction, and project close-out.  
• Serve as the primary point of contact for assigned projects and contracts, ensuring coordination across stakeholders and accountability throughout the development process. 
• Monitor project performance, including schedule, scope, and budget; conduct site visits, track progress, and proactively resolve issues in coordination with operations and senior leadership. 
• Oversee project financials and funding processes, including invoice and change order review, procurement coordination, award approvals, and compliance with NYCEDC policies.  
• Work in partnership with the Asset Management Portfolio Managers (AMPM) and Asset Management Property Operations (Prop-Ops) team to ensure projects are aligned with policy, market, tenant needs and operations considerations. 
• Maintain ongoing project scope, cost, and schedule controls, including project reporting.  
• Establish and maintain record-keeping systems consistent with NYCEDC policy and need, including hard copies and electronic files of infrastructure asset conditions and surveys. 
• Create and deliver presentations, memos and other materials that effectively communicate project recommendations and/or findings to various audiences (e.g., senior NYCEDC staff, partner agencies, external stakeholders). 
• Work with interdisciplinary teams facilitating the implementation of large-scale projects and development efforts. 
• Represent NYCEDC in professional and public forums as needed.

Position Overview: The Vice President of Government and Community Relations will support NYCEDC’s efforts to advance equitable economic development across the five boroughs. The role operates under the direction of the Senior Vice President of Government and Community Relations and within an assigned portfolio, has wide latitude for initiative and judgement. The role requires strong political acumen, strategic thinking and the ability to navigate intertwined government and community relationships. The Vice President will translate complex land use, policy and development initiatives into clear and compelling communications for NYCEDC’s senior leadership, elected officials, community leaders, and key stakeholders, while helping build and maintain strong relationships that support NYCEDC’s mission and projects.

The Senior Vice President (SVP), Government and Community Relations leads short- and long-term government & community affairs initiatives across the full spectrum of NYCEDC’s activities; and serve as a chief strategist to the President’s Office on Government and Community Relations.

• Build and enhance external relationships with a variety of stakeholders and elected officials and staff 
• Collaborate with the various business units within NYCEDC to develop and implement short-term and long-term strategies, including securing any necessary public approvals for projects 
• Coordinate the goals and priorities of individual business units within NYCEDC to ensure NYCEDC is consistent in its communications with governmental and non-governmental entities alike

QUALIFICATIONS: 

• Bachelor’s Degree or equivalent in a related field such as communications, journalism, political science or marketing 
• At least 10 years of relevant professional experience, including political campaign, journalism, government affairs or public relations 
• Demonstrated competencies in analytical, planning, and problem-solving skills, negotiation, writing, public speaking, team building and staff development, judgment and decision-making

POSITION OVERVIEW:

NYCEDC’s Real Estate Transaction Services Group (RETS): RETS is the City’s primary department for underwriting, structuring, and executing real estate and economic development transactions on city-owned land, with the goal of transforming underutilized properties into projects that support job creation, industry-based economic development goals, and affordable community development throughout New York City.

Your Role: Assistant Vice Presidents (AVP) are responsible for shaping strategy for real estate transactions, both by leading junior staff and managing up to senior staff. AVPs guide project management, financial analysis, and the creation and negotiation of legal agreements for real estate transactions for multiple projects at different phases, from evaluating site feasibility and RFP drafting to developer selection and project closing.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Apply advanced knowledge of real estate concepts—including deal structuring and real estate finance—to support project strategy and decision-making
• Manage aspects of the competitive developer-selection processes, including drafting RFPs, reviewing proposals, and negotiating term sheets
• Build, interpret, and review complex financial models in Excel, including discounted cash flows, residual land value analyses
• Collaborate with legal teams to interpret, assess, draft, and negotiate transaction-related legal documents (e.g., MOUs, ground leases, purchase and sale agreements), with a strong understanding of how financial and business terms are integrated
• Incorporate feedback from senior team members to enhance the quality and accuracy of technical deliverables
• Anticipate next steps in transactions and proactively propose strategies to move deals forward

QUALIFICATIONS:

• Bachelor's degree required; Graduate degree in real estate development, public policy, urban planning, business, finance or law preferred.
• 5+ years of experience in relevant field (finance, real estate development, urban planning, public policy, related City or State agency); of which, 3+ years in real estate development preferred
• Proven track record of advancing projects in challenging environments with the ability to provide leadership to teams effectively
• Familiarity with real estate transaction documents, such as ground leases and contracts of sale
• Proven strength in financial modeling and fluency in Excel, including building discounted cash flows and other deal-analysis models
• Proven experience in real estate market research, including using market databases such as CoStar or Compstak
• Knowledge and understanding of NYC government and real estate processes and land use approvals

POSITION OVERVIEW

The Economic Research & Policy Department (ERP) conducts industry and economic research, performs fiscal and economic impact modeling, and analyzes NYCEDC projects to inform key policy and investment decisions. The team tracks economic trends and provides insights to City Hall, policymakers, and the public, while also developing tools to evaluate, measure, and report on project outcomes. ERP advances high-impact thought leadership on inclusive and innovation-driven economic development.

The Senior Policy Analyst will conduct research and data analysis to support projects that deepen understanding of New York City’s economy. This role will contribute to a wide range of work, including analysis of emerging industries, labor markets, and economic policy, as well as fiscal and economic impact modeling. The Senior Policy Analyst will collaborate across departments, manage and analyze datasets, and communicate complex findings clearly to a variety of internal and external audiences. This role requires strong analytical and technical skills, attention to detail, and the ability to translate complex data into clear insights.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Research, prepare data, and draft publications, including short-form and long-form reports
• Analyze economic data from a wide range of public (Census Bureau, Bureau of Labor Statistics, etc.) and private sources to support NYCEDC projects and priority industries, including industry sizing, demographic analysis, and labor market analysis
• Analyze data from public (e.g., Census Bureau, Bureau of Labor Statistics, etc.) and private sources to generate insights on industries, labor markets, and demographics
• Conduct thorough and timely reviews of complex spreadsheets (including formulas) and other written materials to ensure data accuracy and consistency
• Respond to data requests from internal teams, agencies, agency leadership, and City Hall staff
• Contribute to the maintenance and expansion of data sources available to the department
• Support and enhance team processes, documentation, and best practices for data analysis
• Identify research topics that drive NYCEDC thought leadership on key issues, at times serving as project manager or lead analyst, and presenting findings to internal and external stakeholders via presentations and publications
• Represent the department in interdepartmental working groups and collaborate effectively in cross-functional initiatives
• Collaborate on the production of monthly employment analysis and contribute to forming EDC’s economic narrative each month

QUALIFICATIONS:

• Bachelor’s degree in Statistics, Economics, Public Policy, or a related field, with significant exposure to statistics; Master’s degree preferred
• 3+ years of relevant experience, or a Master’s Degree and 2+ years of relevant experience. Candidates with a range of experience levels are encouraged to apply and may be considered for a Policy Analyst role based on qualifications
• Advanced proficiency in Excel, and proficiency analyzing data in R. Proven ability in using database and presentation tools, including Excel, PowerPoint and Word. Experience with REMI, IMPLAN, or RIMS II is a plus

• Lead project management for multiple large-scale transactions, including the oversight of timelines, workflows, internal and external meetings, presentations, issues lists, and key project documents 
• Support activities for competitive site dispositions, including drafting requests for proposals (RFPs), overseeing site tours, info sessions, and Q&As, and analyzing responses. 
• Assist in drafting and negotiating term sheets, contracts of sale, ground leases, pre-development agreements and other agreements  
• Build and maintain detailed financial models and pro formas for development projects 
• Navigate processes internal to NYCEDC to drive progress at each stage 
• Analyze and present findings and recommendations to project teams, senior staff, senior NYCEDC officials, and other City agencies in written and verbal form 
• Create presentations for elected officials, community stakeholders, NYCEDC Board of Directors 
• Collaborate with colleagues in other departments in NYCEDC, such as Legal, Planning, Government & Community Relations, and Asset Management
