The Traveling Compliance Specialist ensures compliance with all agencies, funding, and regulatory agreements. They help tenants, across multiple Fairstead properties, maintain affordable housing through certification and recertification annually. The Traveling Compliance Specialist ensures tenants with rent arrears or lease violations are brought to the attention of the Property Manager and compliance team.  

RESPONSIBILITIES: 

• Develop a schedule for implementation the occupancy cycle, unit inspections, apartment availability, interviewing applicants, required verifications/documentation and tenant selection. 

• Enforce occupancy policy and procedures in accordance with regulatory agreements. 

• Implement initial, interim, and annual lease process for all units; coordinate with the compliance team to ensure all subsidy information for the resident is appropriately communicated. 

• Initiate communication to the compliance team for residents out of compliance with rent or house rules. 

• Organize files to support the tracking of all resident related housing court actions. 

• Maintain an accurate and orderly system of office records and tenant files in accordance with Fairstead regulations and agreements; maintain confidentiality as required. 

• Prepare resident move-in packages for the compliance team to review and approve. 

• Provide task supervision as requested by the Property Manager for maintenance and on-site security. 

• Develop and maintain positive relationships with all residents. 

• Complete and/or assist with completing housing program requirements such as Annual Owner’s Certification and monitoring agency file reviews and site inspections. 

• Execute requirements per Fair Housing regulations, Section 504 Act, and Certified Occupancy Specialist programs, HDC, HPD, HCR (Homes and Community Renewal), and HUD. 

• Actively participate in all necessary training to ensure that sites maintain compliance with Project-Based Section 8 programs as well as HPD, HDC and other government agency programs that have oversite to properties. 

• Assist Property Managers and Fairstead staff in developing responses to requests from third-party monitoring agencies. 

• Provide superior customer service to residents and prospective residents by promptly responding to all incoming calls, messages, and emails in a professional, respectful manner. 

• Travel required. 

• Perform other duties as assigned.

Fairstead is seeking a Regional Compliance Manager to join our on-site property management team. In this role, the Compliance Manager is responsible for maintaining compliance with the Housing Authority, executing effective annual administrative operating cycles, ensuring all requirements are completed, and liaising with the residents, housing authorities, and other stakeholders to maximize economic outcomes, and minimize operational risks. 

RESPONSIBILITIES: 

Portfolio & Certification Management

• Manage compliance activities for an assigned portfolio of residential units within a designated geographic area.
• Review and approve move-ins, initial certifications, interim recertifications, terminations, and move-outs within 48–72 hours.
• Monitor and track recertifications to ensure timely completion and accuracy.
• Review annual certifications and resolve discrepancies related to income, employment, or zero-income households.
• Enter corrections, comments, and approvals in Yardi and RealPage (OneSite).
• Collaborate with Community Managers, Assistant Community Managers, and Recertification Specialists to resolve compliance issues.

Audit & Reporting Oversight

• Lead preparation for Management and Occupancy Reviews (MORs), LIHTC compliance audits (for blended sites), and investor audits.
• Conduct bi-weekly meetings with site teams to review recertifications, discrepancies, and upcoming audits.
• Partner with Accounting and HAP Specialists to resolve tenant ledger, rent, and voucher discrepancies.
• Prepare and submit biweekly compliance workbooks, including outstanding recertifications and EIV discrepancies, to the Director of Compliance and site staff.
• Participate in weekly compliance leadership meetings to review portfolio status, challenges, and upcoming audit requirements.

Team Support & Communication

• Create and manage Teams communication groups for assigned sites to provide ongoing support and real-time guidance.
• Ensure site staff complete monthly and 90-day EIV reports and resolve discrepancies promptly.
• Provide backup coverage when compliance team members are out.
• Mentor and train site staff to ensure compliance with program regulations and audit readiness.

Senior Compliance Manager Duties (as applicable)

• Assist the Director of Compliance with monthly, quarterly, and annual reporting.
• Supervise compliance staff and act as departmental lead when the Director is out of the office.

Fairstead is seeking a Compliance Lease-Up Specialist  to join our property management team. In this role, the Compliance Lease-Up Specialist will lead all compliance efforts related to the lease-up phase, ensuring 100% adherence to federal, state, and local housing regulations.  This role is responsible for maintaining compliance with all federal and state housing regulations, including Low Income Housing Tax Credits (LIHTC) and HUD Project-Based Section 8.  This compliance role will work alongside leasing, operations, and social services teams to guarantee a smooth, timely, and fully compliance lease-up experience, as well as acting as a liaison between site staff, residents, housing agencies, and other stakeholders to maximize economic outcomes, and minimize operational risks.

Offering a $2,500 Sign-on bonus.  Up to 90% travel is required. 

RESPONSIBILITIES:

• Oversee compliance during the initial lease-up and/or takeover phases, ensuring documentation and reporting are completed on time for management and external agencies.
• Ensure the accurate and timely processing of all tenant and resident third party verifications, and compliance paperwork requirements.
• Conduct detailed initial reviews of lease-up files, ensuring accuracy, completeness, and program eligibility prior to submission to regulatory agencies.
• Establish a standardized review process and Quality Assurance check to streamline file approvals and reduce error rates.
• Facilitate and schedule weekly compliance check-in calls to ensure goals and workflows keep pace with unit delivery, qualification, and occupancy timelines.
• Assist with onboarding and compliance support for new site team members, when needed.
• Ensure all final approved lease-up resident files are uploaded into SharePoint, OneSite/Yardi (as applicable), and investor platforms.
• Ensure the state monitoring databases are updated monthly (or more frequently) as required.
• Ensure documentation/forms used by site staff are up to date.
• Serve as the primary compliance liaison for file submissions, approvals, and audits.
• Ensure timely responses to audit findings and implement corrective action plans as necessary.

• Three (3) years of affordable housing compliance experience with strong knowledge of affordable housing multifamily leasing and compliance for both LIHTC and PBRA Section 8 programs.

• COS Certification through NCHM required or must be able to obtain within first 60 days of employment.
• HCCP, BOS, AHM, or other widely known affordable housing compliance certifications are preferred.
