About the Positions 

We’re seeking Project Controls Analysts (Cost and Data Visualization) at multiple levels to support large, heavy-civil infrastructure programs, including highways, roads, bridges, transit (rail and bus), aviation (international airports), and water projects delivered through both traditional and alternative methods. 

These roles sit at the intersection of project controls and modern data analytics. Depending on level and experience, responsibilities may span cost control, financial tracking, and schedule awareness, combined with advanced data structuring and visualization capabilities. Across all levels, the focus is not just on building dashboards, but on working within active programs to help teams understand what the data is actually telling them and where performance is trending. 

Team members support cost and financial oversight across publicly funded programs (USDOT, FAA, FTA, and state DOTs), contributing across the full reporting lifecycle. This may include partnering with stakeholders to define reporting requirements, integrating and validating data from multiple systems, structuring datasets, and developing dashboards and reports that support project execution, program controls, and executive decision-making.

Responsibilities may include, but are not limited to, the following:  

Project Controls and Program Analytics 

• Develop dashboards and reports that support cost, schedule, forecast, progress, change, and performance analysis. 
• Create reporting solutions for project teams, program leadership, and executive stakeholders. 
• Support analytics related to: budget versus actuals; forecast trends; cost and schedule variance; cash flow and commitments; change management; portfolio and program performance; risk and exposure indicators. 
• Help translate project controls data into practical, decision-ready outputs. 

Cost Control and Financial Oversight 

• Monitor actual costs vs. budget and analyze variances across multiple funding sources. 
• Implement cost control procedures in compliance with federal and state regulations. 
• Prepare cost reports and documentation required by agencies such as the Federal Transit Administration (FTA), Federal Aviation Administration (FAA), and State DOTs. 
• Collaborate with scheduling, procurement, and engineering teams to align cost data with project milestones. 
• Support earned value management (EVM) and integrate cost and schedule performance metrics. 
• Identify cost-related risks and support mitigation planning. 
• Evaluate cost impacts of change orders and scope modifications. 
• Interface with government clients, contractors, and internal teams to ensure transparency and accountability. 
• Participate in audits, reviews, and funding agency meetings. 
• Support reporting deliverables across multiple funding and delivery structures, including traditional and alternative methods. 

Data Integration and Management 

• Extract, organize, and validate data from client and internal systems, including PMIS platforms, ERP systems, scheduling systems, and operational/financial source systems. 
• Support the design and maintenance of data pipelines using SQL, APIs, and Python-based workflows. 
• Prepare data for reporting through cleansing, transformation, and modeling. 
• Contribute to scalable data structures that support repeatable reporting and analytics delivery. 

Dashboard and Report Development 

• Design and build user-friendly dashboards, reports, and visual analytics primarily in Power BI. 
• Develop views tailored to different audiences, including executive, management, and operational users. 
• Use wireframes and prototypes to align reporting design with stakeholder needs. 
• Incorporate best practices in layout, usability, filtering, navigation, and documentation. 
• Support paginated and presentation-ready reporting where required. 

Stakeholder Collaboration 

• Gather and document business requirements from internal teams and external clients. 
• Facilitate conversations that clarify reporting goals, success criteria, and data availability. 
• Present reporting concepts, draft dashboards, and iterative updates for stakeholder review. 
• Provide clear communication to both technical and non-technical audiences. 
• Support user adoption through training, reference materials, and report documentation.

Expected Salary: $89k-$140k/year ($43-$67/hour). This role supports right-of-way (ROW) engineering and land surveying efforts across complex, infrastructure programs, with a focus on technical accuracy, document quality, and coordination of surveying deliverables.  

Responsibilities may include, but are not limited to, the following: 

• Review and coordinate ROW engineering and land surveying deliverables, including legal descriptions, plats, maps, and exhibits supporting acquisition and condemnation activities. 
• Ensure surveying and ROW deliverables meet applicable standards for technical accuracy, completeness, consistency, and compliance with California regulations and agency requirements. 
• Prepare, review, and validate legal descriptions, boundary determinations, and mapping documents for major linear infrastructure programs.

We’re seeking a Reporting Manager to lead program-level reporting for large, complex infrastructure programs. This role is responsible for consolidating, validating, and synthesizing data from across procurement, finance, project controls, right of way, engineering, and construction teams into clear, accurate, and decision-ready reports for executive leadership and external stakeholders. 

This position operates within multi-contract programs involving significant discipline integration and high-visibility reporting requirements, including reporting to executive leadership, federal oversight agencies (e.g., FTA and Project Management Oversight Consultants), and funding stakeholders at the state, regional, and local level. About the Position 

We’re seeking an Interface Manager to lead interface management on large, complex infrastructure programs, with a focus on transit and rail environments. This role is responsible for establishing, implementing, and managing a formal Interface Management Plan (IMP), including the governance, processes, and tools required to identify, track, and resolve all technical and organizational interfaces across engineering, procurement, and construction activities. This position operates within multi-contract programs involving significant discipline integration and high-risk interface environments (e.g., tunneling, major utility coordination, or systems integration), requiring coordination across contractors, stakeholders, and technical teams to ensure alignment, minimize risk, and support efficient project execution. 

This is a long-term, part-time (~20 hours per week), hybrid (2 days per week onsite) position located in San Francisco, CA.

Responsibilities may include, but are not limited to, the following: 

• Develop and implement the project Interface Management Plan (IMP), including governance, processes, tools, and workflows for identifying, managing, and closing interfaces. 
• Establish, maintain, and manage the interface register as a comprehensive, traceable record of all interfaces, including ownership, status, dependencies, and required actions. 
• Define and enforce roles and responsibilities across contractors, disciplines, and stakeholders for each identified interface. 
• Develop, review, and coordinate Interface Control Documents (ICDs) to formalize technical and construction requirements at interface boundaries. 
• Identify and manage interfaces across engineering disciplines, construction packages, rail systems, utilities, and third-party stakeholders. 
• Coordinate integration between civil works and rail systems, including traction power, signaling, communications, and other systems within the constructed environment. 
• Facilitate interface meetings and working sessions, ensuring alignment, tracking actions, and driving issues to resolution and closure. 
• Identify and assess interface-related risks, including scope gaps, overlaps, sequencing conflicts, and constructability constraints, and support mitigation strategies. 
• Ensure alignment of design-to-construction handoffs, including coordination between tunnel works, station construction, and systems installation. 
• Track interface-related issues and dependencies that may impact schedule, ensuring timely resolution to prevent downstream delays.

• At least 5 years of experience developing and implementing Interface Management Plans (IMP) within transit, rail, or other multi-contract programs involving significant discipline integration and high-risk interface environments (e.g., tunneling, major utility coordination, or systems integration). 
• Demonstrated experience establishing and maintaining interface registers and coordinating interface ownership across multiple contracts and disciplines. 
• Experience working across concurrent design and construction contracts within a multi-stakeholder program environment. 
• Strong understanding of design coordination, construction sequencing, and dependencies across civil, systems, and utility scopes.

About the Position 

We’re seeking a Scheduling Manager to support a large, complex, heavy-civil rail infrastructure program in downtown San Francisco. This role will support delivery of an underground rail extension connecting regional commuter rail and future high-speed rail into a multi-modal transit hub. The work involves tunneled construction (cut-and-cover and mined), underground stations, utility relocations, and rail systems integration in a dense urban environment.  

This position requires a contractor-oriented mindset and deep understanding of construction sequencing, logistics, and production in constrained urban settings. The Scheduling Manager will lead development, maintenance, and analysis of program schedules, working closely with construction, engineering, and program management teams to support on-time, on-budget delivery.
