Dynamis is seeking an Arms Control Analyst to provide expert analytical support services for the arms control mission at HQ PACAF, Joint Base Pearl Harbor-Hickam, Honolulu, Hawaii. The selected candidate will research, review, and analyze arms control policy, programming and technical issues, provide written and oral recommendations on policy and operations, and support treaty- and agreement-related implementation, compliance planning, guidance documents, and Air Force Instructions across the Indo-Pacific theater. The position entails full-time, on-site support at HQ PACAF.
Responsibilities:
• Provide full-time on-site arms control support to HQ Pacific Air Forces (PACAF) at Joint Base Pearl Harbor-Hickam, HI.
• Conduct research and analysis of Department of Defense, interagency, and international policies, technical issues, and classified U.S. positions relating to arms control treaty negotiations, treaty implementation, compliance planning, and risk management, with a focus on the Indo-Pacific security environment and regional partners.
• Review and comment on U.S. Air Force, PACAF, and higher headquarters arms control proposals, plans, compliance instructions, and policy documents for alignment with Department of Defense and U.S. Government objectives as well as legal and policy compliance.
• Prepare and update command-wide training materials; assist units and subordinate commands in preparing for and executing on-site inspections and compliance verifications associated with arms control agreements, nuclear operations, and Countering Weapons of Mass Destruction (CWMD) policy.
• Support implementation, policy, and compliance activities for treaties, legally- and politically-binding agreements, and multinational data exchanges relevant to the Indo-Pacific region, including the Chemical Weapons Convention, Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and regionally specific agreements or arrangements.
• Serve as HQ PACAF subject matter expert (SME) on the implications of arms control, proliferation prevention, and disarmament agreements for command operations, force posture, and strategic planning throughout the Indo-Pacific.
• Provide technical analysis, guidance, and recommendations on arms control operational planning, force deployment, and compliance with national and command-level requirements in the dynamic Indo-Pacific theater.
• Advise PACAF leadership on treaty requirements, reporting obligations, and the operational impact of arms control restrictions; ensure command activities and deployments remain in compliance with U.S. obligations across all assigned jurisdictions.
• Manage military data exchanges and compliance reporting requirements using standardized Air Force, DoD, and treaty-reporting systems, including electronic and classified data submissions.
• Support U.S. Air Force on-site inspection and overflight activity planning and execution required by arms control agreements across the Pacific, liaising with external U.S. agencies and multinational partners as required.
• Train personnel from PACAF installations and tenant units on inspection protocols and access management to protect sensitive U.S., allied, and partner information during verification activities.
• Assess and advise on arms control or verification issues affecting command operations, readiness, engagement activities, and mission assurance—including contingency response and counter-proliferation operations.
• Provide backup subject matter expertise, analysis, and staff support for the PACAF Counter-Proliferation and Counter-Weapons of Mass Destruction mission areas as assigned.
• Identify and develop requirements to ensure current and future arms control and CWMD mission needs are properly resourced, tracked, and reported.
Requirements:

• Active Top Secret clearance
• Demonstrated experience in arms control treaty implementation and compliance
• Highly desirable: Experience supporting Air Staff, Major Command (MAJCOM), or PACAF arms control mission execution
• Proven ability to work independently and as part of a collaborative team in a high-operational tempo environment
• Experience liaising with headquarters, subordinate units, and interagency/DoD partners on policy and compliance matters
• Successful completion of formal training courses on arms control treaties preferred
• Proficiency in Microsoft Office programs; skilled in the development of technical reports, plans, and presentation materials
• Expertise in written and verbal briefing, with the ability to develop and present detailed, coordinated recommendations on sensitive issues to senior leaders
• Air Staff, Major Command, or DoD headquarters staff experience (preferred)
• Familiarity with the arms control compliance process, including working knowledge of DoD and interagency coordination
• Understanding of the Air Force planning, programming, and resource allocation process; experience with military/technical program management preferred
• Knowledge of Indo-Pacific regional treaties, agreements, and arms control/counter-proliferation regimes preferred
• Knowledge of Air Force, DoD, and government-wide counter-proliferation, C-CBRN, and CWMD doctrine and policy is highly desirable
• Familiarity with host nation partnership, regional engagement, and local compliance requirements is preferred
• Ability to analyze treaty text, apply guidance from multiple sources, and translate into actionable plans, instructions, and directives
• Knowledge of automated information and data management/reporting systems used for arms control documentation and briefings
• Highly skilled in written and oral communication, including the ability to coordinate and present complex operations orders, technical recommendations, and sensitive policy guidance

Dynamis is seeking a Senior Analyst/Site Lead that will assist the Program Manager (PM) with supervising contractor personnel at each site and manage all site-specific workloads, while serving as an additional designated liaison between the contractor and the government. Senior Analyst shall provide adequate guidance and oversight to other contract personnel to ensure the quality of work meets or exceeds government requirements. The Senior Analyst will ensure that all contractor personnel adhere to all government policies, procedures, and guidelines. The Senior Analyst will also provide statistical information to the contractor and the government as needed or requested. All administrative functions performed by Senior Analysts shall not exceed more than ten percent of any workday without permission from the Contracting Officers Representative (COR). The Senior Analyst will also share knowledge and expertise about research techniques with government employees; both formally in a training setting or informally during casework. The Senior Analyst will ensure that cases are assigned according to their priority and will inform the COR when more casework is needed or when the caseload requires support from additional contract personnel on the contract regardless of office location. Senior Analyst/Site Lead shall be responsible for the management and performance of all work under this task order at their respective site (NCATC or PERC). The Senior Analyst shall be the primary point of contact for the contracting officer and designated COR in the PM’s absence.
