The VA OIT SPM, Corporate (CORP) Service Line (SL) delivers world-class, Veteran-centric capabilities that provide secure, seamless delivery of IT systems to VA corporate offices so these offices may efficiently and effectively provide benefits and services to Veterans and their families.

Professional Level 

The Security Analyst aligns with an E2 professional level.  An Engineer 2 has a good understanding of the software development life cycle and can take on work without much direction majority of the time. Performs multiple engineering-related tasks in various assignments within the project and firm. An Engineer 2 has broad knowledge of engineering procedures and assists in the resolution of complex problems. An Engineer 2 has strong technical skills and background, a knack for learning new technologies, and a blend of good problem-solving and innovation needed to resolve a wide variety of technical production challenges. 

Responsibilities 

• Support Authorization to Operate (ATO) processes for VA systems by updating and maintaining security documentation, including System Security Plans (SSP), Plan of Action & Milestones (POA&M), Incident Response Plans (IRP), and Business Impact Analyses (BIA).
• Perform continuous monitoring and vulnerability management using tools like Tenable Nessus, SCCD, and adherence to DISA STIGs.
• Conduct risk assessments and ensure compliance with NIST Risk Management Framework (RMF) and FEDRAMP requirements for cloud systems.
• Coordinate and execute annual ATO-related exercises such as Disaster Recovery, Contingency Planning, and Incident Response Tabletop tests with cross-functional stakeholders.
• Ensure timely remediation of vulnerabilities and track mitigation progress in eMASSService Now (SNOW) Continuous Authorization and Monitoring (CAM), collaborating with DevOps and system owners.
• Develop and review Memorandums of Understanding (MOUs), Interconnection Security Agreements (ISAs), Privacy Threshold Analyses (PTAs), and Privacy Impact Assessments (PIAs).
• Provide security analysis and technical support for VA Corporate Service Line systems such as VEMS, POS, and MDM across their lifecycle.
• Support VA’s compliance with government standards (FISMA, HIPAA, NIST SP 800-53, and VA-specific directives). 

Requirements 

• Bachelors degree in computer science, electronics engineering or other engineering or technical discipline is required.
• 5+ years of experience in a security analyst, system steward, or similar role, supporting government information technology systems.
• Expertise in federal Governance, Risk, and Compliance (GRC) tools such as Service Now (SNOW), Continuous Authorization and Monitoring (CAM) or Enterprise Mission Assurance Support Service (eMASS)

The Service Management Platform (SMP) Management Support Services project provides enterprise operational, technical, and governance support for the USPTO ServiceNow environment. The program ensures platform stability, security, and compliance while enabling continuous improvement through Agile delivery of enhancements, integrations, and reporting across ITSM, ITOM, CMDB, security, and asset management capabilities. SMP personnel support both daytoday operations and strategic modernization initiatives in alignment with USPTO policies, ServiceNow best practices, and Government approved governance processes. 

Professional Level Information:   

The ServiceNow Architect aligns as an E3 position at 9th Way Insignia.  The position is a Senior Architect-level role supporting the USPTO Service Management Platform (SMP). This role is responsible for the overall technical architecture, design integrity, and long-term sustainability of the ServiceNow platform. The ServiceNow Architect provides expert-level guidance on platform configuration, customization, integrations, and governance, ensuring all solutions are scalable, secure, upgrade-compatible, and aligned with USPTO policies, ServiceNow best practices, and SMP governance standards. The ServiceNow Architect works closely with Product Owners, the Program Manager, Development Leads, Administrators, and Government stakeholders to translate business needs into compliant, high-performing ServiceNow solutions.

 Responsibilities 

• Serve as the technical authority for the USPTO ServiceNow Service Management Platform (SMP). 

• Lead architectural design and technical decision-making for new implementations, enhancements, integrations, and complex configurations. 

• Ensure adherence to ServiceNow out-of-the-box principles, safe-scoped development, Flow Designer automation, and upgrade-compatible design patterns. 

• Provide architectural oversight for core ServiceNow modules, workflows, integrations, and data models, including CSDM alignment. 

• Conduct and participate in design reviews, peer code reviews, and architecture reviews. 

• Advise Product Owners and Program Manager on technical feasibility, risk, and architectural impacts. 

• Define and enforce platform governance standards, including role-based access control (RBAC) and configuration management. 

• Support ServiceNow integrations using approved frameworks and Government-approved standards. 

• Participate in weekly, monthly, and ad-hoc technical meetings with USPTO stakeholders. 

• Support incident response, root cause analysis, and long-term remediation efforts. 

• Review and contribute to technical documentation, architecture diagrams, and ATO artifacts. 

Requirements 

• Bachelor’s degree in Computer Science, Information Systems, Engineering, or related discipline or 8 years of equivalent experience in lieu of a degree. 

• Five (5) or more years of hands-on ServiceNow platform experience, including architecture and implementation. 

• Demonstrated expertise in ServiceNow modules, frameworks, and governance models. 

• Experience designing scalable, secure, and upgrade-compatible ServiceNow solutions. 

• Strong communication skills with both technical and non-technical stakeholders. 

• U.S. Citizenship required. 

Preferred/Desired  

• ServiceNow Certified System Administrator (CSA) or higher-level ServiceNow certifications. 

• Experience supporting federal agencies or large enterprise environments. 

• Familiarity with ITIL-based service management practices. 

• Experience supporting ATO documentation and compliance activities.

The Test Analyst supports the USPTO Service Management Platform (SMP) and is responsible for ensuring the quality, reliability, and compliance of ServiceNow configurations, enhancements, and integrations prior to production deployment. This role focuses on test planning, execution, validation, and defect management to ensure all SMP deliverables meet Government-approved requirements, ServiceNow best practices, and USPTO quality standards. The ServiceNow Test Analyst works closely with Product Owners, Developers, Administrators, Architects, and the Program Manager to support Agile delivery and continuous improvement across the SMP environment. 

 Responsibilities 

• Develop, execute, and maintain test strategies, test plans, and test cases for ServiceNow applications, configurations, and integrations supporting SMP. 

• Perform manual and automated testing activities during Agile sprints, including functional, regression, and integration testing. 

• Validate ServiceNow enhancements and fixes prior to deployment, ensuring alignment with approved user stories and acceptance criteria. 

• Support pre-deployment validation, regression testing, and release readiness activities for SMP releases. 

• Document and track defects, coordinate with Developers and Administrators on resolution, and verify fixes prior to closure. 

• Participate in sprint planning, daily standups, backlog grooming, release demos, and retrospectives as required. 

• Collaborate with Product Owners and stakeholders to clarify requirements and ensure test coverage aligns with business needs. 

• Ensure testing activities comply with USPTO policies, SMP governance, and ServiceNow best practices. 

• Maintain test documentation and artifacts to support audits, quality reviews, and knowledge transfer. 

Requirements 

• Bachelor’s degree in Information Systems, Computer Science, or a related technical discipline or 8 years of equivalent experience in lieu of a degree. 

• Four (4) years of experience performing software or ServiceNow testing in an Agile environment. 

• Experience developing and executing test plans, test cases, and regression testing activities. 

• Familiarity with ServiceNow platform functionality and IT Service Management (ITSM) concepts. 

• Experience with defect tracking and test documentation. 

• Strong analytical, communication, and collaboration skills. 

• U.S. Citizenship required and ability to meet USPTO onboarding and clearance requirements. 

Preferred/Desired  

• Experience testing ServiceNow implementations in a federal government environment. 

• Familiarity with Agile/Scrum delivery methodologies. 

• Experience supporting automated testing tools or frameworks. 

• Knowledge of ITIL-based service management practices.
