About the Role

KoBold holds over 3,000 km² of exploration rights across numerous Research Permits in the DRC and is constantly growing the portfolio. You will be responsible for obtaining new Research Permits through the mining cadastre (CAMI), which registers tenure and provides opinions on which the Minister of Mines grants the licence. Once granted, you will manage the PAR (environmental permit) process, a separate approval process involving CAMI, DPEM, and ACE, before exploration activity can begin. Every licence will also require ongoing engagement with provincial governors and their administrations, Administrateurs de Territoire (ATs), provincial CAMI offices, provincial mining divisions, and the Geology Department, which have both authorisation and periodic reporting requirements tied to exploration activity. You will serve as the primary liaison with these groups and build effective working relationships with these offices.

Our DRC compliance register spans dozens of distinct obligations (9 external registers and over 10 actions per license annually) across water protection, buffer zones, rehabilitation, community consultation, work program adherence, and statutory reporting, and is submitted, per licence, to the relevant provincial, territorial, and national authorities. You will be responsible for ensuring our portfolio is properly monitored, documented, and compliant across all licences.

Responsibilities

• Primary in-country contact for CAMI, DPEM, ACE, Direction des Mines, the Geology Department, provincial CAMI offices, provincial mining divisions, provincial governors, and Administrateurs de Territoire
• Research Permit applications, renewals, fee payment, and deadline management,  including all CAMI coordination to Direction des Mines licence grant and in-country due diligence for new permit acquisitions
• PAR coordination with selected Study Office, managing local authority sign-offs, agency lodgement, and follow-up across multiple departments
• Statutory and compliance reporting per licence to provincial and territorial authorities
• Compliance coordination with HSE, Community Relations, and Field Operations to verify activities stay within permit conditions and work program commitments
• Chain-of-custody management for all original permit documents and certified records
• DRC mining legislation monitoring and flagging of compliance implications to leadership
• Support for new permit applications through in-country due diligence and stakeholder engagement

Qualifications

• Minimum 5 years in mineral tenure, land permitting, or operational compliance in Sub-Saharan Africa. DRC experience and direct familiarity with CAMI, DPEM, ACE, and Direction des Mines processes strongly preferred
• Demonstrated ability to build relationships with government officials at national, provincial, and territorial levels, traditional authorities, and community stakeholders, and to represent a company's interests in-country independently
• Practical experience with environmental permitting and regulatory approval workflows, with a demonstrated ability to absorb and navigate evolving compliance frameworks
• Experience with land tenure management systems and record management across a multi-licence portfolio
• Proficiency in GIS principles and software applications for mapping land holdings and permit boundaries
• Intellectual curiosity, a drive to learn across all aspects of mineral exploration, and enthusiasm for taking on an evolving range of responsibilities in a fast-growing company
• A strong communicator who enjoys working on technical problems with colleagues across the company
• Both French and English fluency required

KoBold is seeking to engage a Community Liaison Officer (CLO) who will serve as the primary interface between the company and host communities by building trusted relationships, facilitating effective two-way communication, managing community issues and grievances, and supporting the implementation of community development and social investment initiatives that contribute to sustainable local development and social license to operate.

About the Position

KoBold is seeking to engage a Community Liaison Officer (CLO) who will serve as the primary interface between the company and host communities by building trusted relationships, facilitating effective two-way communication, managing community issues and grievances, and supporting the implementation of community development and social investment initiatives that contribute to sustainable local development and social license to operate.

The Community Liaison Officer is responsible for day-to-day engagement with communities within KoBold’s direct and indirect areas of impact. The role covers stakeholder consultation, grievance management, project support, data collection, reporting, and coordination with internal departments to ensure that company activities are aligned with community expectations, regulatory requirements, and social commitments.

Responsibilities

Stakeholder Engagement & Relationship Management.

• Build and maintain constructive relationships with traditional leaders, local government, community structures, and vulnerable groups.
• Conduct regular sensitization meetings, consultations, and community forums on company activities and projects.
• Facilitate community participation in planning and decision-making processes.
• Maintain an up-to-date stakeholder database and engagement plan.

Communication & Information Sharing

• Communicate company plans, timelines, and impacts clearly to communities.
• Provide timely feedback from communities to internal departments.
• Support the preparation of reports, briefs, and communication materials.
• Coordinate awareness campaigns on projects, health, safety, and environmental matters.

Grievance Management & Conflict Resolution

• Receive, register, and track community complaints and grievances.
• Investigate issues in coordination with relevant departments.
• Facilitate fair and timely resolution of disputes.
• Maintain grievance logs and provide regular analysis and reporting.

Support to Community Development Programs

• Assist in the planning and implementation of Community Investment projects (health, education, agriculture, water, livelihoods, local content).
• Mobilize communities and beneficiaries for program participation.
• Support beneficiary selection and verification processes.

Monitoring, Data Collection & Reporting

• Prepare weekly and monthly reports on engagement activities and issues raised.
• Maintain proper documentation of meetings, consent, and commitments.

Risk Identification & Social Performance

• Identify emerging social risks, tensions, or community concerns.
• Provide early warning to management on potential conflicts.
• Support mitigation measures and stakeholder strategies.
• Ensure compliance with company policies and regulatory requirements

Qualifications

• Minimum 3–5 years’ experience in: Community engagement or stakeholder relations, CSR or social performance programs in NGO, development, or mining community projects. 
• Demonstrated experience working directly with traditional leaders, local authorities, government departments, and community structures.
• Experience in grievance management, conflict resolution, and consultation processes.
• Experience in Stakeholder mapping and engagement planning, Community mobilization and facilitation skills. 
• Knowledge of national and international social safeguards, and sustainable development principles.
• Proficiency in MS Office (Excel, Word, PowerPoint) report writing and documentation.
• High level of integrity, cultural awareness, and professional maturity, with the ability to operate effectively in a diverse, cross-functional team.
• Ability to work independently in rural/field settings
• Willingness to travel frequently within project areas
• Valid driver’s license (preferred)
• Fluency in French and Kiluba (written and spoken); knowledge of other local languages is an advantage.
