Position Overview
Woolpert is hiring a Senior Engineer Project Manager to join our dynamic Aviation Team. This position reports to our Aviation leadership team and is responsible for leading and managing the design, planning, and delivery of aviation and airfield improvement projects. This role oversees technical document preparation, directs multidisciplinary teams, coordinates with stakeholders such as TxDOT and airport sponsors, and ensures projects are delivered within scope, schedule, and budget. The ideal candidate brings strong civil engineering expertise, robust project management experience, and familiarity with FAA regulations and advisory circulars.
We are unable to provide visa sponsorship for this position. Applicants must already possess work authorization in the country the job is located.
Qualified candidates may be eligible for a signing bonus of up to $8,000 based on experience and role alignment. Bonus eligibility is contingent upon 12 months of service and must be repaid if the employee leaves the company within one year of hire.
What You Will Do:
Project Leadership & Management
- Provide strategic and technical leadership for aviation and airfield engineering projects from conception through completion. Lead the development of construction plans, technical specifications, contract documents, and specialized engineering reports in alignment with FAA, TxDOT, and sponsor requirements. Establish clearly defined project scopes, prepare detailed fee proposals, and proactively manage project budgets, schedules, and resources to ensure successful and timely delivery.
- Monitor project performance using earned value metrics, milestone tracking, and forecasting tools, identifying risks early and implementing effective mitigation strategies. Ensure consistency and quality across deliverables through structured QA/QC processes and adherence to applicable engineering standards, FAA Advisory Circulars, and best practices in airfield planning, pavement design, grading, geometry, and safety areas.
- Facilitate kickoff meetings, progress reviews, design workshops, and internal coordination sessions to maintain alignment across stakeholders and team members. Prepare and deliver accurate monthly invoicing, financial updates, and comprehensive Project Status Reports (PSRs) that outline progress, issues, and recommended actions. Provide mentorship, guidance, and technical oversight to project engineers and designers, supporting professional development and strengthening the aviation group’s overall technical capabilities.
Stakeholder Coordination & Communication
- Serve as the primary point of contact for airport sponsors, TxDOT, and key stakeholders throughout the project lifecycle. Coordinate meetings, prepare agendas and schedules, document decisions, and ensure clear and timely communication to maintain project alignment. Build and maintain positive client relationships through proactive engagement, responsiveness, and consistent follow-through.
Documentation & Compliance
- Review sponsor-provided documents, including as-built drawings and prior design reports. Coordinate with subconsultants for surveying, geotechnical investigations, environmental studies, and specialized technical services. Ensure project documentation complies with federal, state, and local requirements, including FAA grant processes, environmental regulations, and permitting rules.
Bidding & Construction Support
- Manage the bidding process by organizing pre-bid meetings, issuing addenda, responding to contractor inquiries, and evaluating proposals. Provide construction-phase support through site visits, review of change orders, coordination with contractors, and monitoring of field activities to uphold quality standards and design intent.
Project Close-Out
- Review and approve final engineering drawings, compile project cost summaries, and participate in final inspections with TxDOT and project sponsors. Ensure all close-out documentation is delivered accurately and in accordance with sponsor and regulatory requirements.
Client & Team Management
- Lead cross-functional internal and external teams through project execution. Strengthen client relationships by identifying opportunities during proposals, RFP/RFQ processes, and ongoing engagements. Partner with management to evaluate client satisfaction, manage project risks, and support the overall financial health of the aviation practice. Provide direction, mentorship, and performance support to junior staff.
What You Will Bring:
- Bachelor’s degree in Civil Engineering
- Professional Engineer (PE) license required
- 10+ years of project management experience in aviation and airfield design
- Familiarity with FAA Advisory Circulars and federal aviation regulations preferred
- Proficiency in AutoDesk Civil 3D, AutoCAD, and related engineering software
- Strong working knowledge of Microsoft Office
- Excellent written and verbal communication skills
- Strong analytical and technical reading skills
- Ability to respond professionally to sensitive client inquiries
- Ability to sit for extended periods; occasional reaching, bending, and lifting up to 40 pounds
- Occasional travel required for site visits and client meetings

Position Overview
Woolpert is hiring a Comprehensive Planning Support GIS Analyst to work on site at Lackland Air Force Base (AFB) in San Antonio, Texas. This is an on-site role with a schedule of 4 days working at the Air Force Civil Engineer Center (AFCEC) on Lackland AFB and 1 day working remotely.
The Planning Support Analyst will be part of a dynamic fast-paced team supporting United States Department of the Air Force (DAF) installations for the Air Force Civil Engineer Center (AFCEC) Installations Directorate (CI). Analyst will support installations worldwide, utilizing Esri ArcGIS desktop and enterprise solutions to meet AFCEC installation planning program geospatial requirements in coordination with organization leadership, planners, and engineers.

What You Will Do:
As a Comprehensive Planning Support Analyst at Woolpert, you will:
- Create, update, and produce a variety of installation planning maps in support of Installation Planning Team (IPT) workshops conducted for approximately 15 installations per year
- Perform complex GIS data analysis, extraction (digitization), and geocoding processes
- Migrate or convert legacy GIS, CAD, non-spatial, hardcopy (paper maps), and tabular data to DAF geospatial standards
- Create and maintain DAF installation planning and civil engineering GIS data in an enterprise environment, managing versioned, multi-user geodatabases
- Review IPT workshop and final report GIS deliverables to ensure accuracy and consistency prior to installation distribution
- Review AFCEC Planning GIS 65% and 95% deliverables to ensure alignment with DAF mission partner and GEOMAP visualization requirements
- Ensure compliance with Air Force and Department of Defense geospatial data standards by performing quality assurance and control (QA/QC) processes on the following types of planning data and maps:
- Installation Master and Comprehensive Use plans (land use, zoning, planning districts, mission support areas, vicinity maps, future development, etc.)
- Operational Constraints, Natural and Cultural Resources, Environmental
- Transportation Networks, Airfield and Utility Distribution Systems
- Air Installation Compatible Use Zones (AICUZ), Airspace Clearance
- All series of Installation Development Plan (IDP) Tab Maps (series A through O)
- Perform regular and frequent data updates in coordination with AFCEC and installation analysts or government personnel
- Utilize the Agile framework to enable task visibility and project transparency to AFCEC client:
- Use Agile platform (Jira, Confluence) to record all processes and tasks, and manage all projects
- Maintain detailed continuity folders and Knowledge Base, documenting current installation planning-specific workflows, Standard Operating Procedures, and functional processes to ensure sustained and reliable operations
- Coordinate and execute GIS data submissions and requests to authorized stakeholders and mission partners
- Create and maintain installation and AF enterprise geospatial metadata
- Maintain data for archival storage, record keeping, and inventory of source data and maps
What You Will Bring:
- U.S. citizenship.
- Two (2) to four (4) years of geospatial experience
- Active Tier 1 Investigation (National Agency Check and Inquiries NACI), security clearance, or the ability to pass a Tier 1 Investigation
- Willingness to undergo a pre-employment background check and drug screening
- Extensive knowledge of Esri ArcGIS software and capabilities:
- Two (2) years of experience using ArcGIS Desktop (ArcMap) or ArcGIS Pro
- Two (2) years of experience using Portal for ArcGIS or ArcGIS Online (AGOL)

- Excellent problem-solving and consulting skills with emphasis on client and team member engagement

Our platform operates at scale, processing billions of events per day with low-latency data pipelines and cloud-native infrastructure. As Raft expands its AI capabilities, we are investing in a more mature end-to-end machine learning platform to support model development, evaluation, deployment, monitoring, and lifecycle management across both cloud and constrained operational environments.
In this role, you will help design, deploy, and mature Raft’s ML platform and MLOps infrastructure. You will work across Kubernetes-based deployment environments, GPU-enabled infrastructure, model serving systems, CI/CD pipelines, and secure production operations to enable rapid and reliable delivery of machine learning capabilities. This role is ideal for someone who understands both the infrastructure needed to run ML systems in production and the practical needs of ML engineers building and deploying models.

We’re looking for an experienced Principal ML Ops Engineer to support our customers and join our passionate team of high-impact problem solvers.
About the role:
Raft is building mission-critical AI and data platforms for the Department of Defense (DoD). Our systems ingest and process massive volumes of real-time data from hundreds of sensors and operational sources, transform that data into usable intelligence, and deliver it to operators through mission applications and common operational pictures that support time-sensitive decision-making.
Our platform operates at scale, processing billions of events per day with low-latency data pipelines and cloud-native infrastructure. As Raft expands its AI capabilities, we are investing in a more mature end-to-end machine learning platform to support model development, evaluation, deployment, monitoring, and lifecycle management across both cloud and constrained operational environments.
In this role, you will help design, deploy, and mature Raft’s ML platform and MLOps infrastructure. You will work across Kubernetes-based deployment environments, GPU-enabled infrastructure, model serving systems, CI/CD pipelines, and secure production operations to enable rapid and reliable delivery of machine learning capabilities. This role is ideal for someone who understands both the infrastructure needed to run ML systems in production and the practical needs of ML engineers building and deploying models.
What you’ll do:
- Design, build, and maintain secure, scalable MLOps infrastructure and deployment pipelines for production ML systems
- Help mature Raft’s internal ML platform and model lifecycle capabilities, including model packaging, registry/catalog workflows, deployment, monitoring, and operational support
- Deploy and manage machine learning workloads on Kubernetes, including GPU-enabled clusters
- Support model serving and inference infrastructure for a range of ML use cases, including traditional ML, computer vision, speech/audio, and LLM-based systems
- Build and maintain CI/CD workflows for ML services, model artifacts, and platform components
- Partner closely with ML engineers, software engineers, and product teams to move models from experimentation to reliable operational deployment
- Improve observability, reliability, security, and maintainability across ML infrastructure and services
- Help evaluate and standardize runtime patterns, serving frameworks, and deployment architectures for production ML workloads
- Contribute to infrastructure decisions across edge, on-prem, and cloud-hosted deployment environments
- Support compliance-driven deployment practices and secure software supply chain requirements in defense environments
- Get hands-on with customers at the most forward-leaning places in the Department of War
What we are looking for:
- 7+ years of relevant hands-on experience in software engineering, platform engineering, DevOps, MLOps, or related technical roles
- 5+ years of experience with Docker and Kubernetes in production environments
- 5+ years of experience supporting enterprise cloud infrastructure or applications in AWS, Azure, or similar environments
- Strong experience provisioning, operating, and troubleshooting Kubernetes clusters in production
- Experience building and maintaining machine learning platforms, infrastructure, or pipelines used by engineering or data science teams
- Practical experience deploying machine learning workloads on Kubernetes
- Experience managing clusters or workloads that use GPUs
- Strong understanding of Helm and Kubernetes deployment patterns
- Strong scripting or programming skills, preferably in Python
- Experience with modern software engineering practices including Git, CI/CD, DevOps, and Agile/Scrum workflows
- Strong troubleshooting, systems thinking, and communication skills
- Ability to work independently and collaboratively in a fast-moving environment
- Ability to obtain and maintain a Top Secret clearance
- Ability to obtain Security+ certification within the first 90 days of employment
Highly preferred:
- Experience with ML model serving and inference platforms such as Triton Inference Server, KServe, Ray Serve, vLLM, or similar technologies
- Experience with secure and compliant deployment practices in regulated or government environments
- Experience with Kubernetes-based ML platforms such as Kubeflow
- Familiarity with service mesh technologies such as Istio
- Experience provisioning and debugging complex CI/CD systems
- Experience with infrastructure as code tools such as Terraform
- Familiarity with software supply chain security, container hardening, vulnerability management, and runtime scanning
- Experience supporting ML systems across multiple deployment environments, including cloud, on-prem, and edge
- Background working with machine learning engineers on model training, evaluation, packaging, and release workflows
- Familiarity with storage and artifact systems used in ML platforms, such as S3-compatible object stores, registries, and metadata/catalog system
