Team Overview
As Legal Counsel, Investigations & Oversight, you are a vital part of the Counter Censorship Task Force. In this role, you will support investigative, transparency, and research initiatives that provide the factual foundation for litigation, legislation, and strategic responses to censorship-related challenges.
This position is suited for an attorney with strong research skills, intellectual curiosity, and the ability to contribute to complex investigative projects.
Key Responsibilities
Investigative Research
Conduct legal and factual research into institutions, policies, and initiatives related to censorship and free expression.
Collect, organize, and analyze publicly available information relevant to investigative efforts.
Prepare research memoranda and analytical reports supporting senior attorneys and leadership.
Public Records & Transparency Work
Draft and submit public records and transparency requests at federal, state, and international levels.
Track deadlines, manage follow-up communications, and monitor compliance.
Review and analyze records obtained through transparency requests.
Assist in preparing materials related to transparency enforcement actions.
Investigative Support
Assist in mapping relationships among institutions, organizations, and programs relevant to censorship-related issues.
Compile factual records supporting litigation development, legislative initiatives, and oversight efforts.
Support the development of investigative research files and briefing materials.
Minimum Qualifications
Bachelor’s degree
JD., licensed to practice law in the relevant jurisdiction

Team Overview
Key Responsibilities
Conduct complex legal research and analysis concerning state and federal legislative, regulatory, and litigation opportunities for achieving the aims of ADF’s corporate engagement efforts.
Assist in the development of testimony, state and federal public policy, position papers, and reports on select corporate engagement issues.
Develop and execute strategies for shareholder engagement on ADF’s areas of interest at publicly traded companies, including drafting shareholder proposals, assisting with filing proposals, and developing public policy and media strategies.
Defend shareholder proposals from company no-action requests to the SEC and review other attorneys’ work on the same.
Provide other legal representation for shareholder engagement, including compliance advice, representing shareholders in meetings with companies, and leading negotiations on shareholder engagement.
Lead a coalition of conservative and faith-based investment advisors, proxy advisors, and shareholders, and work closely with public officials on shareholder engagement.
Contribute to coordinated PR campaigns on priority shareholder issues, including letter writing, rallying members of multiple coalitions, and strategic media.
Oversee the Viewpoint Diversity Index, related corporate research, and a team of 3-4 research analysts.
Handle media interviews and public speaking engagements.
Minimum Qualifications
J.D., active license in at least one US state bar, and capable of meeting admission requirements in relevant jurisdiction within one year
5+ years of legal experience
Bachelor’s degree in political science, Public Affairs, or related field or an equivalent combination of education and experience

The role operates upstream of litigation and advocacy, generating the factual record, analysis, and transparency necessary to support effective legal and policy action.
Key Responsibilities
Investigations & Systems Analysis
Lead investigations into censorship-related systems, networks, and institutional relationships affecting free expression and religious liberty in the United States and internationally.
Analyze the structure, governance, funding, and coordination of institutions involved in censorship-related initiatives.
Identify patterns, incentives, and structural vulnerabilities relevant to censorship systems.
Develop investigative strategies designed to surface actionable information for legal, legislative, and oversight purposes.
Transparency & Public Records Strategy
Design and oversee transparency initiatives, including public records and information requests at federal, state, and international levels.
Draft and supervise public records requests and ensure follow-through to secure meaningful production.
Coordinate with litigation teams when transparency requests require enforcement or escalation.
Analyze materials obtained through transparency efforts and translate them into usable investigative findings.
Oversight & Accountability Support
Produce investigative memoranda, briefing materials, and analytical reports supporting legislative oversight and accountability efforts.
Identify opportunities for legislative or governmental oversight related to censorship activity.
Support litigation teams by identifying fact patterns and evidentiary developments relevant to potential cases.
Strategic Collaboration
Work closely with other attorneys, researchers, coalition partners, and communications professionals to ensure investigative work supports broader strategic objectives.
Advise leadership on investigative priorities and emerging developments.
Supervise and mentor investigative staff supporting the Task Force.
