The Project Finance Associate Director supports a U.S. Government Agency in executing complex international finance transactions. This role operates within a dynamic investment team focused on advancing strategic projects in emerging markets. 

The Associate Director plays a key role in supporting transaction execution across the full project lifecycle, including due diligence, financial analysis, and coordination of internal and external stakeholders. The Political Risk Insurance Projects Director supports a U.S. Government Agency in managing complex international risk mitigation initiatives. This role operates within a specialized function responsible for evaluating, structuring, and underwriting political risk solutions for investments in emerging and developing markets. 

The Director serves as a senior specialist leading the assessment and execution of highly complex insurance transactions. The position requires deep expertise in political risk analysis, underwriting, and international investment environments, as well as the ability to engage with senior stakeholders across public and private sectors. This position is based in the Washington, D.C. metropolitan area, and is contingent upon award.

Responsibilities

• Evaluates projects proposed by investors and designs the insurance coverage, personally handling unusually complex and significant issues as well as representing the Agency at the highest levels in negotiations with investors and foreign government representatives. Projects include the most complex issues and conditions and require the conduct of sensitive negotiations and original underwriting techniques performed with authoritative technical independence. 
• Reviews formal applications for political risk insurance. Analyzes the nature of investment, equity and loan instruments, project agreements, and related documents. Determines the level of concentration risk in the industry or country. Reviews laws and practices regarding investment and foreign exchange in country of proposed investment, as well as the investment conditions and political climate in order to assess political risk and anticipate and deal with problems that might arise. Reviews and works with other relevant departments to determine appropriateness of foreign government approval of the project and the investment's contribution to economic development in the project host country; the effect on U.S. balance of payments and employment; and the projects' environmental implications. Reviews final insurance applications and, when needed, requests supporting information and documentation. 
• Advises investors on whether the proposed project is insurable. Determines whether there are problems or restrictions that would make the project, investment, and/or investor ineligible and suggests, if possible, reshaping to achieve eligibility. Performs risk evaluation and proposes pricing. 
• Develops concepts and innovative approaches to provide and support political risk coverage. 
• Assists in maintaining and expanding the business pipeline for risk mitigation services, working with U.S. and foreign private sector and government officials, as well as with representatives of multilateral and bilateral development finance institutions. 
• Develops and sustains relationships with corporate, multilateral, and bilateral representatives to ensure early identification of future projects with potential for enhanced participation. 
• Negotiates and confers with senior officials and/or counsel of the investors regarding character of investment, the appropriate insurance coverage(s), and provisions of the contract. Provides suggested language for adaptations, changes in, or addenda to the standard contract and determines need for and obtains advice or clearance from legal counsel and other relevant parties.

Qualifications

About the Position

About the Position

The contractor will support a US Government Agency's budget-related functions and financial management, administering political risk insurance, financing, investment funds, equity, grants and pre-investment programs, and monitoring and maintaining transactions pursuant to the government's policies and procedures for financial monitoring.

Work involves maintaining international finance billing and collection system, preparing automated and special billings in accordance with individual transaction requirements as indicated in loan documents, ensuring timely execution and delivery of billings and payments with borrowers, as well as with third party agents (i.e., fiscal agents, brokers and trustees) as appropriate, including the timely notification, payment amount and verification as detailed in finance agreements, providing loan balances, interest rates, interest accrued, and other financial information to government auditors and interagency stakeholders with the U.S. Government, assisting in preparation of quarterly and ad-hoc reports, engaging in frequent communication with clients to reconcile compounded interest and outstanding. • Prepare work products such as data collection and analysis related to overseas offices and officer performance metrics, PowerPoint presentations, briefing memoranda, meeting notes, and talking points for meetings, events, and business development opportunities.
• Support process improvement initiatives across the investment lifecycle by coordinating with team leads and implementers across offices to enable cross-functional collaboration, prioritize workstreams, and support execution.
• Support training staff on human-centered design and agile tools and coordinate meetings and workshops with senior leadership, operations, IT, and other offices to strengthen the efficiency and effectiveness of investment processes.
• Support corporate-wide pipeline and leads management by coordinating with business lines, field office stakeholders, and other internal offices across the investment lifecycle from business development through underwriting and performance monitoring.
• Work with internal and external technical implementers to enhance pipeline and leads data reporting and dashboard capabilities.
• Perform other related duties as assigned.

Qualifications 

• Bachelor’s degree in a related field with a Master’s degree preferred.
• U.S. Citizen and have the ability to obtain and maintain a Public Trust clearance.
• Minimum 4 years of experience in a related consulting or project management field, including development, emerging markets, investment or business advisory services, or management consulting.
• Knowledge and skill in formulating and recommending new policies, processes or strategies.
• Ability to communicate with skill both verbally and in writing. 
• Ability to establish and maintain an effective and cooperative working relationship with representatives internally and externally.
• Knowledge of management and organizational principles and practices along with a knowledge of planning, programming, prioritizing, and skill in gathering data and preparing reports for formal review and analysis.
• Ability to lead effective meetings and present to senior/executive leadership.
• Ability to own and prioritize multiple concurrent workstreams end-to-end.

About the Position

Dexis is currently seeking a Force Development Intelligence Division - Intelligence Systems Staff Synchronization Officer (SSO) for a contract to support the Deputy Chief of Staff (DCS) of the General Staff -8 (G8) in support of the Director of Material. The purpose of this effort is to provide the DCS G-8, Force Development Directorates with dedicated analytic subject matter expertise and programmatic support in force development processes, analysis, integration, information and tactical data systems, force modernization, and the equipment fielding process needed to support the Army's mission.

Dexis is looking for a highly qualified Force Development Intelligence Division – Intelligence Systems Staff Synchronization Officer to support the intelligence division providing analysis and expertise in tactical, operational, strategic, and national security. He/She will leverage their familiarity with doctrine, tactics, techniques, and procedures with Army intelligence units. They will analyze, prioritize and validate intelligence, electronic warfare and cyber requirements to provide current and future Army with timely and decisive warfighting capabilities.

This position is based in the NCR at a client location. The position is subject to client approval and contract award.

Responsibilities

• Support Force Development Intelligence Division.
• Analyze and make recommendations in tactical, operational, strategic and national security readiness.
• Review doctrine, tactics, techniques, and procedures with Army intelligence units.
• Liaise with relevant intelligence units.
• Analyze, prioritize and validate Intelligence, Electronic Warfare and Cyber requirements.
• Provide the current and future Army with timely and decisive warfighting capabilities that support successful accomplishment of the National Military Strategy.

Qualifications 

• At least three years of Military (Army preferred) Intelligence at the tactical, operational, strategic, and national levels.
• Expertise with the doctrine, tactics, techniques, and procedures associated with Army intelligence units.
• Demonstrated experience with analysis and validating Intelligence.
• Familiarity with Electronic Warfare and Cyber requirements.
• Familiarity with the full range of tactical ISR, EW, and Cyber Systems.
• Active TS/SCI security clearance.
• Bachelor's degree(s) in: operations research, applied mathematics, statistics, engineering (Systems or Industrial), and/or computer science.
• Demonstrated experience in using the tools of operations research, specifically the application of systems analysis, simulation & optimization, probability and statistics, data and mathematical analysis during a project.
• Possess the ability to collect and organize information from a variety of sources, such as computer databases, sales histories, and customer feedback.
