Job Responsibilities

• Observes construction activities performed by a contractor or sub-contractor on preparation of water, wastewater, sanitary, storm sewer, paving, and detention facilities
• Regularly interfaces with Client and Contractor to ensure project is moving forward
• Reviews pay apps and change orders for accuracy
• Assist in responses to RFI’s ensuring responses are issued in a timely manner
• Lead preconstruction meetings and meetings as required by the client onsite
• Documents and reports to the supervisor whether the activity was completed in accordance with contract documents
• Additional duties include observation and documentation for specific testing procedures outlined in the specifications
• Maintains a daily job log
• Arranges and conducts job progress meetings
• Schedules and conducts final inspections with representatives from various municipalities
• Communicates directly with client representatives

Job Requirements

• High School Diploma or GED required; specialized vocational training is a plus.
• 2 years of general civil construction experience, including Public Works Infrastructure inspection experience
• Strong understanding of civil infrastructure construction schematics/drawings
• Ability and willingness to work hours other than 8am to 5pm, including nights, weekends and holidays
• Ability and willingness to work outside with exposure to weather conditions
• Ability to perform basic math skills including geometry
• Ability to communicate and interact effectively with others
• Ability to lift 25 lbs
• Must possess a current valid US-based driver license and must be willing to submit to a pre-employment drug test and driving record check.

Construction Inspector (Construction Management)

Location: Waco/Temple/Belton, TX 

Job Responsibilities

• Inspect roadway, bridge, retaining wall, water, wastewater, sanitary, storm sewer, detention facilities, and related transportation construction activities to ensure compliance with plans, specifications, contract documents, and safety standards
• Observe construction activities performed by contractors and sub contractors and document daily progress, quantities, testing procedures, and field issues
• Monitor project phasing, traffic control, and barricades in accordance with approved safety requirements and TMUTCD standards
• Maintain accurate daily job logs, reports, photographs, and project documentation
• Identify, document, and report construction deficiencies and recommend corrective actions
• Assist in responses to RFI’s ensuring clarifications and issues are addressed in a timely manner.
• Prepare and assist with monthly and final pay apps/estimates, including quantity calculations
• Arrange and conduct job progress meetings
• Schedule and conduct final inspections with representatives from municipalities and client agencies
• Communicate directly with contractors, materials testing consultants, and client representatives
• Verify completed work aligns with contract documents, plans, specifications, and testing requirements
• Support interpretation and resolution of plan and specification issues
• Perform additional duties as assigned, including leading inspection activities when applicable

Job Requirements

• High School Diploma or GED required; specialized vocational training is a plus
• 5 years of general civil construction experience, including Public Works infrastructure and Transportation inspection experience.
• Experience with roadways, bridges, drainage, water, wastewater, sanitary and retaining wall inspection.
• Class C Water Operator License is preferred but not required to apply for position. Candidate will be expected to complete Class C Water Operator training and licensing within 2 years of employment. Background check will be required as part of licensing requirements.
• Previous experience with Municipal and Country work is preferred.
• Previous experience with TxDOT, specifically Local Let type projects, is a plus.
• Inspection experience with Commercial/Residential/Industrial developments is preferred.
• Inspection and coordination experience with franchise and local utility owners is a plus.
• Working knowledge of construction inspection methods, engineering principles, and state, county and municipal standards
• Working knowledge of Storm Water Prevention Pollution Plans (SWPPP) and ADA standards for accessible design.
• Experience with traffic control and TMUTCD requirements
• Strong understanding of civil construction schematics, plans, specifications, and technical drawings
• Proficiency in basic to intermediate math, including geometry and quantity calculations
• Strong written and verbal communication skills with attention to detail
• Ability and willingness to work hours other than 8:00 a.m. to 5:00 p.m., including nights, weekends, and holidays.
• Ability and willingness to work outdoors with exposure to varying weather conditions
• Ability to perform medium physical work, including lifting up to 50 lbs.

Job Responsibilities

• Serve as liaison between the contractor, the consultant lead engineering and inspection team, and the Program Management Team
• Ensure Project Management Plan (PMP) is followed
• Monitor overall construction progress and ensure compliance with the Specifications
• Review project plans, specifications and contract documents.
• Identify constructability issues, plan errors or omissions, potential delay issues, extra cost impacts, and identify potential resolution for deficient work.
• Lead Contractor Progress Meeting and report progress at Program Management Meetings
• Report on overall project progress, overall costs, executed, pending and upcoming change orders, and review remaining contingency
• Recommend approval of all pay estimates, including review, and update of all MOH
• Review bid item remaining quantities & identify any potential overrun/underrun
• Review and recommend final response to all RFI’s
• Where required, provide final design oversight, sign and seal revisions made to the project plans
• Coordinate with PMC team if Design Engineer services is required
• Review and approve project bid item work packages
• Review and sign all Non Conformance Report (NCR) upon completion
• Ensure SWPPP (Storm Water Pollution Prevention Plan) compliance
• Evaluate and track all Value Engineering Proposals
• Verify the contractor’s proposed look ahead schedules are realistic and followed
• Review construction issues that arise on site and work towards recommendation of a resolution

Job Requirements

• Bachelor's degree in civil engineering or related field
• Registered Professional Engineer (PE) in Texas
• 5+ years of Construction, Engineering, Inspection (CEI) experience for Water/Wastewater and Municipal projects
• 5+ years of Construction Project Management experience for Water/Wastewater and Municipal projects
• Excellent written and verbal communication skills with the ability to communicate effectively with all levels in an organization.
