Your Role:
We are seeking a highly experienced hands-on Software Manager of Quality Engineering who will lead the Quality function for an Exposure Management product with a strong focus on an automation-first strategy, observability-driven quality insights, and data-backed decision making. You will step in to directly manage a dedicated team of 6 to 8 engineers, optimizing their workflow and taking ownership of team management. This is a hybrid role
Your Opportunity:
- Manage, mentor, and grow a tight-knit US-based team of 6 to 8 QA engineers and SDETs.
- Conduct regular one-on-ones and build a culture of engineering excellence.
- Hybrid office role: 3 days per week for Maryland residents, 1 to 2 days per week for DC/Northern Virginia residents.
- Operate in a 50% to 60% hands-on capacity.
- You will be deeply involved in designing, enhancing, and implementing the automation framework, as well as picking up targeted SDET tasks.
- Define and execute the long-term Quality Engineering vision, aligned with product and engineering goals.
- Own the automation roadmap across UI, API, performance, integration, and end-to-end testing, ensuring automation is embedded into CI/CD workflows.
- Implement and enhance observability practices using logs, metrics, traces, and synthetic monitoring.
- Partner with DevOps/SRE to improve error budgets and early incident detection.
- Build a monthly Quality Insights report for leadership.
- Define, track, and present data-driven quality metrics such as automation coverage, escaped defect rate, release reliability score, and performance baselines.
What You'll Need:
- 7–10+ years of experience in Quality Engineering, including 2–5 years directly leading teams.
- You must have a strong background working in product-based software companies.
- Experience managing smaller teams of 6 to 8 engineers.
- Candidates whose recent experience is primarily managing massive teams of 20 or more engineers will not be a fit, as maintaining hands-on capability is required.
- Deep expertise in test automation frameworks and cloud-based SaaS delivery.
- Experience with Playwright preferred, Selenium, or Python, we value your core knowledge of automation architecture in large environments over specific syntax.
- Strong understanding of observability tools (Datadog, Grafana) and hands-on experience with performance testing tools (JMeter, K6, etc.).
- Strong command over quality metrics, reporting, excellent communication, and stakeholder management skills.

This is the base pay range for this position. Compensation for the role will depend on a number of factors, including the candidate's qualifications, skills, competencies, location and experience, and may fall outside of the range shown. This role will play a critical part in ensuring the quality, reliability, and backward compatibility of a modernized, enterprise-scale platform.
The QA Engineer will work closely with Product, Business Analysts (BAs), Engineers, User Experience (UX), and client stakeholders to validate requirements, define test strategies, and ensure new functionality meets both user expectations and feature parity with the legacy system. - Develop and execute test strategies and test plans for complex, data-driven applications

- Identify edge cases, regression risks, and impacts across integrated systems
Manual and Automated Testing
- Design, write, and maintain automated test suites, including end-to-end tests
- Execute and document results for:

- Cross-browser and cross-device testing
- Validate application programming interface (API) integrations and data flows between frontend and backend systems
- Compare legacy and modern system behavior to ensure consistent outcomes
- Track, document, and verify defect resolution

The Platforms team:
- Develops and continuously improves DevSecOps, DataOps, and Observability platforms.

The person filling the role of QA Test Engineer will need proven software development skills using modern computing languages such as Python, JavaScript, and Java. Other highly valued expertise includes web technologies and experience with continuous integration/continuous deployment (CI/CD). In addition to automating tests (Selenium, Cypress, Playwright), a person in this role would be expected to implement frameworks and utilities to support deployment, testing, and monitoring.
- Build and maintain compliance pipelines with built-in quality gates
- Continuously automatically gather metrics for application quality for the enterprise-wide portfolio of applications
- Provide QA services on a project basis
NCBI's platforms are based on containerization, Kubernetes, GitOps and open interfaces with deployments to multiple clouds and premises.
Strong coding skills in at least one programing language is required. NCBI uses Python, Javascript/Typescript, C++, some Kotlin and Scala and a bit of Golang and Rust.
NCBI is a Linux shop, candidates need adequate level of Linux command-line skills. Sysadmin-level skills are a bonus.
Familiarity with build tools and various web, RPC and other frameworks is a bonus. Experience with design patterns in coding and architecture is a bonus.

- Understanding of accessibility and security compliance
- Experience with version control systems like Git or SVN
- Excellent verbal and written communication skills and team player
Preferred qualifications:
- Experience developing Django web applications and services
- Working experience with JavaScript Frameworks such as Angular and ReactJS
- Experience using web services and RESTful APIs
- Familiarity with search engines and backends (Lucene, Solr)
- Semantic markup and modern web layout techniques
- Automated regression testing with Selenium
- Proficient understanding of Git version control system
- Experience with agile development processes
- Excellent teamwork, communication and collaboration skills
- Experience with AWS and/or other major cloud providers
