Serve as the owner's electrical and instrumentation discipline authority for the 2.5 Mtpa green Direct Reduced Iron (DRI) / Hot Briquetted Iron (HBI) plant in Duqm, Oman. Lead all aspects of electrical engineering, instrumentation and control, grid connection, and power integration from pre-FID through FEED, EPC tender, construction and commissioning. Key Responsibilities:

• Lead the owner's electrical and instrumentation engineering review, approval and assurance process across all plant areas, including the DRI/HBI plant, Balance of Plant, utilities, materials handling, and supporting infrastructure.
• Lead the engineering definition and delivery of the main receiving substation and high-voltage infrastructure, including grid connection design, transformer sizing, and interface with the Omani grid operator.
• Own the plant electrical distribution strategy, including medium-voltage and low-voltage distribution, motor control, standby power, uninterruptible supply, and emergency power systems.
• Lead the instrumentation and control philosophy for the plant, including DCS architecture, control system integration across packages, field instrumentation standards, safety instrumented systems, and cybersecurity considerations.
• Provide the technical basis for commercial negotiations with the grid operator and renewable power providers, including load profiles, power factor, harmonic performance, reliability requirements, and consumption profiles under nominal, ramp-up and turndown conditions.
• Provide electrical and instrumentation input to specifications, tender documentation, technical evaluations and award recommendations for the EPC and equipment packages.
• Review and approve electrical and instrumentation deliverables from the Owner's Engineer and EPC contractors, including single-line diagrams, load lists, equipment datasheets, cable schedules, control system architecture, and functional specifications.
• Lead electrical and instrumentation input to HAZID, HAZOP, SIL assessment, LOPA and related process safety studies.
• Interface with process, mechanical, civil and materials handling disciplines to ensure integrated plant design, construction and commissioning.
• Review and ensure compliance with international electrical and instrumentation design codes (IEC, IEEE, ISA, NFPA) and applicable Omani regulatory requirements.
• Provide electrical and instrumentation technical leadership during factory acceptance testing, site acceptance testing, construction supervision, energisation, and commissioning activities.
• Contribute to the development and mentoring of electrical and instrumentation engineering resources as the in-country team grows from pre-FID into execution.

Requirements / Skills / Experience:

• Minimum 15 years' experience in electrical and instrumentation engineering on large heavy industrial process plants.
• Strong preference for direct experience on DRI, ironmaking, steelmaking, petrochemical, fertilizer, refinery or analogous power-intensive heavy process plant projects.
• Experience across the full project lifecycle: FEED, detailed design, procurement, construction supervision, energisation and commissioning.

Lead all aspects of process engineering, technology licensor interface, process safety, and technical assurance from pre-FID through FEED, EPC award, construction, commissioning and early operations. Provide experienced operational judgement on the systems and safety protocols required for a gas-based reduction plant transitioning to hydrogen.

Key Responsibilities:

• Own the process flow diagrams, mass and energy balances, and process control philosophy for the DR plant and associated HBI briquetting facilities.
• Lead the technical interface with the process technology licensor, including battery limit definition, operating envelope, reducing gas specification, and performance guarantees.
• Lead process input to the hydrogen ramp-up strategy, including transition planning from natural gas to a hydrogen-enriched reducing gas mix.

Accountable for engineering definition, cost estimate accuracy, schedule integrity, HSE performance, contractor management, and all local stakeholder and authority interfaces required to deliver the project on time, on budget and to the required quality.

Key Responsibilities:

• Lead the in-country owner's project team, providing day-to-day direction and decision-making authority across all project workstreams.
• Direct and manage the Owner's Engineer (OE) and EPC contractors across the DRI/HBI process plant, Balance of Plant, and Materials Handling packages, ensuring scope, schedule, cost and quality are delivered against contractual commitments.

• Manage the interfaces between the process technology licensor, the OE, and the EPC contractors to deliver integrated plant design and operational readiness.
• Lead the in-country growth of the project team from pre-FID into construction execution, including recruitment, onboarding and development of a high-performing, multi-disciplinary organization.

Requirements / Skills / Experience:

• Minimum 20 years' experience in major capital projects in heavy industry, with project director-level accountability on at least one greenfield plant of capex value USD 500 million or above.
• Direct experience in integrated steel, Direct Reduced Iron (DRI), ironmaking, or analogous gas-based process plants is strongly preferred. Experience in petrochemical, fertilizer, ammonia or methanol megaprojects will be considered.
• Demonstrated accountability across the full project lifecycle: feasibility, FEED, EPC tender and award, construction, commissioning and early operations.
• Proven ability to manage multi-package EPC programs with separate technology, balance of plant, materials handling and civil contractors.
• Strong commercial and contractual acumen, including FIDIC-based EPC contracts, PMC arrangements, and owner's engineer structures.
• Middle East or GCC project delivery experience strongly preferred. Prior experience in Oman is an advantage.
• Demonstrated capability to work effectively with project finance lenders, independent engineers, and institutional investors.
• Ability to hold an independent professional position with senior executives and shareholders where the project's success requires it.
• Strong leadership and people development skills, with experience building multicultural, multi-disciplinary project teams from the ground up.
• Excellent communication, negotiation and stakeholder management skills at board, government and community levels.

Required Education / Qualification / Training:

• Bachelor's degree in Mechanical, Chemical, Metallurgical, or equivalent Engineering discipline (required).
• Master's degree in Engineering or a Master's in Business Administration (preferred).
• Chartered Engineer, Professional Engineer or equivalent internationally recognized professional status (preferred).
• Member of a recognized professional engineering institution (e.g. IMechE, IChemE, AIST, SME) (preferred).
