BB&E is seeking an experienced Site Manager to oversee telecommunications operations and maintenance supporting the U.S. Navy's NAVSATCOMFAC Lago Patria Teleport Facility. The Site Manager serves as the Contractor's primary on-site representative and is responsible for managing all contract operations, personnel, mission execution, quality control, customer relations, and compliance with Government requirements. The position supports worldwide strategic SATCOM operations in a 24/7 mission-critical environment.

The ideal candidate will have experience with operating and maintaining satellite communications systems in Italy. Experience working on O&M contracts providing support 24 hours a day, seven days a week, and experience performing O&M on Teleport Satellite Systems such as VERTEX RSI 9-meter Ku Band Commercial terminals, VERTEX RSI 16.4-meter C-band Commercial terminals, VIASAT RT-1828 UHF radios, or USC-38 NMT AEHF terminals.

Essential Duties and Responsibilities

  • Serve as the Contractor's primary representative to the Government.
  • Direct daily operations and maintenance activities supporting satellite communications systems.
  • Manage contract execution, staffing, scheduling, and personnel supervision.
  • Ensure compliance with all contract requirements, Government regulations, and Quality Control Program requirements.
  • Coordinate directly with the COR, DISA, NCTS Naples, and other Government agencies.
  • Oversee maintenance planning utilizing the Navy 3M Program.
  • Ensure operational readiness of SATCOM, Teleport, MUOS, MLGC, AC2/SLM-5650B, and associated communications systems.
  • Lead contingency planning, emergency response, and mission continuity efforts.
  • Manage COMSEC, cybersecurity, physical security, and safety programs.
  • Support Government inspections, audits, and performance evaluations.
  • Review technical correspondence, outage reports, maintenance documentation, SOPs, and operational reports.
  • Attend technical conferences and Government meetings as required.
  • Ensure contractor personnel remain properly trained, qualified, and mission-ready.
  • Maintain on-site presence and provide mission support coordination during scheduled work hours.

Requirements

  • Meet DoD Cyber Workforce Framework (DCWF) qualification requirements.
  • Minimum ten (10) years of experience within the last fifteen (15) years operating and maintaining SHF, EHF, and/or UHF satellite earth terminal systems.
  • Minimum six (6) years of satellite communications site management experience within the last fifteen (15) years.
  • Extensive knowledge of DISA, Navy, MUOS, OSHA, EPA, and DoD telecommunications operations.
  • Experience managing Quality Control, 3M maintenance programs, cybersecurity, COMSEC, logistics, and contingency operations.
  • Active Secret Security Clearance (minimum).
  • U.S. Citizenship required.
  • Strong leadership, communication, and customer relationship skills.

Physical Requirements: To successfully perform the essential duties of this position, an individual must be able to perform the following:

  • Must be able to stand, walk, bend, stoop, crouch, crawl, navigate across uneven ground that is common at construction sites and climb for extended periods as well as when traveling to and from job sites
  • Must be able to lift, carry, push, and pull materials and equipment weighing up to 50 pounds regularly
  • Must be able to work both indoor/outdoor (with exposure to the elements)
  • Must be able to work in confined spaces and under varying environmental conditions, including heat, cold, humidity, rain, wind, dust, and noise
  • Must be able to wear and use required personal protective equipment (PPE) such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests and high-visibility reflective safety vests
  • Must have sufficient visual and auditory acuity to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites
  • Must be able to drive company or personal vehicles to and from field locations, sometimes multiple times per day, and may be required to work variable shifts depending on project needs

Work Environment:

  • Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
  • Capable of lifting up to 10 lbs
  • Ability to see details of objects that are less than a few feet away
  • Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
