About the Position

Pretrial Associates (PTAs) are integral to the work we do in the courts and Central Booking. With staff working 24/7 in each of the city's centralized courthouses, CJA interviews nearly all individuals held in custody before they see a judge and makes a release recommendation to the court.  We assist people who have been arrested, as well as their families, in navigating the bail payment process to facilitate their release from court before admission to DOC facilities.

Primary Responsibilities 

Client/Customer Service & Communications:

• Thoroughly and compassionately interviews recently arrested individuals in Central Booking locations in all boroughs to determine community ties. The information gathered plays a major role in the CJA’s recommendation to release them without bail.
• Conducts telephone verifications of the information the individuals provide, such as address, employment, possible sureties, and other factors which play an important role in the individual's opportunity to receive a recommendation for Release on Recognizance (ROR).
• Explain bail payment procedures and assist sureties with the bail payment process.

Attention to Detail & Organization:

• Accurately record the interview responses into the Agency’s computerized database.
• Determine release recommendation for individuals using CJA’s standardized release assessment, which combines criminal history factors and community ties information.
• Observe and monitor arraignment outcomes and assist individuals who have bail imposed.
• Participate in various interdepartmental programs, such as Bail Expediting Program, which involves identifying eligible cases and making follow up phone calls to their sureties to expedite bail payment at the courts, rather than at DOC facilities.

Teamwork & Relationship Building

• Interact respectfully with other agencies and court players, such as NYPD, DOC, NYS Court Officers, Supervised Release programs, Court Clerks, and Legal Aid to effectively facilitate court procedures and represent CJA in a professional manner.
• Contribute to and work on various innovative pilot programs implemented in the boroughs and suggest potential improvements.

Qualifications 

• One year of relevant work experience is required. Candidates with at least two years of comparable experience may also be considered. All majors are welcome to apply, with preference given to criminal justice and related social science fields. An associate degree from an accredited college is preferred.

DEPARTMENT SUMMARY

CJA’s Outreach Team works to increase public awareness about the criminal legal system in New York City. Outreach supports the public by contacting people about their upcoming court dates and missed court dates, providing information throughout the pretrial process and community resources.

POSITION SUMMARY

As part of CJA’s Operations Outreach Center, the Outreach Associate supports the Agency’s efforts to reduce unnecessary detention and failure-to-appear for those arrested within the 5 boroughs of New York City. Using best practices in communication, resourcefulness, and data-informed engagement with those involved in the justice system, CJA’s Outreach and Helpline helps people who are arrested, and their families navigate the complexities of the criminal court and pretrial process.

The Outreach Associate is a critical resource to individuals and their families with pending cases in criminal courts.  Outreach Associates respond to inbound calls to the Helpline and use active listening skills, empathy, and resourcefulness to speak to court involved individuals and the general public when helping them understand the pretrial process and procedures. The Outreach Associate answers questions about court dates, bail posting or updating or correcting contact information. In addition, they work with a team of colleagues leading the agency’s citywide efforts to reduce the Failure-to Appear (FTA) rates of court involved citizens. The efforts of the Outreach Associates support special initiatives projects including conducting in-depth conversations and interviews with court involved individuals to gathering information on their experiences in pretrial detention.

PRIMARY RESPONSIBILITES

• Manage high-volume inbound calls in a timely manner, follows best practices and scripts for diverse inquiries
• Conducts phone surveys with court involved individuals to record their pretrial experiences
• Identify client needs, research issues, and provide solutions, including connecting clients with relevant resources.  This work is primarily conducted via call, SMS, email, however, some direct client contact is required.
• Maintains records and compiles data of calls made and transcribes information collected
• Provide support to clients by issuing court date reminders via call, SMS, email, and postal mail 
• Contact clients who have missed their court date and have a warrant issued, providing support and assistance to help them return to court and resolve their missed court date
• Collaborate with the QSR department to support clients in Supervised Release and conduct specialized notifications or other outreach as assigned
• Collaborate with the Research/Evidence-Based Practice department on research projects and surveys.
• Collaborate with external stakeholders in other programs as directed
• Handle administrative duties such as responding promptly and professionally to emails, answering phone calls, processing incoming and outgoing mail, maintaining office supplies, and other administrative duties as assigned
• Attend educational and training seminars to improve knowledge and performance levels
• Other duties as assigned

QUALIFICATIONS

• Individuals with two years  work experience and/or lived experience with the criminal justice system are strongly encouraged to apply. 
• Associate degree, specifically in criminal justice (Preferred) 

• One year of work experience in a customer service or client-facing role (preferred).

JOB REQUIREMENTS

• This position is based at CJA’s Central Office, but some projects may require scheduled time at other CJA locations including in court.

SCHEDULE & COVERAGE REQUIREMENTS

This is a part-time position designed to support operational coverage.

The Outreach Associate:

• Will work a combination of full-day and partial-day shifts.
• May be scheduled on different days based on operational needs and staffing coverage.
• Will be required to report in-office as scheduled to support operational needs, including critical functions such as mail processing.
• Will participate in daily outreach activities, including helpline, court notifications, administrative tasks, and outreach efforts across programs such as CASU and other initiatives as assigned.

Hours: Total weekly hours are fixed at 17.5 and will be scheduled accordingly.

**Flexibility is required to adjust scheduled days, as needed, to ensure adequate coverage.

Compensation: $29.15 per hour
