Educate!, the largest youth skills service provider in East Africa, is seeking a Product Owner to join our ambitious and cross-functional Technology team. We are looking for a product professional who is excited and passionate about solving consumer-facing problems, developing product roadmaps, and executing those plans to bring value to end-users. The ideal hire will help the product team meet and exceed its goals by translating strategic business initiatives into technology products. The Product Owner will be part of a new and growing Technology team and will provide support to the product, delivery and M&E teams.

In this role you will have a chance to collaborate with a variety of stakeholders to understand requirements for the tech products/solutions, develop product roadmaps and project-manage the entire tech product/solution development cycle. 

The ideal hire is passionate about working with data to drive improvements in user experience and excited to work with simpler technology tools such as USSD, SMS, WhatsApp through Telerivet, Echomobile, Textit etc. that are easily accessible to youths who don’t have access to smartphones. What You’ll Do🌟 

Requirements gathering: Translating Product strategy into product development specifics

• Gather all information from cross-functional teams to translate strategy into clear product specifics.
• Assist business stakeholders to define and refine their requests
• Collaborate with a variety of stakeholders to define the relevant personas, user journeys, and functional requirements.
• Drive decision-making with internal partners
• Translate requirements into product designs
• Develop and own a product strategy that is clearly articulated, easily understood, and delivers meaningful value to our customers and business over time
• Identify areas for modification in existing programs and subsequently develop these modifications

User-focused/Customer-centered product design

We need our Product Owner to build processes and practices to continuously gather and address usability issues with our technology products.

• Lead ideation for the needs identified- creating designs based on requirements and strategy
• Construct systems and processes to gather data on how users actually experience it on a day-to-day basis
• Own process of integrating  customer feedback into products

Market Research and User Testing

• Research and analyze the users and the roadmap for the product
• Plan, prepare and conduct research on potential solutions
• Collect quantitative product data and metrics through market research
• Test and evaluated new designs/products
• Research and analyze the way our data can be used and then drive improvements in user experience.

Project Management

• Build and execute an actionable roadmap that empowers developers to realize the product strategy
• Providing vision and direction to the development team and stakeholders to achieve the product vision
• Collaborate closely with Design, Programs, and M&E teams to drive the execution of the product development team
• Plan and prioritize product feature backlog and development for the product
• Lead the planning of product release plans and set the expectation for the delivery of new  functionalities
• Developer management: oversee development of product features either through external consultants or development
• Keep abreast with Agile/Scrum best practices and new trends
• Develop quality assurance procedures

Who You Are 🦸‍♀️🦸‍♂️

• Bachelor’s degree in Computer Science, Information Technology, is nice to have or any other Technology related course, and a minimum of 3 years of work experience.
• Experience building both web and mobile applications with offline capabilities.
• Possess a broad understanding of the tech product development process; and have created product roadmaps, user journey maps and has experience with backlog grooming and prioritization.
• Experienced with using qualitative and quantitative data (especially from A/B tests) to make product decisions.
• Experience working with a startup is a plus.
• Experience working with program delivery and data collection platforms such as USSD, SMS, WhatsApp etc.
• Basic knowledge of MySQL & Postgres databases, JIRA or any other project management tool and Figma.

Educate! views finance not just as a compliance function, but as a strategic engine for impact. The right person will be a "strategic architect" who can look beyond the numbers to craft the narrative of our financial future, ensuring our staffing, systems, and processes are built to match our organization and strategy. You will be obsessed with efficiency and eager to design bespoke financial systems that are lean, actionable, and specifically tailored to match the unique stage of each of our products—from pilot to massive scale.

Educate! has grown 3x over the last 4 years, and keen to keep going. The right person will love solving complex strategic problems and coaching teams to internalize cost-consciousness and data-driven decision-making in order to make continued growth a reality. Uniquely, this role does not require a traditional CFO background; we are also open to finance-oriented management consultants, general managers, or strategy/operations leaders.

What You’ll Do🌟

Financial Oversight (20%)  

• Provide strategic leadership over financial operations and restrictions management to ensure a strong, sustainable cash position across all countries.
• Oversee accurate, timely financial reporting and maintain internal controls that keep the organization fully audit-ready at all times.
• Champion a culture of cost consciousness and financial discipline, ensuring teams use resources efficiently and responsibly.
• Ensure financial information is consistently reliable, on time, and actionable for leaders and stakeholders to make sound, data-driven decisions.
• Drive swift and effective resolution of all audit recommendations, ensuring financial integrity and compliance remain a non-issue and never disrupt organizational success.

Systems building (20%)

• Design and build lean financial systems and processes that are specifically tailored to match the product stage and business model of each program model
• Collaborate with program leaders to review and develop country-level finance systems that support optimum field delivery operations while establishing and promoting an appropriate control environment.
• Your work will ensure teams in the field can deliver with excellence, supported by robust financial practices.
• Develop financial systems that empower product and implementation teams to focus on what matters most at each stage: speed, quality, or scale by eliminating unnecessary procedures and enabling operational clarity.
• Create systems that evolve with the organization’s growth, ensuring efficiency without unnecessary complexity, and enable us to build and scale products that measurably improve the lives of millions of youth.

Strategic Financial Analysis (20%)

• Define and prioritize key financial metrics: Partner with the CEO, COO, Chief Education and Innovation Officer (CEdIO), and CPO to identify the most critical financial metrics for each product and stage of growth.
• Design and implement actionable systems: Lead the rollout of systems that translate complex financial data into clear, strategic insights for leadership decision-making.
• Enable leaders with practical financial tools: Equip operational and product leaders with intuitive financial models and core metrics they can actively use.
• Drive sustainable growth: Empower teams to make confident, strategic decisions that maximize financial sustainability and long-term impact for each product and program

Compliance (10%)

• Partner with country teams to implement and monitor strict adherence to all risk management measures, internal controls, and financial regulations, including tax and human capital laws.
• Act on key reports and recommendations to strengthen and improve the organization’s financial ecosystem.
• Strategic Compliance Leadership: Ensure all critical compliance requirements are fully met, and lower-priority obligations are managed strategically, so that compliance matters never undermine organizational success.

External Reporting (15%)

• Lead financial forecasting and the creation, review, and analysis of reports to support strategic decision-making.
• Develop and review budgets for proposals and funder/payer reporting, ensuring accuracy, clarity, and timeliness.
• Deliver financial reporting to funders and the board that is reliable, transparent, and strategically framed, presenting complex budgets in the simplest, most understandable way for organization-wide clarity and efficiency.
• Streamline complex reporting processes to minimize time and effort while maintaining accuracy and insight.

Technology Leadership for Finance & Administration (15%)

• Drive continuous improvement of finance and administration systems by assessing team needs, auditing current processes, and researching industry best practices.
• Ensure global and country-level finance and admin functions leverage the most effective technology to operate efficiently, reduce costs, and strengthen overall financial sustainability.
• Lead technology initiatives that optimize workflows, increase productivity, and enhance the organization’s operational resilience.

• Experience: 6-10 years of strategic leadership experience, including oversight over strategic finance and operational systems. Specific finance leadership is NOT required - however oversight over finance systems and reporting and strategic financial management experience is. This position combines strategic oversight with hands-on execution across recruitment, employee experience, performance management, compliance, and HR administration. Working closely with the Managing Director and the Global People Team, the People Operations Manager ensures that Educate! maintains a culturally aligned, compliant, and high-performing team. The ideal candidate is systems-oriented, detail-driven, and passionate about building strong employee experiences that empower teams to perform at their best. 

What You’ll Do🌟

Talent & Employee Experience – 30%

• Support recruitment processes for both field and office-based teams in collaboration with implementation and global talent teams, ensuring timely, equitable, and quality hires aligned with Educate!’s values.
• Establish strong systems for field team recruitment, onboarding, and short-term contract tracking to support program agility. 
• Oversee onboarding and offboarding processes to ensure seamless employee transitions and a positive employee experience. 
• Drive initiatives that build and sustain Educate!’s culture, including team socials, engagement programs, and feedback mechanisms.
• Lead culture pulse surveys and develop actionable insights to enhance staff engagement and retention in liaison with the HRBP. 

Performance Management & Capacity Building - 30%

• Oversee implementation of Educate!’s performance management systems, including PDPs, quarterly performance conversations, and annual reviews. 
• Manage the probation process for all new hires, ensuring timely feedback and documentation. 
• Coordinate and deliver new manager training and capacity-building initiatives across teams.
• Work closely with the MD and HRBP to develop workforce plans aligned to program and organizational priorities.

HR Administration - 20%

• Oversee monthly payroll processing and ensure accuracy in statutory contributions and filings.
• Manage staff benefits, including health insurance, airtime credit, staff transport reimbursements, and staff loans.
• Develop and track HR budgets, manage BVAs, and coordinate closely with Finance for expenditure control and reporting.
• Maintain accurate and updated HR data systems (e.g., BambooHR), ensuring data integrity and timely reporting.
• Continuously improve HR administrative systems and workflows for operational efficiency and scalability.

Legal Compliance & Risk Management - 20%

• Ensure Tanzania HR practices are fully compliant with Tanzanian labor laws and other relevant national regulations.
• Manage visa and work permit processes for all international staff, coordinating with legal partners and internal stakeholders. Serve as a point of contact for immigration-related processes, including work permits, visas, and renewals, working closely with the HR coordinator and the legal firms.
• Serve as the primary contact for all immigration-related processes, including visa and work permit applications and renewals for international staff in close collaboration with legal partners and other internal stakeholders.
• Manage the relationship with external legal counsel, ensuring up-to-date labor law compliance and proactive issue resolution.
• Oversee OSHA registration, workplace safety standards, and implementation of compliance audits.
• Draft and manage employment contracts, HR policies, and compliance documentation in collaboration with the law firm and relevant authorities.
• Identify and mitigate HR-related risks through effective policy enforcement and compliance monitoring.
• Proactively identify HR risks and put mitigation strategies in place. 

Additional Responsibilities

As a key partner in organizational leadership, you represent HR to ensure people-focused thinking is embedded in strategic decisions. Keeping the Managing Director and HR Business Partner informed on internal dynamics, emerging trends, and labor developments will be part of how you drive smart, timely actions. In leading the HR Coordinator, you bring clarity, mentorship, and effective delegation to help the team thrive. You’ve built a solid foundation in HR, with at least 4 years of experience and significant portion of that spent managing operations, compliance, and people. You have a solid grasp of Tanzanian labor laws, from payroll and benefits to workplace compliance and immigration requirements. You’ve set up or improved HR systems to support growing or dispersed teams, and you're comfortable using tools like BambooHR to keep things running smoothly. You communicate clearly, handle sensitive matters with care, and build trust across all levels. Experience in a fast-paced NGO or social enterprise is a plus. As we continue to strengthen our influence across government systems and expand our reach to more youth, this role requires a professional who can combine strategic thinking, technical expertise in education, and strong stakeholder engagement.

The Policy Design and Learning Specialist will be responsible for shaping and refining program design, supporting policy alignment, and driving continuous learning to improve outcomes. This includes collaborating closely with government partners, supporting teacher training and capacity building efforts, contributing to advocacy initiatives, and ensuring programs are responsive, relevant, and impactful for students and youth.

This role demands someone who is proactive, adaptable, and solutions-oriented, with the ability to navigate complex systems, influence stakeholders, and translate insights into action. As we scale, this role is critical in ensuring our programs remain effective, aligned with national priorities, and deliver sustained impact.

What You’ll Do🌟

Government Workshop Co-Design and Coordination- 35%

• Lead the design of innovative and high quality materials for all government engagement workshops, including strategy documents, workshop agendas, concept notes, facilitation guides, education system analyses, talking points for policymakers, benchmarking reports and policy briefs.
• Participate in and support the design and facilitation of government engagement workshops, such as multi-stakeholder dialogues, learning experiences and co-design workshops, to influence government policy.
• Lead retrospective sessions post-workshops to assess what went well, what didn’t, and how future workshops can be improved.
• Develop clear next steps and action plans from workshop outcomes to inform and
• enhance future designs and materials.
• Establish a robust feedback loop to continually refine and elevate the quality and impact of materials and workshop designs.
• Provide a leadership role in quality assurance, ensuring that all materials are thoroughly vetted and meet the highest standards of accuracy, clarity, and effectiveness.

Digital Learning Design and Technology Systems- 30%

• Build and manage structured learning journeys on the LMS. Take approved curriculum content and translate it into a sequenced digital experience: organizing modules, setting progression logic, defining milestones, and configuring the platform so teachers move through content in an order that builds knowledge and skills incrementally. You own the learning architecture inside the platform, not just the content sitting in it.
• Apply instructional design principles to make LMS content accessible and actionable for teachers with varying subject knowledge. Use Tanzanian-context examples and activities that address diverse learning styles and backgrounds.
• Monitor LMS and virtual learning data, including usage, completion rates, drop-off points, and assessment performance, to identify gaps and inform improvements in content, sequencing, and platform configuration.
• Design and build structured learning journeys within platforms ensuring clear sequencing, milestones, and progression logic.
• Pull, analyze and translate data and reports from LMS and digital or virtual learning spaces to inform design decisions
• Design feature mock-ups, dashboards, and visual representations of design briefs to guide technical and product teams in developing data systems and platform features.
• Coordinate with technical and product teams to ensure platform features support effective learning, data tracking, and teacher engagement.

Policy, Standards & Systems Design - 20%

• Develop and maintain curriculum frameworks, policy guidelines, assessment standards, teacher orientation materials, and training curricula that align with government reforms and evidence from program implementation.
• Develop policy and curriculum frameworks that translate government education reform priorities into actionable implementation guidelines for schools and teachers. This includes drafting scope and sequence documents, syllabi, teacher orientation frameworks, training curricula, and assessment standards that can be adopted or adapted by ministry partners.
• Lead engagement with government and stakeholders through technical working groups, co-design sessions, and review meetings to ensure materials remain aligned with national standards and priorities.
• Turn program evidence into design decisions. Use data from classroom observations, teacher feedback, assessment results, and partner evaluations to identify gaps in existing frameworks and drive targeted revisions to policy documents, technical standards, and curriculum architecture.
• Design process management: Own and manage the end-to-end content design process by maintaining a central design tracker,deliverables, timelines and review stages, ensuring version control and quality assurance, and coordinating feedback loops to deliver high-quality outputs on time.

Curriculum Content Development & Co-Design - 15%

• Design and develop subject-specific curriculum materials including lesson plans, learner guides, textbooks, workbooks, teacher guides, and digital content aligned with Tanzanian standards (NECTA, TIE) and Educate!’s instructional approach.
• Develop content from both scratch and existing drafts, adapting to project needs (e.g., full textbooks, term lesson plans, teacher facilitation guides, or digital modules) while ensuring clarity, usability, and coherence.
• Facilitate structured co-design processes with government stakeholders, subject experts, and teachers to co-create, test, and refine materials. This includes leading working sessions, synthesizing feedback, and making clear decisions to ensure both quality and stakeholder ownership.
• Design project-based formative assessments aligned with PBA methodology, including student tasks, rubrics, and teacher guidance, to evaluate learners’ understanding and application of subject content.
