Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Outbreak Prevention and Response Officer- multisectoral coordination and community health systems will support Haiti’s effort to prevent, detect and respond to infectious disease threats, aligned with the US Department of State’s America First Global Health Strategy and Global Health security priorities in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The position will strengthen multisectoral collaboration and the integration of the polyvalent community health workers in surveillance, early warning, and community resilience

The role supports the assessment, design, coordination, and implementation of an integrated, inclusive, and operational approach to outbreak prevention, detection, and response aligned with national policies and the US priorities. The position supports implementation of evidence-based interventions consistent with the Multisectoral Health Framework approach.

Responsibilities

• Support the direction of health promotion and outbreak response of MSPP (DPSPE) to assess and strengthen outbreak prevention, and response capacities, community surveillance, and early warning systems, at departmental and community level, in line with Global Health security priorities.
• Contribute to the identification and prioritizations of high impact public health threats with potential regional or cross-border implications using data-driven and risk-based approaches.
• Support the development and implementation of practical, cost-effective strategies and actions plans for local outbreak prevention and response tools such as WASH-FIT, community-based surveillance, and health information systems.
• Lead the development of the national health promotion and evidence-based communication strategy.
• Strengthening multisectoral coordination among human health and animal health, local authorities, civil society, faith-based organization and private sector partners, consistent with the Multisectoral Health Framework and US government global health security objectives.
• Collaborate with CDC, national training institutions, to pave a way for the sustainability of the FETP program beyond U.S.G funding, graduates’ integrations in the national system and the public sector.
• Support the integration, training, and effective deployment of polyvalent community health workers and the field epidemiologist to enhance early detection, reporting, promotion, and community level response to outbreaks.
• Promote accountability, transparency, and result oriented programing using measurable indicators, monitoring and evaluation frameworks, and routine performance reporting.
• Facilitate stakeholder consultations, technical workshops, and validation processes, and support the dissemination of agreed strategies, tools and guidance.
• Contribute to evidence-based communication and community engagement efforts that promote preventive behaviors and strengthen trust in public health systems during outbreaks and health emergencies.

COMMUNICATIONS 

• Regular conference calls with multisectoral stakeholders, U.S. Embassy and GHSD Washington to review progress, discuss activities and address emerging issues. 
• The GHS Technical Advisor should provide information and avail him/herself for calls/meetings with the State Department/U.S. Embassy as requested. 
• The advisor will provide monthly reports to US Embassy/U.S. Department of State 

REPORTING: 

The Outbreak Prevention and Response Officer will provide a detailed monthly report to the U.S. Department of State at the end of each month. Additionally, the Advisor may be required to submit additional reports at the discretion of the U.S. Department of State and LEAP Global. The format for reporting may be adjusted with concurrence from the COR. 

Qualifications

• Advanced degree in medicine, infectious disease, public health, Epidemiology, Health Systems, veterinary medicine/animal health, or related field.
• Training in Field Epidemiology (FETP), infectious disease, Evidence-based Communication, or WASH/IPC preferred.
• 5–7 years of progressive experience in outbreak prevention/response, community health systems, or health security in LMIC settings, ideally in Haiti or the Caribbean.
• Demonstrated experience strengthening multi-sectoral coordination, CBS/EWS, and health promotion/Evidence-based communications at national.
• Hands-on experience working with CHWs and departmental health teams.
• Experience collaborating with MSPP, CDC, USG or similar.
• Experience in PEPFAR, PMI and other multilateral infectious disease and epidemic control programs.
• Verbal and written professional proficiency in English and French.

About the Position

The TB Diagnostic Network Coordinator will support Indonesia’s National Tuberculosis Program (NTP) in delivering life-saving humanitarian assistance service delivery in full alignment with the new Presidential Executive Order directives. The Coordinator’s primary focus will be to provide technical support for direct delivery service, with a special emphasis on strengthening the quality of TB diagnostic services and networks for TB patients.

The Coordinator will work closely with the NTP to support the implementation of TB interventions, particularly those related to diagnostic services and network expansion. The role will involve identifying implementation challenges and contributing to solutions through coordinated technical support, in collaboration with the Global Fund (GF) and other partners. The Advisor will provide ongoing support to the NTP on TB diagnostic and network-related activities and collaborate with the U.S. Department of State (DoS) Health Foreign Assistance Unit in Indonesia.

The Coordinator will be based within the NTP at the Ministry of Health (MOH) and will work under the guidance of the National TB Program Manager (NTP Manager). The Advisor will also contribute to routine reporting and coordination with the U.S. DoS team.

Responsibilities

Technical and Program Support

• Provide technical and operational support to the NTP in implementing Indonesia’s National Strategic Plan for TB diagnostics and laboratory networks.
• Assist the Ministry of Health (MOH) and National Reference Laboratories (NRLs) in expanding access to internationally-recommended molecular rapid TB diagnostics (mWRDs), including Truenat, BD MAX, and other approved technologies.
• Support efforts to strengthen TB laboratory quality assurance systems across the national network.
• Contribute to the implementation of drug-susceptibility testing (DST) and related activities to support improved management of drug-resistant TB (DR-TB).
• Assist with efforts to improve TB laboratory infrastructure and biosafety practices, including supporting renovation activities as needed.
• Support the optimization and expansion of specimen transport and referral systems across districts and provinces.
• Assist in planning and delivering TB laboratory trainings and capacity-building activities for laboratory staff.
• Participate in technical supervisory visits and contribute to documentation of findings and follow-up actions.

Coordination and Program Implementation Support

• Support coordination between the NTP, MOH units, laboratory stakeholders, and implementing partners on TB diagnostic and network activities.
• Assist in identifying and tracking key implementation challenges and support follow-up actions.
• Contribute to communication and coordination with global partners, including the Global Fund and Supranational Reference Laboratories.
• Participate in relevant technical working groups and implementation meetings at national level.

REPORTING

The TB Diagnostic Network Coordinator will report to and receive technical direction from the NTP Manager and will work in close collaboration with U.S. DoS Health Foreign Assistance Unit. The Coordinator will submit a monthly summary of activities to the NTP manager and U.S. DoS TB focal points by the 5th day of the following month and will meet with the U.S. DoS Health Foreign Assistance team on a quarterly basis to review progress and priorities. Additionally, the Advisor will submit a weekly progress report highlighting achievements to the U.S. Embassy/ U.S. DoS team.

Qualifications

• Advanced degree in public health, laboratory sciences, or a related field.
• Minimum of 3 years of relevant experience in TB, public health, or laboratory systems strengthening.
• Experience supporting TB programs, preferably at national or sub-national level.
• Familiarity with TB diagnostic approaches, laboratory systems, and DR-TB management.
• Experience supporting implementation of health programs or projects, including coordination with multiple stakeholders.
• Ability to review data, identify challenges, and contribute to practical solutions.
• Experience supporting training or capacity-building activities is an asset.
• Experience working with government counterparts and/or international partners preferred.
• Strong organizational and communication skills.
• Proficiency in Microsoft Office and relevant data tools.
• Fluency in written and spoken English
• Professional proficiency in Bahasa Indonesia preferred.

About the Position

The Senior Data and Systems Transition Advisor will provide oversight of MOU implementation plan and support the effective transition of all USG-funded public health programs, with a particular focus on strengthening Health Management Information (HMIS) Systems, as part of the Operations Center for public health emergencies (COESP) strengthening, including but not limited to (Laboratory Information System {LIS), District Health Information Software 2 {DHIS2}, SIS-Comunitário, Digital Individual Vaccination Registry {ReDIV}, Supply Chain Management Tool {IOTA}, Supply Chain Management System and Logistics Information and the Integrated Medicine Registration System {SIREMA}, Quantification Analytics Tool {QAT} and Power BI) in full alignment with the new Presidential Executive Order (EO) directives. The Specialist will work closely with government counterparts, implementing partners, and other stakeholders to ensure continuity of services, strengthen local capacity, and enhance the sustainability of public health interventions.

The primary focus of the Data and Systems Transition Advisor will be to provide technical guidance to ensure the Government of Angola Ministry of Health including the National Public Health Directorate (DNSP), National Malaria Control Program (NMCP), National HIV/AIDS Institute (INLS), National Institute of Health Research (INIS), Studies, Planning and Statistics Cabinet (GEPE), Information Technologies Cabinet (GTI) adopts and adapts systematic processes of strengthening existing capacity, systems, and resources necessary to independently plan, finance, implement, and sustain public health programs and services, towards self-reliance. The Advisor will support the Government of Angola Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

By strengthening data systems and promoting systematic data use, the Data and Systems Transition Advisor will provide technical assistance to increase malaria case detection and treatment success, reduce stockouts of critical commodities, improve ART continuity and viral suppression, and ultimately contribute to lower malaria incidence and HIV-related morbidity and mortality.

The Advisor will work closely with the Government of Angola Ministry of Health (GRA MOH) to identify programmatic bottlenecks and facilitate solutions through coordinated technical expertise. The Advisor will work closely with both the GRA MOH and the U.S. Department of State (DOS). The GRA MOH will provide day-to-day onsite supervision and guidance while the DOS Senior Foreign Assistance Specialist will provide overall technical guidance and supervision, integrate the Advisor's work into DOS priorities, provide workplan approval, track progress, and oversee the reporting responsibilities of the Advisor.

Responsibilities

Technical Leadership

• Lead and coordinate activities related to the transition of public health programs to local ownership, ensuring alignment with national strategies and donor requirements.
• Support the design, implementation, and optimization of HMIS to enhance data quality, reporting, and use for decision-making.
• Integrate data from multiple platforms to provide a clearer, real-time picture of malaria and HIV program performance.
• Assess and strengthen supply chain systems to improve procurement, delivery, availability, quality, and management of life-saving commodities.
• Improve quality, timeliness, and use of routine data for evidence-based decision-making on commodity allocation, outreach, and funding for malaria and HIV.
• Strengthen local capacity to analyze and use data at national and subnational levels, ensuring that malaria and HIV programs can sustain data-driven decision-making over time.
• Provide technical assistance and capacity strengthening to government and partner staff on supply chain and eLMIS best practices and associated monitoring and surveillance to ensure accountability and track progress.
• Develop and implement transition plans, including risk assessments, stakeholder engagement strategies, and monitoring frameworks.
• Facilitate regular coordination meetings with stakeholders to track progress, address challenges, and share lessons learned.
• Prepare technical reports, presentations, and documentation for internal and external audiences.
• Monitor and evaluate the effectiveness of transition and systems strengthening activities, recommending adjustments as needed.
• Ensure compliance with organizational policies, donor regulations, and national guidelines.
• Together with the partner government provide technical and managerial expertise to GRA MOH health districts and local communities to strengthen institutional capacity.

Management of Program/Activity Implementation

• Ensure that U.S. government resources are maximized towards achievement of sustained results in program transition and systems strengthening in line with U.S. government laws, regulations, policies, and procedures to prevent fraud, waste and abuse.
• Provide technical support to the Department of State implementing partners and managerial support as needed during the planning, design and implementation phases to ensure the quality of interventions and programmatic targets are aligned with programs transition and sustainable approaches.
• Recommend changes in strategic and/or implementation approaches, using analysis of program performance in alignment with America First Global Health Strategy (AFGHS) transition, sustainability, and country self-reliance objectives.
• Work with Government of Angola Ministry of Health and stakeholders to ensure that programmatic commodities are purchased in a timely and cost-effective manner; and that absorptive capacity exists in implementation sites to receive, manage and distribute these life-saving commodities effectively.
• Support the design and monitoring of high-impact interventions—such as optimized case management, vector control, HIV testing, linkage to treatment, and viral load monitoring—and track whether they are reaching the right (vulnerable and high-risk) populations.
• Participate in quantification (forecasting and supply planning) meetings to inform HIV and malaria commodity quantifications that will guide donor procurements. Troubleshoot bottlenecks in the ordering and delivery process.
• Provide expert advice and practical experience in helping the GRA MOH, DNSP and the NMP and other partners to monitor inputs, outputs and outcomes, and report on the program’s overall impact.
• Work with the DNSP, NMCP, INLS and other stakeholders to develop, monitor, and evaluate the transition implementation plan through existing GRA MOH institutions and programs systems.
• Ensure timely and accurate reporting of program activities, achievements, and lessons learned to internal and external stakeholders.

Coordination of Data and Systems Stakeholders

• Facilitate regular coordination with government counterparts, implementers, community-based and faith-based organizations, and other relevant stakeholders to ensure effective collaboration and alignment with national priorities.
• Lead the development and execution of detailed work plans for program transition and systems strengthening activities, ensuring clear timelines, deliverables, and roles for all stakeholders.
• Ensure effective communication and coordination between the GRA MOH, DNSP, INLS, NMCP, INIS, Global Fund Prime Recipients, and others as appropriate to promote optimization and avoid duplication of effort and programming gaps.
• Coordinate with other stakeholders and support efforts to address public health programs underfunding and promote domestic funding mobilizations.
• Participate in and contribute to HIV and malaria related service delivery meetings hosted by the NMCP and INLS.

Communications

Qualifications

• Master’s degree or local equivalent from an accredited program in Public Health, International Development, Health, Social or Behavioral Sciences, Epidemiology, Biology, Infectious Disease, Medicine, Pharmacy, or immunization, health systems, supply chain management, information systems, or a related field.
• Minimum of 7 years’ experience in public health program management, with a strong focus on infectious disease, outbreak response, HIV, malaria, supply chain, and/or HMIS strengthening, preferably in low- or middle-income similar setting countries.
• Prior experience working with or for bilateral or multilateral donors/stakeholders such as the World Bank, the Global Fund, or national-level public sector projects and ensuring compliance with U.S. Government rules and regulations.
• Demonstrated experience with program transition processes and capacity strengthening.
• Strong understanding of health supply chain and HMIS concepts, tools, and best practices.
• Excellent communication, coordination, and stakeholder engagement skills.
• Ability to work independently and as part of a multidisciplinary team.
• Excellent interpersonal skills and ability to work in a cross-cultural work environment.
• Proficiency in English and Portuguese required; knowledge of additional languages is an asset.

About the Position

The Senior Public Health HIV Technical Advisor will be based at the Benin National AIDS Control Program within the Ministry of Health (MOH). This position will also provide support to neighboring Togo and will accommodate up to 20% Level of Effort (LOE) for Togo. Periodic travel to Togo may be required.

The Senior Public Health HIV Technical Advisor will support the Ministry of Health (MOH) through the National AIDS Control Program (NACP) in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.  The primary focus of the Advisor will be to provide technical leadership and strategic guidance in the planning, implementation, monitoring, and evaluation of HIV/AIDS carrying out life-saving health assistance (LHA) in full alignment with Presidential Executive Order (EO) directives and the America First Global Health Strategy. The primary focus of the Advisor will be technical leadership to ensure the successful implementation of cost-effective, lifesaving direct service delivery for HIV prevention, care and treatment.  The Advisor will serve as a liaison for the Department of State and USG in engagements with the Benin NACP, international organizations, and donor agencies to ensure coordinated and effective program delivery.

Overall Objective of Assignment:

The Senior Public Health HIV Technical Advisor will serve as a technical advisor in strategic planning, budgeting, implementation, monitoring, and evaluation of HIV/AIDS portfolio. The Advisor will serve as an in-house subject matter leader on HIV/AIDS Prevention, Care and Treatment and serve as a liaison for the Department of State and USG in policy, strategic, and technical engagements with the host-country Ministry of Health (MOH)/ National AIDS Control Program (NACP) amongst others, U.S. Government (USG) interagency, international, and bilateral organizations, and donor agencies to address technical issues and coordinate efforts in implementation of  HIV/AIDS Prevention, Care and Treatment activities. Work may include serving as a Project Manager for significant and targeted interventions, providing technical assistance to the appropriate host-country Ministry in the development of host-country policies, design and implementation plans. The Advisor will work with the host government and other donors to ensure a well-coordinated approach to HIV/AIDS Prevention, Care and Treatment.

Responsibilities

Support to the Ministry of Health (MoH)/National AIDS Control Program (NACP) (35%)

Program Planning and Implementation

• Lead the development, review, and dissemination of key programmatic documents, including the National HIV & AIDS Strategic Plan, ensuring alignment with national health objectives.
• Support the coordination of HIV services across the service delivery continuum at national and subnational level
• Provide technical support to scale up interventions by participating in fieldwork and supportive supervision of healthcare workers to improve delivery of programmatic and clinical HIV interventions at national and sub-national levels.
• Offer clinical HIV Care and Treatment recommendations to MoH/ NACP, ensuring evidence-based practices are adopted ensuring alignment with host Governments, US and broader global health best practices.
• Provide technical and programmatic leadership to strengthen the design, implementation and scale up of integrated HIV/AIDS Prevention, Care and Treatment service delivery strategies across primary, secondary and tertiary health facilities with a focus on decentralization, task shifting and continuity of comprehensive care.

Performance Monitoring and Evaluation

• Monitor and analyze program implementation against established indicators, identifying performance gaps and barriers. Provide actionable recommendations to improve service delivery and patient outcomes.
• Collaborate with technical advisors and MOH staff to institutionalize and scale up quality improvement initiatives for HIV/AIDS Prevention, Care and Treatment services.
• Facilitate routine reviews, including service delivery processes, program reviews, and Data Quality Assessments, ensuring evidence-based adjustments to strategies and operational plans.
• Promote the integration and effective use of routine HIV/AIDS data systems inclusive of the effective harmonization across the continuum of care to strengthen evidence-based decision and system strengthening activities.

Partner Coordination and Resource Management

• Serve as the technical liaison for DoS to NACP, MoH, Global Fund, and other stakeholders to harmonize technical approaches and health systems performance across the HIV/AIDS portfolio.
• Contribute to the joint planning, reviews and coordination platforms to ensure harmonized implementation across the health sector to enhance patient centered and integrated care and reduced duplication of efforts.
• Strengthen resource mobilization by supporting Global Fund grant applications, workplans, and implementation reviews, ensuring alignment with grant objectives.
• Document and disseminate best practices and innovations to expand the impact of successful HIV/AIDS strategies nationwide.
• Collaborate with national and subnational stakeholders to strengthen pre-service and in service training curricula, job aids and standard operating procedures that promote integration of HIV/AIDS services.

Support to the Department of State (DoS) Health Assistance Office (65%)

Technical Assistance for Effective HIV/AIDS Project Implementation

• Provide technical guidance for the HIV/AIDS portfolio, ensuring alignment with U.S. government global health strategy and Benin and Togo’s National HIV/AIDS Program strategies.
• Shape program design by developing performance frameworks and budgets that prioritize life-saving HIV services.
• Review implementing partners’ workplans and progress reports to ensure compliance with program strategies and optimize service delivery.
• Monitor program performance (identifying gap and bottle necks) and support continuous quality improvements to strengthen data driven solutions to strengthen integrated delivery of HIV/AIDS services.
• Conduct site visits and field assessments to verify programmatic data and observe project implementation, providing direct feedback to the DoS office.
• Produce high-quality documentation, including briefing notes, portfolio summaries, and technical reports, to synthesize progress, highlight achievements, and outline challenges with actionable recommendations.

Technical Assistance to the DoS Team

• Provide strategic guidance on HIV/AIDS prevention, diagnosis, treatment, and programmatic management, ensuring alignment with evolving policies and regulatory environments.
• Mentor and support the DoS team and implementing partners in program design and results-based management to enhance decision-making.
• Monitor national HIV/AIDS policy developments, ensuring U.S. government investments remain consistent with NASCP priorities, the National Strategic Plan, and global 95-95-95 goals.
• Facilitate stakeholder engagement with NACP/MOH, Global Fund, civil society, and other partners to harmonize programming and strengthen collaboration.
• Serve as liaison for DOS to strengthen efficiency and expand the capacity of Benin and Togo’s health systems (governance, coordination, logistics and data use) to improve and deliver sustainable health systems improvements for comprehensive and integrated HIV/AIDS prevention, care and treatment.

DELIVERABLES:

1. Meeting Reports: Submit detailed reports from key meetings with MOH, interagency groups, technical working groups (TWGs), donors, and implementing partners. Reports should include actionable recommendations and follow-up plans.
2. Weekly Updates: Provide concise weekly updates to the DoS Team Lead or designee, summarizing key activities, progress, and challenges.
3. Monthly Performance Reports: Deliver comprehensive monthly reports summarizing program achievements, challenges, and data-driven recommendations for improvement. Include quantitative metrics such as the number of patients reached, interventions scaled, or quality improvement initiatives implemented.

In addition to your LEAP Global supervisors and POCs, Senior Public Health HIV Advisor will report to the Senior Project Management Specialist in Benin and his/her designee and has no formal supervisory responsibility.  Incumbents may also have an onsite manager/supervisor, the NACP Coordinator, department and or agency who will provide day-to-day direction defined in the roles and responsibilities above.   

Qualifications

• Master’s degree or local equivalent from an accredited program in Public Health, International Development, Health, Social or Behavioral Sciences, Epidemiology, Biology, Infectious Disease, Medicine, Pharmacy, or immunization.
• Minimum of 7 years of progressive progressively responsible experience in the field of public health programming in developing or middle-income countries, with a preferred focus on HIV/AIDS and other public health disease management, or public health program management in Benin or similar contexts.
• Minimum 2 years’ direct experience providing strategic direction or managing field and or USG PEPFAR/HIV prevention, testing, diagnosis, treatment, initiation, retention, and viral suppression programs.
• Fluency in French and professional proficiency in English.
• Proven leadership in designing, implementing, and evaluating HIV programs at scale.
• Strong experience engaging with Ministry of Health, with or for bilateral or multilateral donors/stakeholders such as the Global Fund, UN agencies, or national-level public sector projects and ensuring compliance with U.S. Government rules and regulations.

As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Advisor will support the Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

The Senior Health Advisor is a USG–funded position embedded in the joint Government of Lesotho (GoL) – USG Transition Management Unit (TMU), which provides technical leadership to implement the health Memorandum of Understanding (MOU) between the Governments of Lesotho and the United States. As part of the TMU, the Advisor will be co-located with the USG health assistance team at the U.S. Embassy; the Advisor will relocate with USG technical staff to a shared USG-GoL workspace when it is opened. Within the TMU, the Senior Health Advisor will support the carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with Presidential Executive Order (EO) directives.  The Advisor will work closely with relevant GoL entities, including the Ministry of Health (MOH), as well as the USG foreign assistance team to plan and implement the transformation of USG-funded HIV and related services, staffing, and commodities to sustainable, GoL led and financed programs and systems. The Advisor will play a central role in supporting the transition of HIV/AIDS programs from USG support to full GoL ownership and funding, ensuring continuity of services, sustained health outcomes, and strengthened national systems.

Key responsibilities include providing exceptional technical assistance in health workforce and commodity transition, reinforcing health technical leadership of the Lesotho MOH at the central and district levels, and utilization of data to guide decision making. The Advisor will collaborate closely with the U.S. Department of State team to inform and guide USG assistance transition, ensuring coordinated, cost-effective, and sustainable delivery of lifesaving HIV services in alignment with the bilateral MOU and USG global health priorities.

Overall Objective of Assignment

The Senior Health Advisor will serve as a senior technical advisor on the transformation and transition of HIV services currently supported by the U.S. Government to Lesotho government management and financing. Through the TMU, the Advisor will:

• Support strategic planning, design, implementation, and monitoring of transition plans for facility and community HIV services, including those delivered through USG implementers;
• Assist GoL to identify and address gaps in service coverage and quality and to strengthen key systems - which may involve supporting a range of activities, including human resource planning, efficiency analysis, digital health improvements, health commodity management and critical supply chain interfaces, facilitating new social contracting or subvention models - ensuring that the transition of services occurs in a phased, well-managed manner that safeguards HIV treatment outcomes and epidemic control; and
• Advise the foreign assistance team on the design, prioritization, and course correction of USG investments that support HIV service transformation and transition.

Responsibilities

Support to the Transition Management Unit (100%)

Provide Exceptional Technical Assistance
Transition Strategy and Work-planning: assist to develop, refine, and implement national and sub-national HIV service transformation and transition plans for facility and community-based services currently funded by USG, supporting the TMU to define clear transition objectives, timelines, milestones, and risk mitigation strategies for service continuity of facility and community based services consistent with the MOU implementation plan.
Service Delivery Strengthening: collaborating with government teams and other stakeholders, identify and address gaps in HIV service delivery, optimizing service delivery models to maintain or improve outcomes as financing and management shift to GoL.

Systems Strengthening for Transition: strengthen government systems to manage HIV service delivery, including support for efficiency analysis and financial planning for HIV programs, human resource planning and role definition, health commodity planning, digital health platform optimization, and integration of HIV services into existing supervision and quality assurance systems, such as the district health management teams.
Subvention support: Provide technical assistance through the TMU on the improvement of subvention mechanisms and other approaches to finance nongovernmental or community-based HIV services.
Capacity strengthening: provide on-the-job training and mentoring to TMU staff and government teams to enhance technical and managerial skills required for the co-management of USG implementers, management of G2G awards, and preparation for fully domestic funding of programming.

Monitoring, Evaluation, and Knowledge Management

• Data, Monitoring, and Learning: through the TMU, define and monitor key transition and sustainability indicators, and to conduct routine transition reviews at national and sub national levels, providing expert technical assistance to improve the collection, analysis, and use of data by government stakeholders for decision-making related to transformation and transition of HIV services, with a focus on priority outcome and performance indicators under the MOU.
• Knowledge Management: Facilitate the documentation and dissemination of lessons learned, promising practices, and innovations related to transition of facility and community HIV services, including government-led case studies and policy briefs.
• Field Monitoring and Reporting: Conduct site visits and field assessments (facility, community, and systems) to observe transition implementation, verify programmatic data related to transition, and gather qualitative feedback from clients, providers, and managers, providing timeline written and verbal feedback to TMU leadership and the foreign assistance team. 

Implementation Support

• Program Design, Performance Management, and Oversight: support the TMU team in the development and review of implementer workplans, budgets, and targets to ensure alignment with MOU transition timelines, national transition strategies, and GoL priorities.
• USG Strategic Guidance and Investment Planning: Provide high-level technical guidance to TMU leadership and the foreign assistance team on the design, prioritization, and sequencing of USG investments that support HIV service transformation and transition, including recommendations for course corrections based on performance, risk, and evolving context.

Deliverables :

1. Strategic Reports and Documentation
   Minimum of two high-quality technical briefs per quarter summarizing program achievements, challenges, and recommendations.
   Monthly activity reports submitted to DOS and LEAP highlighting technical assistance provided, key outcomes, and next steps.
2. Stakeholder Engagement Outputs
   Written summaries of at least four key stakeholder meetings per month (MoH, donors, TWG or other working groups, interagency) capturing decisions, action points, and follow-up requirements.

The Senior Outbreak Prevention and Response Advisor will support Haiti’s effort to prevent, detect and respond to infectious disease threats, aligned with the US Department of State’s America First Global Health Strategy and Global Health security priorities in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The position will strengthen multisectoral collaboration and the integration of the polyvalent community health workers in surveillance, early warning, and community resilience

The role supports the assessment, design, coordination, and implementation of an integrated, inclusive, and operational approach to outbreak prevention, detection, and response aligned with national policies and the US priorities. The position supports implementation of evidence-based interventions consistent with the Multisectoral Health Framework approach.

Responsibilities

●    Provide high-level advisory support to the Ministry of Public Health and Population (MSPP/DPSPE) to shape national strategies, policies, and priorities for outbreak prevention, detection, and response, ensuring alignment with global health security objectives and U.S. Government priorities.
●    Lead the design and oversight of integrated, evidence-based approaches to strengthen community surveillance systems, early warning mechanisms, and outbreak response capacities at national and subnational levels.
●    Guide the identification and prioritization of high-impact public health threats, including those with regional and cross-border implications, using advanced data analytics and risk-based frameworks.
●    Oversee the development and implementation of scalable, cost-effective strategies and tools (e.g., WASH-FIT, community-based surveillance, health information systems), ensuring sustainability and government ownership.
●    Lead the development of national health promotion and evidence-based communication strategies to drive behavior change, strengthen community trust, and improve outbreak response outcomes.
●    Serve as a senior convener to strengthen coordination across human and animal health sectors, government entities, civil society, faith-based organizations, and private sector partners, in line with the Multisectoral Health Framework.
●    Provide strategic guidance to strengthen and institutionalize workforce development initiatives, including the Field Epidemiology Training Program (FETP), ensuring long-term sustainability and integration into national systems.

●    The Senior Advisor should provide information and avail him/herself for calls/meetings with the State Department/U.S. Embassy as requested. 
●    The advisor will provide monthly reports to US Embassy/U.S. Department of State 

REPORTING:

The Senior Advisor will provide a detailed monthly report to the U.S. Department of State Haiti Health Team Lead and Infectious disease  submitted by the 5th day of the following month.  Additionally, the Advisor will submit a weekly progress report to the Haiti health foreign assistance team to include outbreak progression details, and a short paragraph about main accomplishments for that week and top priorities for the week ahead.

Qualifications

●    Minimum of a master’s degree in public health, infectious disease, epidemiology, ecology, veterinary medicine or a related field. 
●    At least seven (7) years of public health and/or animal health and/or related experience in developing countries including at least three (3) years of experience working with USG or other donor on international public health outbreaks.
●    Verbal and written professional proficiency in French and intermediate written English;

Preferred Qualifications

●    Training in Field Epidemiology (FETP), infectious disease, Evidence-based Communication, or WASH/IPC preferred.
●    Demonstrated leadership in multisectoral coordination, national-level strategy development, and large-scale program oversight.
●    Proven ability to influence policy, manage high-level stakeholders, and lead complex, multi-partner initiatives.

The strategy emphasizes country ownership, co-investment, transition of U.S.-supported services to national systems, stronger public financial management, and clear performance benchmarks.

Angola remains a priority partner under this approach. Malaria and HIV are major causes of morbidity and mortality and are central to Angola’s broader infectious disease and global health security landscape. Strengthening Angola’s capacity to prevent, detect, and respond to malaria, HIV, and other epidemic and pandemic-prone diseases is important both for Angolans and for U.S. health security.

Consistent with this strategy, the United States and the Government of Angola aim to:

• Transition malaria and HIV program implementation from parallel, partner-managed platforms to GRA MOH-led systems;
• Strengthen GRA MOH and MOF financial, programmatic, and data systems to manage both domestic and U.S. resources; and
• Gradually increase GRA responsibility for malaria and HIV services, commodities, and health security functions, moving Angola toward health system independence and self-reliance.

The G2G Transition Advisor (“the Advisor”) will support GRA MOH, the MOF, and the U.S. Department of State to design and manage Government-to-Government (G2G) arrangements that advance these goals for malaria, HIV, and related global health security (GHS) capacities. The Advisor will support the Government of Angola in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

Purpose of the Position

The purpose of this position is to provide high-level technical and transition support to GRA MOH, the MOF, and the U.S. Department of State to:

1. Facilitate a structured transition of U.S.-supported malaria and HIV activities to GRA systems, in line with America First principles of country ownership, co-investment, and sustainability.
2. Integrate malaria and HIV program strengthening into Angola’s broader GHS capacities to prevent, detect, and respond to infectious disease threats.
3. Support the design, implementation, and monitoring of G2G awards that use and strengthen GRA MOH and MOF systems, including public financial management, while achieving agreed malaria, HIV, and GHS outcomes.
4. Promote long-term sustainability by supporting GRA to increase domestic financing, manage risks, and maintain performance as U.S. support evolves.

Position Description and Reporting

The Advisor will be embedded jointly within:

• GRA MOH (e.g., PNCM and the National HIV/STI Program / Directorate of Public Health); and
• The MOF (relevant budget, treasury, or aid coordination units engaged in health G2G arrangements).

The Advisor will coordinate closely with:

• GRA MOH directorates (e.g., surveillance/epidemiology, laboratories, primary health care, planning and finance, emergency preparedness); and
• MOF counterparts responsible for budgeting, execution, and oversight of health related G2G funding.
• Designated officials from GRA MOH and the MOF will provide day-to-day direction and supervision.
• The U.S. Department of State will provide technical guidance and oversee alignment with U.S. policy and program objectives.

Responsibilities

G2G Design and Transition Planning

• Support GRA MOH, the MOF, and the U.S. Department of State to design and periodically update a malaria and HIV G2G transition plan that:
• Identifies functions to be transitioned from partner-managed to GRA implementation (e.g., service delivery, supervision, surveillance, data analysis, supply chain, laboratory);
• Sets timelines and performance benchmarks for each transition step; and
• Clarifies GRA MOH and MOF roles, responsibilities, and expected co-investment in workforce, commodities, and operations.
• Ensure malaria, HIV, and GHS priorities are reflected in G2G award designs, work plans, and performance frameworks.
• Help align G2G arrangements with national malaria and HIV strategic plans, national health sector plans, and Angola’s GHS commitments.

MOU Implementation Plan Oversight

• Serve as a core member and day-to‑-‑day technical coordinator within the GRA MOU Implementation Management Unit (IMU) for health.
• Support GRA MOH and MOF to operationalize the MOU Implementation Plan by:
• Translating MOU commitments and performance frameworks into annual and multi‑year implementation plans, budgets, and G2G workplans;
• Ensuring malaria and HIV‑-specific‑ outputs, milestones, and indicators are clearly defined, measurable, and aligned with national strategies and GHS priorities;
• Coordinating across GRA MOH programs (PNCM, National HIV Program, surveillance, labs, primary care) and MOF units to sequence activities, address dependencies, and resolve bottlenecks.
• Lead routine IMU oversight of MOU implementation, including:
• Organizing and facilitating regular IMU review meetings to track progress against the Implementation Plan for malaria, HIV, and GHS-related‑ actions;
• Reviewing technical and financial progress reports from implementing departments and consolidating them into concise briefs for senior GRA leadership and the U.S. Department of State;
• Identifying delays, performance gaps, and system weaknesses affecting MOU implementation and proposing realistic, time‑bound corrective actions.
• Ensure that malaria and HIV program strengthening is fully reflected in, and driven by, the MOU Implementation Plan by:
• Verifying that planned activities and budgets adequately support community and facility‑-‑based surveillance, case detection, diagnosis, treatment quality, data use, and continuity of services during emergencies;
• Confirming that MOU milestones and indicators capture progress on integrating malaria and HIV platforms into broader GHS capacities (surveillance, labs, workforce, emergency operations) and on advancing IHR, JEE, SPAR, and 7‑1‑7 targets;
• Promoting consistent use of national health information and data visualization systems for tracking malaria and HIV indicators included in the MOU.
• Provide joint oversight and advisory support to ensure that MOU implementation advances:
• Transition of malaria and HIV implementation to GRA systems;
• Strengthening of public financial management and accountability for G2G funds; and
• Movement toward Angola’s long-term sustainability and self‑-reliance ‑goals under the MOU.

Systems Strengthening, Risk Mitigation, and Sustainability

• Work with GRA MOH and the MOF to identify system gaps that affect G2G implementation and sustainability of malaria and HIV programs (e.g., public financial management, procurement, supply chain, M&E, supervision).
• Provide technical input on practical, phased measures to strengthen these systems, including training, SOPs, improved data use, and coordination mechanisms between MOH and Finance.
• Coordinate with any third-party mechanisms conducting formal risk assessments of GRA systems, helping U.S. Department of State and GRA counterparts interpret findings, prioritize risks, and translate them into actionable mitigation and capacity-building plans.
• Monitor implementation of mitigation and systems-strengthening actions related to G2G awards and provide regular feedback to GRA MOH, the MOF and the U.S. Department of State.
• Advise on balancing the pace of transition with program and systems performance, recommending adjustments to protect malaria and HIV outcomes and health security.

Donor Coordination and Alignment

• Support GRA MOH and the MOF to align external financing (e.g., Global Fund, Pandemic Fund, and other partners) with Angola’s malaria, HIV, and GHS transition agenda and G2G arrangements.
• Participate in or help organize technical working groups and coordination meetings to:
• Avoid duplication between G2G and non‑G2G investments;
• Promote consistent technical and financial approaches across partners;
• Encourage co-investment and support for GRA systems rather than parallel structures.

Communication and Coordination with the U.S. Department of State

• Serve as a key technical and transition liaison among GRA MOH, the MOF, and the U.S. Department of State on malaria, HIV, GHS, and G2G matters.
• Provide timely inputs for U.S. planning and reporting processes related to malaria, HIV, GHS, and the America First Global Health Strategy (e.g., narrative updates, data summaries, risk and mitigation status).
• Highlight emerging risks, opportunities, or policy issues requiring attention U.S. Department of State.

Deliverables

The G2G Transition Advisor will produce, at a minimum:

1. Inception Work Plan (within 30–45 days):
   • Joint GRA MOH– MOF– U.S. Department of State work plan outlining key transition activities, G2G design support, technical priorities, and expected results, disaggregated by malaria and HIV.
2. Weekly Updates:
   • Brief written updates and participation in weekly calls summarizing major activities, achievements, challenges, and upcoming priorities.
3. Monthly Reports (by the 5th of the following month):
   • Narrative report on progress against this SOW and the transition plan, including:
     • Malaria-specific and HIV-specific activities and results;
     • Status of transition milestones and system strengthening actions;
     • Risks and recommended mitigation steps.

1. Technical and Systems Inputs:

   • Short notes or presentations summarizing transition progress, key bottlenecks, and recommended next steps for GRA MOH, the MOF, and DOS decision‑makers.

REPORTING:

The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month summarizing activities, results, risks, and recommendations. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week, clearly identifying malaria versus HIV activities, G2G/financial systems work, and key transition milestones.

Level of Effort and Travel

The G2G Transition Advisor will work full‑time in Luanda, with:

• Approximately 50% level of effort dedicated to malaria-related transition and GHS work; and
• Approximately 50% level of effort dedicated to HIV-related transition and GHS work.

Regular in-country travel to provinces and municipalities is expected to support joint supervision, capacity building, and transition implementation. Limited international travel may be required for regional meetings or technical consultations, subject to approval by GRA MOH, the MOF and the U.S. Department of State.

Qualifications

• Advanced degree in public health, epidemiology, health systems, public financial management, public administration, or a related field.
• At least 7 years of experience in malaria, HIV, and/or broader health systems or global health security in low- or middle-income country settings.
• Demonstrated experience working with national ministries of health and/or finance on program implementation, transition/handover, or Government-to-Government or similar mechanisms.
• Experience with donor-funded health programs and basic understanding of public financial management and risk mitigation in a government context.
• Strong analytical, communication, and coordination skills, including the ability to work effectively with senior government officials, implementors and other stakeholders.
• Fluency in Portuguese and professional proficiency in English.

Preferred:

• Experience with U.S. Government-funded health programs and familiarity with U.S. financial and compliance requirements.
• Experience with Global Fund, Pandemic Fund, or other global health financing mechanisms related to malaria and HIV.

LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Global Health Security (GHS) Advisor will support the Papua New Guinea National Department of Health (NDOH) in coordinating, tracking, and implementing the Memorandum of Understanding (MOU) between the Government of the United States of America and the Government of the Independent State of Papua New Guinea.  This five-year MOU aims to strengthen PNG's health system, achieve HIV cascade targets, reduce maternal and child mortality, enhance infectious disease surveillance and outbreak response capabilities.  The Health Expert will provide technical leadership across four key areas of cooperation: (1) Surveillance & Outbreak Response, (2) Laboratory Systems, (3) Data Systems, and (4) Strategic Investment, while managing critical transitions including the transfer of U.S.-funded frontline healthcare workers and digital health systems to PNG Government management.

The Senior GHS Advisor will support the NDOH and relevant government departments through the GHS Multisectoral Steering Committee (MSC) and technical working groups for: (i) coordination and tracking of MOU Implementation Plans, (ii) management of program activities including integrated digital health systems rollout aligned with PNG's National Digital Health Strategy 2025-2030, (iii) coordination of U.S. Government implementing partners, provincial health authorities, and civil society organizations, and (iv) comprehensive reporting on outcome and process metrics. The Advisor will support the NDOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The Advisor will identify implementation bottlenecks and facilitate solutions through coordinated technical support.  The Health Expert will be based within the NDOH under the direction of appropriate Ministry staff serving as the onsite Manager/Supervisor and will report to the U.S. Department of State weekly and monthly. Familiarity with U.S. Department of State programming is highly desirable.

Responsibilities

Technical Leadership

The Advisor will provide strategic technical leadership to ensure effective implementation of the MOU between the US Embassy and the NDOH.

• Lead technical strategy and planning across the four Areas of Cooperation (Surveillance & Outbreak Response, Laboratory Systems, Data Systems, and Strategic Investment) while ensuring coherence across HIV, outbreak response, laboratory, and digital health systems
• Provide technical guidance on achieving MOU outcome metrics, including HIV cascade targets (diagnosis, treatment, viral suppression) and maternal and child health mortality reduction goals and in meeting the 7-1-7 detection and containment target.
• Advise on evidence-based approaches to strengthen PNG's health system resilience and infectious disease response capabilities, monitoring global best practices and recommending context-appropriate adaptations
• Ensure technical compliance with U.S. Government policies and PNG Government regulations, including technical input on the transition of U.S. Government-funded positions and systems to PNG Government management per MOU timelines

Management of Programs/Activity Implementation

The Advisor will oversee day-to-day management and coordination of MOU implementation activities to ensure timely achievement of process metrics and deliverables.

• Develop and monitor comprehensive work plans with clear timelines, milestones, and deliverables, tracking progress against MOU metrics and transition timelines for healthcare workers, laboratory staff, and data systems
• Coordinate implementation of surveillance and outbreak response activities, including field epidemiologist training, surge response mechanisms, and quality assurance across all program activities adhering to international standards
• Oversee rollout and integration of digital health systems (DHIS2, Open ELIS, VLSM, mSupply, Outbreak Information Management System)
• Identify implementation bottlenecks and manage risks, developing solutions and mitigation strategies in consultation with stakeholders while supporting capacity building for PNG Government staff assuming transitioned functions

Coordination of Partners, Technical Working Groups/Committees

The Advisor will serve as a primary liaison between the U.S. Government and PNG Government, facilitating effective coordination among all stakeholders.

• Serve as technical secretariat support to the GHS MSC and technical working groups, preparing materials, agendas, and documentation for quarterly MSC meetings and annual MOU review sessions in coordination with PNG's National Department of Health
• Coordinate with U.S. Government implementing partners (including FHI360 and other contractors) to ensure alignment with MOU objectives, and liaise with PNG Government ministries, departments, and provincial health authorities on implementation
• Facilitate coordination with the PNG eHealth Technical Working Group and Steering Committee on digital health system integration, and coordinate with multilateral organizations and development partners to maximize synergies and avoid duplication
• Build and maintain productive working relationships with key stakeholders at national and provincial levels, facilitating communication and information sharing between U.S. Government and PNG Government representatives

Communications:

• Regular conference calls with multisectoral stakeholders, US Embassy and GHSD Washington to review progress, discuss activities and address emerging issues.
• The GHS Technical Advisor should provide information and avail him/herself for calls/meetings with the US Embassy as requested.
• The Advisor will provide monthly reports to US Embassy/U.S. Department of State

Reporting:

The Advisor will establish and maintain comprehensive reporting systems to track MOU performance and ensure accountability.  He will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month.  Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. 

• Develop and implement a monitoring and evaluation framework aligned with MOU metrics, tracking outcome and process indicators, infectious disease outbreak response timelines, and progress toward 2026-2030 targets
• Prepare comprehensive reports including quarterly progress reports for the MSC, annual performance assessments, and ad hoc reports as requested, ensuring compliance with U.S. Government accountability requirements to Congress
• Support audit and data management processes outlined in Section 4 (process metric, co-investment, and regulatory compliance audits), facilitate data collection under the Section 2.5.2 data sharing arrangement, and maintain comprehensive records of implementation activities
• Document lessons learned and alert Participants promptly to significant implementation challenges or risks to achieving MOU objectives, recommending modifications as appropriate during annual MOU reviews

Qualifications

• University degree in a relevant field and postgraduate degree in public health or epidemiology preferred.
• Minimum of seven years of program management experience in strategic planning, coordination, and evaluation of public health programs, with emphasis on disease, surveillance, prevention and outbreak response.
• Strong network and substantial experience working with ministerial level policy makers and multisectoral collaboration is an advantage.
• Demonstrated experience working in Papua New Guinea or the Pacific region.
• Familiarity with global health security programs

About the Position

The Supply Chain Technical Advisor is a U.S. Government (USG)–funded position that will be seconded to the Government of Botswana’s Transition Management Unit (TMU). The Advisor will support the Government of Botswana in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The Advisor will provide high-level technical guidance to the Botswana Ministry of Health (MOH) including NAHPA and CMS and Ministry of Local Government and Traditional Affairs (MLGTA) on strengthening national healthcare supply chain systems in accordance with the Memorandum of Understanding (MOU) signed between the Governments of Botswana and the United States. The Advisor will work day‑to‑day alongside Botswana government staff as a core member of the TMU to strengthen Botswana’s capacity to plan, finance, manage, and sustain healthcare commodities and supply chain functions, to ensure consistent, efficient, accountable, and transparent delivery of medicines and medical supplies. The Advisor will help ensure the successful implementation of Botswana’s strategies to achieve a cost-effective, resilient, and well‑functioning supply chain that supports lifesaving HIV service delivery and advances Botswana’s path to self‑reliance, in alignment with U.S. Government global health policy and the MOU. The Advisor will also work directly with the Department of State foreign assistance team to guide USG investments in supply chain and procurement and will serve as a key liaison between the Department of State, the U.S. interagency, the Botswana Government, international organizations, and donor agencies to ensure coordinated and effective program delivery.

The Supply Chain Technical Advisor will support the Botswana‑based USG Health Assistance / foreign assistance team, the Ministry of Health, CMS, NAHPA, and the Ministry of Local Government and Traditional Affairs to plan, coordinate, and oversee the strengthening of the national healthcare supply chain. Working alongside government counterparts within the TMU, the Advisor will lead and inform the development of strategic guidance to strengthen Botswana’s capacity to manage and sustain HIV and other priority healthcare commodities ; improve forecasting and supply planning,  strengthen real-time monitoring of stock levels including stock management and quantification; lower procurement costs, including through pooled or coordinated procurement where appropriate; and better integrate donor‑funded supply chain activities into national systems and programming. The Advisor will help ensure the implementation of cost‑effective, sustainable, lifesaving HIV service delivery in alignment with the MOU between the Governments of Botswana and the United States and U.S. Government global health priorities.

Overall Objective of Assignment

The Supply Chain Technical Advisor will serve as a senior technical advisor in strategic planning, budgeting, implementation, monitoring, and evaluation of supply chain and procurement aspects of Botswana’s HIV/AIDS portfolio, within an integrated health systems approach. The Advisor will function as a primary subject matter expert on health supply chain and procurement for both the TMU and the Department of State foreign assistance team. The Advisor will lead and support policy, strategic, and technical engagements on supply chain and procurement with the MOH, MLGTA, the National AIDS and Health Promotion Agency (NAHPA), CMS, the TMU, and the U.S. Government interagency, as well as with international and bilateral organizations and other donor agencies, to address technical issues and coordinate efforts to strengthen HIV/AIDS and broader health supply chains. Work may include serving as a Program/Project Manager for targeted interventions; providing high‑level technical assistance to Botswana counterparts in the development and implementation of policies, strategic plans, and operational guidance; and advising the Department of State on the design, prioritization, and course‑correction of USG investments in supply chain and procurement. The Advisor will promote and help manage a well‑coordinated, government‑led approach to supply chain and procurement across stakeholders.

Responsibilities

Supply Chain Support to the Botswana National HIV program (50%)

Program Planning and Implementation

• As part of the joint GoB/USG TMU, work closely with the Government of Botswana to lead and support the strategic planning and implementation of GoB‑ and USG‑supported efforts to improve HIV and related health supply chain and procurement.
• Monitor and support scale up of planned interventions by participating in fieldwork to improve delivery of supply chain interventions at national and sub-national levels.
• Provide supply chain–related technical input through the TMU, ensuring evidence-based practices are adopted and aligned with GoB policies and broader global health best practices.
• Provide technical and programmatic leadership to strengthen the design, implementation and scale up of HIV supply chain and procurement systems strengthening initiatives as indicated in the workplan.
• Where appropriate, support the use of the pooled procurement mechanisms.
• Provide direct supply chain and procurement technical support as needed for the rollout of HIV prevention or treatment innovations.

Performance Monitoring and Evaluation

• Monitor and analyze program implementation against established indicators, identifying performance gaps and barriers. Provide actionable recommendations to improve supply chain and procurement.
• Collaborate with technical advisors and government staff to institutionalize and scale up supply chain and procurement improvements and initiatives.
• Facilitate routine reviews, including service delivery processes, program reviews, and Data Quality Assessments, ensuring evidence-based adjustments to strategies and operational plans.
• Promote the integration and effective use of routine data systems to strengthen evidence-based decision and system strengthening activities.

Supply Chain Audit and Interface for Transition

• In collaboration with MOH, MLGTA, and relevant supply chain counterparts, provide technical guidance for the design and implementation of any supply chain audit(s) needed to support the transition of HIV services, including mapping current USGsupported commodity flows, warehousing, distribution, and lastmile delivery for facility and community platforms.
• Support GoB counterparts to use supply chain audit findings to identify risks to commodity security associated with the transition (e.g., stockouts, delays, accountability gaps) and to develop mitigation plans and implementation timelines.
• Ensure that recommendations from supply chain audits are incorporated into transition plans, costed implementation plans, and relevant national or sub‑national operational guidelines.

Partner Coordination and Resource Management

• Serve as the technical liaison on supply chain for DoS to NAHPA, MOH, MLGTA, Global Fund, World Bank and other stakeholders to harmonize technical approaches and systems performance across the portfolio.
• Contribute to the joint planning, reviews and coordination platforms to ensure harmonized implementation across the health sector.
• Strengthen effective use of resources by providing as needed support for supply chain aspects of Global Fund grant applications, workplans, and implementation reviews, ensuring alignment with grant objectives.
• Document and share best practices and innovations to expand the impact of successful supply chain strategies nationwide.
• As needed collaborate with stakeholders to strengthen pre-service and in service training to support supply chain and procurement.

Program Management Support to the Department of State (DoS) Health Assistance Office (50%)

• Provide high‑level technical oversight and strategic guidance for the supply chain and procurement components of the USG health portfolio in Botswana, ensuring alignment with U.S. Government global health strategy, the MOU implementation plan, and the Government of Botswana’s national HIV and other health program strategies.
• Shape USG program design and investment decisions by contributing to performance frameworks, budgets, and implementation plans that prioritize sustainable, life‑saving HIV and other essential health services and strengthen national supply chain systems.
• Review implementing partners’ workplans and progress reports to ensure compliance with program strategies and optimize service delivery.
• Monitor program performance (identifying gap and bottle necks) and support continuous quality improvements to strengthen data driven solutions to improve the supply chain.
• Conduct site visits and field assessments to verify programmatic data and observe project implementation, providing direct feedback to the DoS office.
• Produce high-quality documentation, including briefing notes, portfolio summaries, and technical reports, to synthesize progress, highlight achievements, and outline challenges with actionable recommendations.

Technical Assistance to the DoS Team

• Provide strategic guidance on Supply Chain and Procurement for HIV/AIDS in the context of evolving policies and regulatory environments.
• Advise the Department of State foreign assistance team on prioritization, sequencing, and risk management for USG investments in supply chain and procurement, including recommendations for course corrections based on performance and evolving context.
• Support the DoS team and implementing partners in program design and results-based management for systems strengthening.
• Monitor national supply chain policy developments, ensuring U.S. government investments remain consistent with the MOU implementation plan, national priorities, and the Botswana National Strategic Plan.
• Facilitate stakeholder engagement with the Government of Botswana, Global Fund, civil society, and other partners to harmonize programming and strengthen collaboration.
• Serve as liaison for DOS to support capacity of Botswana’s supply chain system to improve and deliver sustainable health systems improvements for service delivery.

Deliverables:

1. Meeting Reports: Submit detailed reports from key meetings with government, interagency groups, technical working groups (TWGs), donors, and implementing partners. Reports should include actionable recommendations and follow-up plans.
2. Weekly Updates: Provide concise weekly updates to the DOS Health Assistance Team Lead or designee, summarizing key activities, progress, and challenges.
3. Monthly Performance Reports: Deliver comprehensive monthly reports summarizing program achievements, challenges, and data-driven recommendations for improvement. Include quantitative stock management metrics.
4. Field Visit Reports: Conduct and document at least two field visits per month, providing detailed assessments of program implementation, data quality, and service delivery outcomes.
5. Technical Guidance Documents: Develop and submit at least one internal technical guidance documents or policy briefs per quarter, identifying and addressing critical gaps or emerging issues in supply chain.
6. Implementation tracking: Co-develop quarterly updates on the Supply Chain assistance with Government of Botswana counterpart for sharing with the Transition Management Unit Lead and USG health leads.

REPORTING:

The Supply Chain Technical Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the COR.

SUPERVISION:

In addition to LEAP Global supervisors and points of contact, the Supply Chain Technical Advisor will report programmatically to the Department of State Health Assistance / foreign assistance team lead or his/her designee and will have no formal supervisory responsibility. The Advisor will also have an onsite manager/supervisor within the Transition Management Unit, based with the Government of Botswana, who will provide day‑to‑day technical and operational direction consistent with the roles and responsibilities described above.

Qualifications

• Master’s degree or local equivalent from an accredited program in Pharmacy, Public Health, Medicine, or Supply Chain Management.
• Minimum 7 years of experience in global health initiatives, HIV/AIDS programs, or public health systems management.
• Demonstrated experience in public health supply chain management and program development.
• Demonstrated experience with procurement, warehousing, distribution, and inventory management of health commodities.
• Experience supporting the implementation of electronic inventory management systems and data reporting tools.
• Proven ability to build capacity and train government or partner staff in supply chain best practices.
• Strong knowledge of HIV/AIDS service delivery, commodities procurement, and public health programs in Sub-Saharan Africa.
• Ability to quantitatively and qualitatively analyze program data, monitor performance, and evaluate progress.
• Excellent English verbal and written communication skills.
• Ability to work independently and collaboratively across governments, multilateral institutions, non-governmental organizations, and the private sector.
• Prior experience working with the U.S. government is preferred but not required.

The Advisor will play a central role in supporting the transition of HIV/AIDS programs from U.S. Government support to full Government of Botswana ownership and funding, ensuring continuity of services, sustained health outcomes, and strengthened national systems. The Advisor will support the Government of Botswana in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

The Senior Health Advisor will provide embedded technical assistance to the Government of Botswana, working day to day with the Transition Management Unit, Ministry of Health, and other government program staff to plan, operationalize, and monitor the transition of HIV programs to full government ownership while maintaining high-quality prevention, care, and treatment services for at-risk, hard-to-reach, and high default–risk populations. The Advisor will support Botswana’s capacity to manage and sustain HIV service delivery, ensure continuity of care during transition, lower service delivery costs where feasible, and integrate donor-funded activities and programming into national systems. Key responsibilities include technical leadership in health workforce transition and absorption of donor-supported staff; strengthening of national systems for contracting health work, and utilization of data to guide decision making. The Advisor will collaborate closely with the U.S. Department of State/PEPFAR team to inform and guide U.S. Government investments in transition and will serve as a liaison among the TMU, MOH, MLGTA, U.S. Government agencies and implementing partners, and other stakeholders to ensure coordinated, cost-effective, and sustainable delivery of lifesaving HIV services in alignment with the bilateral MOU and U.S. Government global health priorities.

Overall Objective of Assignment

The Senior Health Advisor will serve as a senior technical advisor on the transformation and transition of HIV services currently supported by the U.S. Government to Botswana government management and financing. The Advisor will:

• Support strategic planning, design, implementation, and monitoring of transition plans for facility and community HIV services, including those delivered through USG implementers;
• Help the Government of Botswana identify and address gaps in service coverage and quality, strengthen key systems (e.g., financial planning, human resources, monitoring and evaluation, social contracting or subventions, and critical supply chain interfaces), and ensure that the transition of services occurs in a phased, well managed manner that safeguards treatment outcomes and epidemic control; and
• Advise the Department of State/PEPFAR team on the design, prioritization, and course correction of USG investments that support HIV service transformation and transition.

Responsibilities

Transition Support to the Government of Botswana (GoB) and TMU (50%)

Transition Strategy and Work-planning

• As part of the joint GoB/USG TMU, work closely with MOH and MLGTA to develop, refine, and implement a national HIV service transformation and transition plan for facility and community-based services currently funded by the United States Government.
• Support GoB counterparts to define clear transition objectives, timelines, milestones, and risk mitigation strategies for services in both health facilities and communities, consistent with the three-year MOU implementation plan.
• Map current USG-funded HIV service delivery platforms (including community and facility models), identify services to be transitioned, and support the development of transition pathways for each service or platform.

Service Delivery Strengthening and Continuity of Care

• Support MOH and MLGTA to identify and address gaps in HIV service delivery for at-risk and hard-to-reach men, women, and children, including those at high risk of treatment interruption, ensuring continuity of care throughout the transition.
• Provide technical guidance on optimizing service delivery models (e.g., differentiated service delivery, integrated primary health care models) to maintain or improve outcomes as financing and management shift to the Government of Botswana.
• Collaborate with government teams and other stakeholders to design and test transition pilots or phased approaches before national scale‑up where appropriate.

Systems Strengthening for Transition

• Strengthen government systems to manage HIV service delivery, including support for financial planning and budgeting for HIV programs, human resource planning and role definition, and integration of HIV services into existing supervision and quality assurance systems.
• Provide technical assistance to MOH, NAHPA, and MLGTA to design or refine social contracting/subvention mechanisms and other approaches to finance nongovernmental or community-based HIV services after transition.
• Develop and deliver training, mentoring, and on-the-job support to government teams to enhance technical and managerial skills required for planning and managing the transition, including co-management of USG implementers, management of any G2G awards, and preparation for fully domestic funding of programming.

Data, Monitoring, and Learning for GoB

• Support MOH, MLGTA, and the TMU to define and monitor key transition and sustainability indicators, and to conduct routine transition reviews at national and sub‑national levels.
• Provide technical assistance to improve the collection, analysis, and use of data by government stakeholders for decision-making related to transformation and transition of HIV services, with a focus on continuity of care, retention, and treatment outcomes.
• Facilitate the documentation and dissemination of lessons learned, promising practices, and innovations related to transition of facility and community HIV services, including government-led case studies and policy briefs.

Stakeholder Coordination, Financing, and Advocacy

• Facilitate coordination between MOH, MLGTA, other GoB ministries, and nonstate actors (e.g., civil society, community-based organizations) to ensure alignment of priorities and roles in transition.
• Build capacity within MOH and MLGTA to lead stakeholder engagement and advocacy efforts to secure domestic funding for HIV services, including engagement with the Ministry of Finance and other relevant ministries.
• Support the government’s management of social contracts, subventions, or similar mechanisms for civil society and community-based organizations providing HIV services, particularly for key and vulnerable populations.
• Participate in and, where appropriate, co‑chair technical working groups and coordination forums focused on HIV services, transition, and sustainability.

Program Management Support to the U.S. Government (USG) Health / PEPFAR Team (50%)

Strategic Guidance and Investment Planning

• Provide high-level technical guidance to the Department of State foreign assistance and PEPFAR teams on the design, prioritization, and sequencing of USG investments that support HIV service transformation and transition, including recommendations for course corrections based on performance, risk, and evolving context.
• Advise on how USG-funded activities (e.g., facility and community service delivery, health systems strengthening, technical assistance) can best support GoB-led transition plans and long-term sustainability.
• Provide input to the USG team on when and how to commission or support supply chain audits related to the transition of services and commodities, and how to integrate audit findings into USG-funded technical assistance and investment decisions.

Program Design, Performance Management, and Oversight

• Support the USG team in the development and review of implementing partner workplans, budgets, and targets to ensure alignment with MOU transition timelines, national transition strategies, and GoB priorities.
• Contribute to the formulation and refinement of performance frameworks and indicators that track transition progress, service coverage, quality, and outcomes for populations affected by transition.
• Monitor program performance related to transition, identify gaps and bottlenecks, and provide actionable recommendations to improve implementation and mitigate risks to service continuity and quality.
• Review implementing partners’ reports and data related to transformation and transition, and provide technical feedback to optimize program performance.

Field Monitoring and Reporting

• Conduct site visits and field assessments (facility and community) to observe transition implementation, verify programmatic data related to transition, and gather qualitative feedback from clients, providers, and managers.
• As relevant to supply chain audits, participate in or observe audit-related fieldwork or verification exercises and synthesize key findings and implications for service transition.
• Provide timely written and verbal feedback from field visits to the DoS health/PEPFAR team and to government counterparts, highlighting achievements, challenges, and proposed corrective actions.
• Produce high-quality documentation for the USG team, including briefing notes, portfolio summaries, transition progress updates, and technical reports, to synthesize progress, highlight achievements, and outline challenges with actionable recommendations.

USG Coordination and External Engagement

• Support coordination within the USG interagency (e.g., State, CDC, DoD) on transition-related issues, ensuring coherent messaging and aligned support to the Government of Botswana.
• Participate in joint GoB–USG transition review meetings, PEPFAR planning and reporting processes, and other relevant forums, representing the technical perspective on HIV program transition.
• Contribute to the preparation of USG reporting and communications related to the MOU and transition, including inputs to PEPFAR Country Operational Plans, annual reports, and high-level briefings.

REPORTING:

The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.

Supervision

In addition to LEAP Global supervisors and points of contact, the Botswana HIV Program Transition Advisor will report programmatically to the Department of State Health Assistance / foreign assistance or PEPFAR team lead or his/her designee and will have no formal supervisory responsibility. The Advisor will also have an onsite manager/supervisor within the Transition Management Unit, based with the Government of Botswana, who will provide day-to-day technical and operational direction consistent with the roles and responsibilities described above.

Qualifications

• Master’s degree in Public Health, Health Policy, Health Administration, Social Sciences, International Development, or a related field; or a relevant Bachelor’s degree with at least 7 years of progressively responsible experience in HIV program management.
• At least 7 years of professional experience managing or providing technical assistance to HIV prevention, care, and/or treatment programs, including experience with facility and/or community-based service delivery.
• Experience working with or within the Government of Botswana on HIV or broader health programming.
• Experience with programs supporting men, women, and children at high risk of HIV acquisition or at high risk of treatment default, including key and vulnerable populations.
• Demonstrated experience in planning and managing program transformation, transition, or scaleup processes, preferably in the context of donor-to-domestic financing transitions or health system integration.
• Experience providing technical assistance on health systems strengthening areas relevant to transition (e.g., financing, human resources, monitoring and evaluation, social contracting, and/or supply chain-related reviews or audits).

About the Position

The Senior Malaria Advisor will support the National Malaria Program in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The primary focus of the Advisor will be technical leadership to ensure the successful implementation of cost-effective, lifesaving direct service delivery for malaria prevention and treatment.

The Malaria Technical Advisor will provide technical expertise to the National Malaria Control Program (NMCP) and the Ministry of Health and Public Hygiene (MSHP) in the design, planning, and management of national programs/projects/activities as well as in the development of Senegal policies, integrating best practices in malaria control. The Finance Advisor will provide targeted HIV-specific technical support to strengthen program implementation, financial compliance, and reporting accuracy across all HIV-related activities, in alignment with the Presidential Executive Order (EO) directives on life-saving humanitarian assistance (LHA). This support will include guiding the National HIV/AIDS/STI/TB Council (NAC) on budget alignment with HIV program priorities and enhancing the capacity of implementing teams to plan, track, and report HIV expenditures effectively. The aim is to improve the quality, efficiency, and accountability of HIV program financing while supporting timely and accurate financial documentation. The Finance Advisor will report to the Team Leader and the NAC-appointed finance/resource tracking focal person. Outputs will be reviewed by NAC and relevant counterparts as designated. The Finance Advisor will report to the U.S. Department of State on monthly basis, as detailed in the “Reporting” section. The Advisor will support the NAC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

Responsibilities

To provide costing, resource mapping, and financing analysis inputs that strengthen the feasibility and sustainability of the NAC three-year strategic projection. The role will strengthen the National AIDS Strategic Framework (NASF)-aligned results framework and ensure the three-year strategic projection is supported by a clear, measurable, and feasible indicator and target package aligned with national data systems and Global Fund performance requirements.

Specific responsibilities and tasks in relation to the Grant Cycle 8 Global Fund application:

• Review existing costing, expenditure, resource tracking and financing analyses relevant to the NASF 2023-2027 and the planned priorities.
• Develop a high-level costing estimate for the three-year strategic projection, including key assumptions, unit costs where available, and linkages to prioritized interventions.
• Conduct resource mapping and financing gap analysis for the next three years (domestic resources, partner resources and anticipated Global Fund contributions), as feasible within available data.
• Support articulation of the financing and sustainability narrative for domestic resource mobilization in line with sustainability road map including considerations and financial risk mitigation.
• Propose a practical costing and resource summary table (and supporting notes) that can be adapted into the grant budget narrative and implementation arrangements.
• Support consultations and validation meetings, including documenting finance-related feedback and incorporating it into final deliverables.

Role-specific deliverables in relation to the Grant Cycle 8 Global Fund application:

• Costing and resource mapping summary for the three-year projection (with assumptions and limitations clearly stated).
• Financing gap analysis and suggested options to address key gaps (brief narrative note).
• Costing/resource tables suitable for inclusion in the strategic projection.
• Necessary inputs for a complete GC8 Application (to be determined)

REPORTING

The Senior Advisor/Team Lead will submit monthly reports to the U.S. Department of State submitted by the 5th day of the following month. Reporting to and receiving technical guidance from the NAC Director General (DG) or his designate, the Advisor will work closely with the U.S. Department of State (DoS)/Zambia and LEAP Global teams. Based at the NAC Secretariat in Lusaka, the Advisor will coordinate site visits and any extended off-site work with the NAC DG or designate and DoS/Zambia. Quarterly meetings will be held with DoS/Zambia to review progress and priorities.

Qualifications

• Bachelor’s degree in financial management or accounting, management or business administration is required.
• Postgraduate qualification in health economics, public finance, accounting/finance, public health, development economics, or a related field.
• At least 5 years of experience in health programme costing, budgeting, financing analysis, and/or resource mapping, preferably in HIV/TB programmes.
• Demonstrated experience with donor-funded programme budgeting.
• Strong analytical skills, including the ability to work with incomplete data and transparently document assumptions.

About the Position

The Strategic Health Technical Advisor will serve as the principal liaison between the U.S. Embassy Suva/Department of State (DOS) Foreign Assistance Unit (FAU) and the Fiji Ministry of Health and Medical Services (MHMS) and Ministry of Agriculture (MoA) in implementing Global Health Security (GHS) activities. Embedded within the appropriate ministry or ministries, the advisor will work with implementing partners to advance effective multisectoral collaboration in support of bilateral cooperation efforts focused on global health security. The position will facilitate effective coordination of technical support with special emphasis on preventing, detecting, and responding to infectious disease threats that impact public health.

About the Position

The Technical Advisor for LSS will provide technical expertise and support to the Director of Center of Sanitary, Epidemiology, and Welfare (CSEW) Services, Ministry of Health, in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The Advisor will focus on implementing recommendations related to epidemiology from the Joint External Evaluation (JEE) and raising the demonstrated capacity of the Government of Uzbekistan to prevent, detect, and respond to infectious disease outbreaks and public health emergencies. The Advisor will provide day-to-day support to enhance the capacity of CSEW in managing epidemiological activities.

Responsibilities

JEE Recommendations Implementation:

• Analyze and prioritize the JEE recommendations related to laboratory systems strengthening, with a focus on improving laboratory quality management systems.
• Provide expert technical advice about implementing the LSS activities described in action plans developed to address the JEE recommendations. These action plans include, but are not limited to, the National Action Plan for Health Security (NAPHS), Antimicrobial Resistance (AMR) Action Plan, National Emergency Preparedness and Response Action Plan, Tripartite Zoonotic Disease Action Plan, and other action plans, operational plans, and roadmaps related to global health security and the national cross-sectoral health framework.
• Monitor and report on the progress of implementing the JEE recommendations on LSS in the context of approved Global Health Security Monitoring and Evaluation Frameworks.

Technical Support:

• Provide day-to-day technical support to the Director of CSEW on LSS issues.
• Assist in designing, implementing, and evaluating laboratory systems and procedures.
• Assist in developing LSS content for proposed policies, strategies, standard operating procedures, and protocols.
• Provide expertise in specimen referral and transport systems, laboratory quality management systems, laboratory testing capacity modalities, and laboratory diagnostics.
• Assist Technical Working Groups (TWGs) in providing LSS advice to the CSEW and multisectoral steering committees.

Capacity Building:

• Provide input to and/or conduct training sessions and workshops to build the LSS capacity of CSEW staff.
• Develop training materials and resources on laboratory best practices and standards.

Coordination and Collaboration:

• Collaborate with Secretariats, other departments, and stakeholders to ensure a coordinated approach to strengthening the national laboratory system.
• Participate in meetings and discussions related to LSS and public health.

Reporting and Documentation:

• Prepare detailed reports on the implementation of JEE recommendations pertaining to strengthening laboratory systems.
• Document best practices and lessons learned from national LSS projects and initiatives.
• Provide LSS-related indicator-related information and data to DoS, as requested and in accordance with Ministry of Health guidelines and procedures.

Advisory Role:

• Provide strategic advice to the Director of CSEW on LSS matters.
• Stay updated on the latest developments and trends in LSS and public health.

Cross-Sectoral health:

• Advocate and promote an integrated cross-sectoral health approach.
• Establish working relationships with stakeholders including other Government of Uzbekistan entities, such as the Committee for Veterinary and Livestock Development, Samarkand State Veterinary College, and the Ministry of Emergency Response.

General:

• In consultation with DoS, provide other services related to LSS and public health requested by the Director of CSEW.

REPORTING:

The Technical Advisor will report to and receive technical direction from the Director of CSEW and will work in close collaboration with DoS/Uzbekistan. The Advisor will operate from the MOH office in Tashkent. The Technical Advisor will provide a monthly summary of all activities undertaken on the last day of each month to DoS and meet with DoS/Uzbekistan on a quarterly basis to review activities and priorities.

• At least 5 years of experience in laboratory system strengthening and public health, preferably in a post-Soviet health system.

About the Position

The Senior Malaria Advisor will support the National Malaria Control Program (NMCP) in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.  The primary focus of the Advisor will be technical leadership to ensure the successful implementation of cost-effective, lifesaving direct service delivery for malaria prevention and treatment.

The Senior Malaria Advisor will provide expert malaria technical guidance to the National Malaria Control Program (NMCP) and the Ministry of Health in the design and management of in-country programs/projects/activities and in the development of host-country policies, reflecting best practices in malaria prevention and control. The jobholder will identify programmatic bottlenecks and facilitate solutions through coordinated technical expertise in support of the cooperating country’s development objectives. The Senior Malaria Advisor will be based at the NMCP within the Ministry of Health (MOH). The Advisor will receive day-to-day direction from the National Malaria Control Program Coordinator, who will serve as the onsite Manager/Supervisor. The Advisor will report to the U.S. Department of State on a weekly and monthly basis, as described below.

Responsibilities

Technical Leadership:

• Provide expert malaria technical guidance to advance planning and implementation of malaria control interventions.
• Support the development of national malaria program strategies and work plans.
• Coordinate the design, planning and implementation of malaria prevention and control activities consistent with the US government’s strategy and with the NMP. This will include but is not limited to vector control, case management at facility and community level, chemoprevention, support for malaria vaccine implementation, malaria in pregnancy, procurement and delivery of life-saving commodities, and associated monitoring and surveillance to ensure accountability and track progress.
• Together with the host country partners, provide the technical and managerial expertise to MOH health districts and local communities to strengthen institutional capacity.
• Keep abreast of current developments and successful interventions via regular engagement with malaria experts (domestic and international) and NMP officials, ensuring proven strategies and interventions are integrated in national malaria programming.

Management of Program/Activity Implementation:

• Ensure that U.S. government resources are maximized towards achievement of sustained results in malaria in line with U.S. government laws, regulations, policies, and procedures to prevent fraud, waste and abuse.
• Provide technical support to the Department of State implementing partners and managerial support as needed during the planning, design and implementation phases to ensure the quality of interventions and programmatic targets are met.
• Recommend changes in strategic and/or implementation approaches, using analysis of program performance.
• Work with partners (in country and global, as relevant) to ensure that programmatic commodities are purchased in a timely and cost-effective manner; and that absorptive capacity exists in implementation sites to receive, manage and distribute these items effectively. Participate in forecasting and quantification meetings to inform malaria commodity quantifications that will guide donor procurements. Troubleshoot bottlenecks in the ordering and delivery process.
• Provide expert advice and practical experience in helping the MoH, the NMCP and other partners to monitor inputs, outputs and outcomes, and report on the program’s overall impact.
• If it does not exist, work with the NMCP and other partners to develop and maintain a monitoring and evaluation plan to be implemented through existing MoH systems and existing USG supported mechanisms. Carry out monitoring and evaluation visits to implementation sites to ascertain all quantitative and qualitative data is collected properly, and programmatic quality and value for money are maintained.

Coordination of Malaria Partners:

• Ensure effective communication and coordination between the NMCP, MoH and other partners related to malaria prevention and control; Global Fund partners including other departments in the host country; donor agencies; and other stakeholders working on malaria control in the host country, as appropriate.
• Ensure malaria activities are integrated into overall U.S. Department of State-supported health activities and coordinate these activities with the NMCP and MoH to avoid duplication of effort and programming gaps.
• Coordinate with other partners and support efforts to address malaria control delivery gaps and help build technical and managerial capacity within the NMCP at the national, departmental, Health zone and Community levels.
• Participate in and contribute to malaria related service delivery meetings hosted by the NMCP and others.

Communications:

• Regular conference calls with NMCP, partners, US Embassy and Washington to review progress, discuss activities and address emerging issues.
• The Senior Malaria Advisor should provide information and avail him/herself for calls/meetings with the US Embassy as requested.
• The Advisor will provide monthly reports to the US Embassy/U.S. Department of State.

REPORTING

The Senior Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the Grant Officer Representative (GOR).

Qualifications

• Master’s degree or local equivalent from an accredited program in Entomology, Public Health, International Development, Health, Social or Behavioral Sciences, Epidemiology, Biology, Infectious Disease, Medicine, Pharmacy, or immunization.
• Minimum of 7 years’ experience in public health, with a strong focus on malaria, preferably in a similar setting.
• Prior experience working with or for bilateral or multilateral donors/stakeholders such as the World Bank, the Global Fund, or national-level public sector projects and ensuring compliance with U.S. Government rules and regulations.

These capabilities are critical for preventing avoidable epidemics, detecting emerging threats early, and responding swiftly to outbreaks. To achieve these objectives, the strategy prioritizes integrated and resilient supply chains, strengthened by private sector logistics, pooled procurement, and data-driven inventory systems.

At the heart of this vision is the Electronic Logistics Management Information System (eLMIS), which provides real-time visibility and coordination across health commodity flows. By delivering accurate, up-to-date data on stock levels, consumption patterns, and distribution, eLMIS enables informed decision-making and proactive supply chain management.

Keeping eLMIS updated and fully functional is essential. Timely system updates allow decision-makers to act quickly to prevent stockouts or overstocking—especially during outbreaks or emergencies. Reliable data supports national health planning, donor reporting, and compliance with global health standards, while also enabling the rapid deployment of critical commodities during health crises.

Moreover, eLMIS serves as an early warning mechanism, detecting unusual demand patterns or consumption spikes that may signal emerging health threats. This capability strengthens preparedness and response systems, ensuring that both the U.S. and partner countries can effectively manage endemic and emerging infectious diseases.

The objective of this scope of work is to hire two (2) Computer Programmers who will support the Department of Health (DOH) in the Philippines fortify and optimize the Electronic Logistics Management Information System (eLMIS) as a critical enabler of global health security under the America First Global Health Strategy in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.. The programmers will conduct a comprehensive gap analysis, resolve technical issues, enhance the system performance, and ensure data integrity to maintain operational reliability in alignment with DOH technical standards. By strengthening eLMIS, the DOH will ensure real-time visibility and rapid decision-making for health commodity management, enabling timely deployment of diagnostics, vaccines, and treatments—essential for preventing epidemics, detecting emerging threats, and responding swiftly to public health emergencies.

Responsibilities

Capacity building of the DOH staff responsible for the eLMIS

• Strengthen system management and troubleshooting skills by training staff to manage system updates, configuration changes, and diagnose common system and data issues.
• Build structured technical support capacity through development of troubleshooting competencies and clear escalation pathways for complex technical problems.
• Enhance data use for decision-making by training staff to routinely integrate eLMIS data into meetings, reviews, and performance monitoring processes.

System Stabilization and Maintenance

• Identify, troubleshoot, and fix all known bugs and system errors in eLMIS.
• Address data correction issues, including discrepancies in reports, transaction errors, and data inconsistencies.
• Implement approved change requests in compliance with project requirements.

System Enhancement and Optimization

• Refactor legacy eLMIS modules to improve system performance and maintainability.
• Optimize backend processes to support real-time data processing.

About the Position

This role will advance pre-service training, ensure the sustainability of the Field Epidemiology Training Program (FETP), and promote data-driven decision-making for surveillance and outbreak response. Responsibilities

Multisectoral Collaboration

• Strengthen coordination between MSPP, MARNDR, and academic institutions to advance a multisectoral health framework for epidemic prevention and response.
• Organize joint workshops, simulation exercises that address human and animal health risks.

Surveillance & Data-Driven Decision Making

• Promote analytics capacity and data literacy within MSPP and MARNDR to support evidence-based decision-making for epidemic preparedness and response.
• Support integration of surveillance data systems (e.g., DHIS2) into academic training programs.
• Facilitate joint projects between ministries and universities to improve data quality, timeliness, and use for outbreak detection.

Capacity Building

• Establish and maintain strategic collaboration with Universities to integrate epidemic prevention and response into curricula and pre-service training programs.
• Support the design and implementation of competency-based training modules for zoonotic disease, emerging health treats, epidemiology, surveillance, and outbreak response.
• Facilitate faculty development workshops and mentorship programs to strengthen capacity in public health and multisectoral approach.

Field Epidemiology Training Program (FETP)

• Collaborate with CDC, MSPP, MARNDR and academic institutions to sustain and expand the FETP program to also include animal health and ensuring integration of graduates into the national health system.
• Develop strategies for long-term institutionalization of FETP and public health training within Haitian universities, including accreditation and resource mobilization.

Policy & Strategy Alignment

• Ensure national academic programs on global health security align with national health security priorities and the America First Global Health Strategy.
• Contribute to the development of national guidelines, SOPs, and strategic plans for epidemic preparedness and response.

Community Engagement & Knowledge Dissemination

• Support collaboration with ministries and academic institution in developing community outreach programs that strengthen trust in public health systems.
• Facilitate dissemination of evidence-based findings and best practices through conferences, policy briefs, and peer-reviewed publications.

COMMUNICATIONS

• Regular conference calls with multisectoral stakeholders, U.S. Embassy to review progress, discuss activities and address emerging issues.
• The GHS Technical Advisor should provide information and avail him/herself for calls/meetings with the State Department/U.S. Embassy as requested.

The Technical Advisor for Epidemiology will provide technical expertise and support to the Director of Center of Sanitary, Epidemiology, and Welfare (CSEW) Services, Ministry of Health, in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The Advisor will focus on implementing recommendations related to epidemiology from the Joint External Evaluation (JEE) and raising the demonstrated capacity of the Government of Uzbekistan to prevent, detect, and respond to infectious disease outbreaks and public health emergencies. The Advisor will provide day-to-day support to enhance the capacity of CSEW in managing epidemiological activities.

Responsibilities

JEE Recommendations Implementation:

• Analyze and prioritize the JEE recommendations related to epidemiology.
• Provide expert technical advice about implementing the epidemiology activities described in action plans developed to address the JEE recommendations. These action plans include, but are not limited to, the National Action Plan for Health Security (NAPHS), Antimicrobial Resistance (AMR) Action Plan, National Emergency Preparedness and Response Action Plan, Tripartite Zoonotic Disease Action Plan, and other action plans, operational plans, and roadmaps related to global health security and the national cross-sectoral health framework.
• Monitor and report on the progress of implementing the JEE recommendations on epidemiology in the context of approved Global Health Security Monitoring and Evaluation Frameworks.

Technical Support:

• Provide day-to-day technical support to the Director of CSEW on epidemiological issues.
• Assist in designing, implementing, and evaluating epidemiological studies and surveillance systems.
• Assist in developing epidemiological content for proposed policies, strategies, standard operating procedures, and protocols
• Provide expertise in data collection, analysis, and interpretation of epidemiological data.
• Assist Technical Working Groups (TWGs) in providing epidemiological advice to the CSEW and multisectoral steering committees.

Capacity Building:

• Provide input to and/or conduct training sessions and workshops to build the capacity of CSEW staff in epidemiology.

Coordination and Collaboration:

• Collaborate with Secretariats, other departments, and stakeholders to ensure a coordinated approach to epidemiological issues.

Reporting and Documentation:

REPORTING:

The Technical Advisor will report to and receive technical direction from the Director of CSEW and will work in close collaboration with DoS/Uzbekistan. The Advisor will operate from the MOH office in Tashkent. The Technical Advisor will provide a monthly summary of all activities undertaken on the last day of each month to DoS and meet with DoS/Uzbekistan on a quarterly basis to review activities and priorities.

About the Position

The Senior Global Health Security (GHS) Advisor will support the U.S. Embassy Jakarta/Department of State (DOS) ECON Health Unit in carrying out life-saving humanitarian assistance service delivery in full alignment with the U.S. Presidential Executive Order directives.  The Senior Advisor will provide technical support with special emphasis on preventing, detecting, and responding to infectious disease threats that impact public health.

The Senior GHS Advisor will support appropriate multi-sectoral Indonesian Government Departments and Agencies—such as the Ministry of Health, Agriculture, and other relevant Ministries—in the effective adoption and implementation of life-saving interventions focused on preventing, detecting, and responding to infectious disease threats with public health potential, including zoonotic diseases. The Senior GHS Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical support and facilitation of USG-supported GHS activities. The Senior GHS Advisor will be based within the appropriate ministry and work with implementing partners for effective collaboration with the Ministry. The Advisor will work closely with and receive day-to-day supervision and guidance from the ministry and U.S. Embassy Jakarta/DOS ECON Health Unit points of contact at Post, who will provide collaborative oversight and serve as the onsite manager and supervisor.  Familiarity with U.S. DOS programs, international donor mechanisms such as the Pandemic Fund and the Global Fund, other USG programming and C/A/GOR experience are highly desirable, as the Senior Advisor is expected to support the implementation of the GHS portfolio.  The Senior Advisor will report to the U.S. Embassy Jakarta/DOS on a weekly and monthly basis.

Additional responsibilities include:

• Identify and map Indonesia GHS partners and stakeholders, GHS programs, roles and responsibilities, Government of Indonesia (GOI) GHS national and sub-national budget, multi-sectoral coordination gaps, and programmatic bottlenecks in alignment with national and USG priorities for effective and sustainable prevention and control of infectious diseases.
• Provide technical support and actively engage in field work to implement programmatic and response interventions at national and sub-national levels.
• Monitor the progress of GHS program implementation and provide recommendations for improvements in prevention and control of infectious diseases.
• Assist in organizing regular discussions among GHS multi-sectoral stakeholders and partners to ensure alignment of technical approaches, avoid duplication of efforts, facilitate smooth communication, and enable timely exchange of information.
• Support appropriate multi-sectoral ministries in identifying performance gaps, potential barriers and bottlenecks; provide recommendations; and facilitate consensus on targeted interventions to improve performance on key indicators attributable to:
  • Reduction in incidence and mortality for epidemic and pandemic-prone diseases
  • Strengthening systems to prevent, detect, and respond to infectious disease threats
  • Rapid and effective responses to infectious disease outbreaks that threaten public health
• Support the integration and coherence of USG/DOS-supported and partner-led approaches, such as early detection frameworks, multi-sectoral coordination surveillance, community engagement and rapid response mechanisms, and emergency preparedness systems.
• Foster coordination during outbreak preparedness and response, ensuring effective information exchange, joint situational analysis, and multi-sectoral engagement among stakeholders at national and sub-national levels.

Support the implementation and expansion of best practices in multi-sectoral GHS and outbreak response nationwide for sustainability.

• Promote the dissemination of multi-sectoral GHS best practices and effective models nationwide, including:
  • Prioritized joint interventions in effective community-based active surveillance
  • Strengthening systems capacity for detecting priority diseases/threats, and data systems for monitoring, analyzing, and reporting on threats
  • Adoption of infection prevention and control (IPC) and case management best practices
  • Strengthen Emergency Management, including Emergency Operating Centers (EOC)
  • Supporting relevant ministries to rapidly and accurately report infectious disease threats to appropriate national and international platform system—such as SIZE, the International Health Regulations (IHR), and World Animal Health Information System (WAHIS)—for quick responses to pandemic threats
  • Optimization of national and sub-national coordination teams (TIKORDAs) for outbreak response
• Assist relevant multi-sectoral ministries in emergency outbreak responses as needed.

• Provide technical support to the implementation of USG-supported GHS lifesaving and bilateral cooperation efforts to ensure effective grant implementation, alignment of donor resources, and avoidance of duplication with other GHS-funded projects.

About the Position

The Senior Human Resources for Health Advisor will support the Office of Foreign Assistance of the U.S. Department of State Embassy Kinshasa carrying out the America First Global Health Strategy. The primary focus of the Advisor will be technical support to develop a Political Economic Analysis of  Frontline health workers management and payment transition operational plan in alignment with the U.S,-DRC Health Cooperation Memorandum of Understanding (MOU) signed on February 26, 2026.

This position specifically supports Section 2.4 of the MOU, with human resources for health responsibilities spanning all health service delivery areas (HIV, TB, malaria, maternal and child health, nutrition, global health security including polio eradication) to strengthen the entire health system rather than individual disease programs.

The Senior Advisor will support the Ministry of Health, Hygiene, and Social Security (MOH) for improving performance and retention of human resources for health of front-line health workers, including community health workers.  The Senior Consultant will identify policy and practice bottlenecks and facilitate solutions through coordinated technical support and facilitation of effort through the Ministry’s programming and administration efforts along with the health donors group members.

The Senior Advisor will identify technical and skills bottleneck and facilitate solutions through close mentorship. S/he will be based at the MOH Human Resources Division Office. The Senior Consultant will receive day to day direction from the Division head. S/he will be reporting to U.S. Embassy Public Health Advisor and Frontline Health Workers workstream Lead bi-weekly. The Advisor will support the MOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

Responsibilities

• Support the MoH General Secretary to manage and coordinate efforts to process with employees hiring plan, set up HR data systems, review and update salaries and allowances payroll as well as retirement plans.
• Provide technical assistance in the compilation of a valid, up to date registry of front-line health workers in collaboration with the MOH and the Ministry of Public Works.
• Advise the MOH General Secretary on health policy and strategy gaps and make recommendations for remedial actions.
• Coordinate with the U.S. Government and the Global Fund to list staff receiving bonuses and ensure that they are `national staff register or private sector entity payroll systems.
• Develop a risk mitigation and communications plan to maintain performance and retention of health workers transitioned off of bonuses by January 2027.
• Support U.S. Government implementing partners to create a plan for transition CHWs to monthly stipends by domestic health resources per the MOU.
• Participate as a resource member to the GIBS Sante Health Workers and Service Delivery Working Group to support implementation of the 2026 priority action plan and improve coherence of related health donor actions to strengthen human resources of health policy and practice.
• Support the MOH to ensure workforce strategies support integrated health service delivery across all MOU Areas of Cooperation rather than vertical program structures.
• Coordinate with the LEAP Health Finance Advisor and Health Governance Advisor to align workforce transitions with co-investment tracking and financial oversight.

Reporting:

The Advisor will submit a monthly report to designated officer at the U.S. Embassy Office of Foreign Assistance by the 5^th day of the following month. Reports should demonstrate how workforce activities support integrated health system strengthening across all MOU Areas of Cooperation. • Advanced Academic Credentials: Master’s degree or higher in Public Health, Health Policy, Health Economics, Public Administration, or related field.

  • HRH Policy & Regulatory Leadership: Led formulation/revision of national HRH strategies, regulatory frameworks, and workforce policies aligned with UHC and Ministry of Health priorities.
  • Workforce Planning & Operations: Designed staffing norms, deployment strategies, HRIS systems, and performance management frameworks in decentralized health systems.

Nepal has prioritized tuberculosis (TB) elimination through the Government of Nepal’s TB-Free Nepal Initiative, supported by domestic financing, life-saving humanitarian assistance, and external resources, including the Global Fund. Effective coordination across national and sub-national levels, alongside strong technical support for Global Fund proposal development and grant implementation, is critical to achieving reductions in TB incidence and mortality.

To strengthen coordination, proposal development, and implementation oversight, a Coordinator will be engaged to support the National TB Program (NTBP) in managing the TB-Free Nepal Initiative and Global Fund TB grants in a coherent, results-oriented manner, including support to ensure alignment between national TB free priorities and Global Fund grant cycles and to strengthen coordination across federal, provincial and local levels.

The purpose of this position is to coordinate planning, proposal development, implementation, and monitoring of the Nepal TB-Free Initiative and Global Fund–supported TB programs, ensuring alignment, timely execution, and effective use of resources and coherence between national TB-Free priorities and Global Fund grant cycles across all levels of implementation. The Advisor will support the NTBP in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

Responsibilities

Coordination of the Nepal TB-Free Initiative

• Coordinate planning and implementation of the Nepal TB-Free Initiative across national, provincial, and palika levels.
• Serve as a central coordination point between NTBP, provincial health authorities, TB-Free Initiative palikas, and implementing partners.
• Support harmonization of TB-Free Initiative activities with Global Fund–supported interventions to avoid duplication and ensure complementarity.
• Track implementation progress of TB-Free Initiative activities and flag operational challenges requiring management action.
• Support preparation and follow-up of coordination meetings, technical discussions, and review forums related to the TB-Free Initiative.
• Support operationalization of the TB-Free Palika framework, including coordination on planning, implementation milestones, monitoring indicators, and documentation required for TB-Free recognition and reporting.
• Facilitate coordination between federal, provincial, and palika levels to strengthen decentralized planning, implementation oversight, and local accountability for TB-Free outcomes.

Global Fund Proposal Development and Grant Support

• Coordinate and provide technical and organizational support for Global Fund TB grant proposal development, including concept notes, funding requests, and supporting documentation.
• Facilitate inputs from NTBP, MoHP divisions, provinces, palikas, and partners to ensure proposals are technically sound, aligned with national priorities, and implementation-ready.
• Support NTBP in aligning Global Fund proposals with the TB-Free Nepal Initiative, national TB strategy, and LHA priorities including ensuring coherence between ongoing and upcoming grant cycles.
• Assist in organizing internal reviews and consultations during proposal development and grant revision processes.
• Support organization and documentation of country dialogue meetings and consultations related to Global Fund TB funding requests. • Assist in tracking, consolidation, and follow-up of Global Fund Technical Review Panel (TRP) comments and agreed actions during proposal development and grant revision processes.

Global Fund Grant Implementation and Monitoring

• Support NTBP in coordinating implementation of Global Fund TB grants, including tracking timelines, milestones, and key deliverables.
• Assist in monitoring progress of grant implementation and identifying risks, delays, or bottlenecks.
• Review and compile implementation and performance information for Global Fund progress updates and reports, in coordination with NTBP and partners.
• Support grant implementation reviews and follow-up actions to improve performance and absorption.
• Maintain regular communication with Global Fund and partners to ensure alignment on implementation status and technical approaches.
• Support tracking of key grant management tools, including workplans, performance frameworks, and implementation milestones, in coordination with NTBP and implementing partners.
• Assist NTBP in identifying implementation risks (programmatic, financial, or operational) and documenting agreed mitigation and follow-up actions.

Performance Monitoring and Quality Improvement

• Support NTBP in monitoring progress of TB-Free Initiative and Global Fund–supported activities against agreed indicators and targets.
• Identify implementation gaps, performance bottlenecks, and coordination challenges affecting TB service delivery.
• Support documentation and follow-up of agreed corrective actions at national and sub-national levels.
• Facilitate use of routine data and performance findings to inform program adjustments.

Stakeholder Engagement and Partner Alignment

• Help organize and facilitate regular coordination and technical meetings among NTBP, Global Fund, donors (including DoS, as relevant), and implementing partners.
• Promote alignment of technical approaches, implementation plans, and reporting requirements across the TB portfolio.
• Support consensus-building among stakeholders on priority actions to accelerate TB-Free Initiative and Global Fund results.
• Promote alignment of TB-Free Initiative and Global Fund supported activities with community systems strengthening, gender, and rights-based approaches, in line with national priorities.
• Support coordination between NTBP and NCASC to strengthen TB-HIV collaborative activities under Global Fund supported programs, including aligned planning, implementation follow-up, and reporting, as guided by respective national programs.
• Facilitate information sharing and joint discussions related to TB-HIV collaborative programming during coordination meetings and reviews, to promote coherence across TB and HIV investments.

Key Deliverables

• Coordinated workplans and tracking tools for TB-Free Initiative and Global Fund TB grants.
• Technical and coordination inputs to Global Fund TB proposal development.
• Periodic implementation tracking summaries and issue briefs.
• Consolidated inputs to Global Fund progress updates and review processes.

Reporting and Coordination

• The Advisor will work under the overall guidance of the NTBP.
• The Advisor will coordinate closely with MoHP divisions, provincial and palika TB teams, implementing partners, and donors to support aligned planning, implementation and monitoring of TB-Free initiative and Global Fund supported activities.
• The Advisor will serve as a focal point for coordination and information exchange with the Global Fund and other relevant partners on TB grants as guided by NTBP.
• The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.

Qualifications

• Advanced degree in public health, health management, or a related field.
• Minimum 5 years of experience in TB or donor funded public health programs including demonstrated exposure to Global Fund supported grants.
• Demonstrated experience supporting Global Fund proposal development and/or grant implementation.
• Familiarity with TB-Free Palika or decentralized TB programming within Nepal’s federal health system is an asset.
• Strong coordination, organizational, and stakeholder engagement skills.
• Experience working with government health programs and sub-national structures in Nepal is highly desirable.
• Strong written and verbal communication skills.
• Proficiency in English required.

LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Health Information Specialist (SHIS) will play a pivotal role in supporting the Côte d'Ivoire Ministry of Health and relevant government agencies to strengthen and integrate national health data systems. Embedded within the Direction de l'Information Sanitaire (DIS) at the Ministry of Health, the SHIS will provide strategic oversight, technical leadership, and capacity building to advance the Cote d’Ivoire's digital health architecture and data-driven decision-making. The SHIS will support the Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

The primary focus of the Senior Health Information Specialist will be to provide technical leadership and capacity building to ensure the successful implementation of integrated, cost-effective, and sustainable data systems for health. This position is responsible for leading the implementation and integration of digital health solutions—including electronic medical health records (EMHRs), laboratory information management systems (openELIS), health commodity inventory management systems (mSupply, eSIGL), and disease surveillance platforms (DHIS2, etracker, OneHealth)—across all levels of the health system. The SHIS will oversee the management and analysis of large, complex datasets spanning multiple disease areas (HIV, TB, Malaria, MNCH, Global Health Security, and Routine immunization), ensuring data quality, interoperability, and real-time reporting to support program monitoring, evaluation, and policy development.

By collaborating with government counterparts, implementers, and donors, the SHIS will help drive the transition to government-led data management and reporting, strengthen data-driven decision-making in support of the America First Global Health Strategy (AFGHS), and support Côte d'Ivoire's progress toward the Government of Côte d'Ivoire's national Digital Health strategy to accelerate health coverage and the achievement of key health outcome and process metrics.

Responsibilities

Strategic Leadership & Technical Guidance

• Ensure effective communication and coordination between the Ministry of Health (particularly the DIS), NGOs, donors, and civil society partners related to health information systems and strategic information activities.
• Ensure M&E activities are integrated into overall U.S. Department of State-supported health activities and coordinate these activities with the MOH to avoid duplication of effort and programming gaps.
• Collaborate with government institutions, implementers, and other stakeholders to integrate project data into government systems and national platforms.
• Build trust and maintain professional relationships across diverse partners, facilitating knowledge sharing and capacity building.
• Participate in and contribute to health information and M&E-related meetings hosted by the MOH and other partners.

Communications

• In addition to regular communications with the DIS and Ministry of Health, communicate with partners and the U.S. Embassy to review progress, discuss activities, and address emerging issues.
• The SHIS should avail themselves for calls/meetings with the U.S. Embassy as requested.

Management of Data Systems and Reporting

• Ensure that U.S. government resources are maximized toward achieving sustained results in health data management in line with U.S. government laws, regulations, policies, and procedures.
• Provide technical support to Department of State implementers during the planning, design, and implementation phases to ensure quality data collection and reporting.
• Recommend changes in data management and reporting approaches, using analysis of system performance and data quality assessments.
• Support the Ministry of Health to update and maintain monitoring and evaluation systems to be implemented through existing MOH platforms and existing U.S. government-supported mechanisms.
• Conduct monitoring and evaluation visits to implementation sites to ensure all quantitative and qualitative data is collected properly, and data quality standards are maintained.
• Produce high-quality donor and stakeholder reports that meet international standards and translate technical data into clear, actionable insights for non-technical audiences.

Data Analysis & Modelling

• Conduct exploratory and advanced data analysis to identify trends, correlations, and predictive insights across disease programs.
• Support the development and validation of statistical and machine learning models to inform program planning, resource allocation, and policy development.
• Oversee the integration and interoperability of data from multiple disease areas and platforms (e.g., SIGDEP, SIGSANTE, DHIS2, etracker), ensuring data completeness, accuracy, and reliability.

Data Visualization & Reporting

• Support the development and optimization of dashboards, data visualizations, and reporting tools to communicate insights and support evidence-based decision-making.
• Oversee the reporting of key health indicators and program outcomes on national and partner platforms, ensuring alignment with program metrics and requirements.

Health Data Systems Integration

• Support the integration and interoperability of health data systems (EMHRs, openELIS, mSupply, eSIGL, DHIS2, etracker, SIGDEP, SIGSANTE) in line with Côte d'Ivoire's Digital Health Architecture.
• Ensure seamless data exchange and real-time reporting across platforms, supporting national and subnational program monitoring and evaluation.

Research, Learning, and Performance Assessment

• Provide technical expertise in research, learning, and innovation, supporting the adoption of new tools, frameworks, and strategies for continuous improvement.
• Support the advancement of research and evidence dissemination goals.
• Support the implementation of standardized performance assessment approaches, including Data Quality Assurance (DQA) and Continuous Quality Improvement (CQI), to optimize program outcomes and quality of care.

Program Monitoring & Reporting

• Oversee the collection, analysis, and use of data for program monitoring, reporting, and policy development, ensuring alignment with program outcome and process metrics.
• Collaborate with national agencies within the Ministry of Health and implementers to strengthen integrated health data systems.
• Support the preparation of reports, briefings, and presentations for the U.S. Embassy and other stakeholders.

Monitoring, Evaluation & Learning (MEL)

• Provide expert technical guidance to advance planning, implementation, and monitoring of M&E frameworks, indicators, and reporting systems.
• Support the development of Performance Monitoring Plans (PMPs) and ensure data quality assurance across all health programs.
• Design and implement data collection strategies using modern tools (ODK, KoboCollect, SurveyCTO) and analysis software (Excel, SPSS, STATA, Power BI).
• Work with health information systems (SIGDEP, SIGSANTE, or similar platforms) to strengthen data management capacity within the Ministry of Health.
• Keep abreast of current developments and best practices in M&E through regular engagement with SI experts (domestic and international) and U.S. government officials, ensuring proven methodologies are integrated into national health information systems.
• Monitor key performance metrics across disease areas, document lessons learned and disseminate success stories and innovations.
• Ensure the quality, efficiency, and impact of disease programs, supporting the achievement of program targets and health coverage goals.

REPORTING:

The Senior Health Information Specialist will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. The format for reporting may be adjusted with concurrence from the U.S. government.

SUPERVISION:

In addition to your LEAP Global supervisors and POCs, the Senior Health Information Specialist will report to the Direction de l'Information Sanitaire (DIS), Ministry of Health, and has no formal supervisory responsibility. Incumbents may also have an onsite manager/supervisor with the coordinating Government of Côte d'Ivoire ministry, department, or agency who will provide day-to-day direction as defined in the roles and responsibilities above.

Qualifications

• Advanced degree in Public Health, Epidemiology, Global Health, Data Science, Statistics, Informatics, or a related field.
• Minimum of 7 years of progressive experience in public health data management, analytics, and health information systems in Côte d'Ivoire or similar contexts.
• Demonstrated expertise in data management, modeling, and big data analytics.
• Experience with the management and integration of national health information systems (EMHRs, openELIS, SIGDEP, SIGSANTE, DHIS2, etracker).
• Experience in Monitoring & Reporting, preferably in health, education, or development sectors.
• Minimum 2 years' direct experience managing or advising public health programs.
• Proven leadership in designing, implementing, and evaluating public health data systems at scale.
• Strong experience engaging with government agencies, donors, and international partners.
• Knowledge of disease control initiatives, public health interventions, and emergency response systems.
• Excellent leadership, communication, and team management skills.
• Proven ability to communicate clearly and concisely – orally and in writing – in both French and English. Demonstrated ability to communicate highly technical information to both subject matter expert and non-expert audiences.
• Good computer skills, including familiarity with Microsoft Office programs.
• Excellent organizational, planning, negotiating and problem-solving skills.

Preferred Qualifications

• Experience with DOS and/or PEPFAR projects is an advantage.
