This position reports to the Group Executive: Public Policy & External Affairs
Role Purpose
The Regulatory Economist and Data Lead is responsible for transforming Takealot Group’s extensive operational and commercial data into credible policy evidence. The role ensures that all public policy positions are underpinned by robust quantitative analysis, allowing the Group to strengthen its proof points in engagements with government, regulators, Parliamentarian, and the media.
This role sits at the intersection of data science, economics, and public policy, converting internal “big data” into externally persuasive narratives that withstand scrutiny from regulators, economists, and civil society.
Strategic Accountabilities
Economic Impact Modelling & Quantification
Design, build, and maintain dynamic economic impact models that quantify Takealot Group’s contribution, but not limited, to:
Ensure models are:
Translate outputs into regulator-ready metrics that align with government policy priorities (jobs, inclusion, growth, industrialisation).
Horizon Scanning, Monitoring & Early Warning
Conduct daily monitoring of:
Deploy AI-enabled monitoring tools to systematically flag emerging references to:
Synthesize signals into Early Warning Alerts, highlighting:
Competitive & Comparative Policy Intelligence
Fact-Sheet & Evidence Pack Production
Build and maintain a central Policy Statistics Library, consisting of:
Ensure all outputs are:
Refresh core factsheets regularly to reflect updated data and evolving policy narratives.
Targeted Research & Deep-Dive Analysis
Conduct structured research on specific policy questions as required, such as:
Support the division in preparing:
Where appropriate, collaborate with external economists and research institutions to validate assumptions or methodologies.
Data Governance, Credibility & Risk Management
Ensure that all externally used data is:
Maintain documentation of assumptions, methodologies, and data sources to defend against challenge or rebuttal.
Act as the department’s first line of defence against reputational risk arising from data misuse or misinterpretation.

Purpose of the role:
The Head: Public Policy is the technical architect and custodian of Takealot Group’s policy positions. The role exists to ensure that, for every material legislative or regulatory threat or opportunity, the Group maintains a Defensible Strategic Narrative—one that is legally sound, economically credible, and commercially aligned.
This role translates complex and evolving regulatory frameworks into clear, proactive policy positions that protect and advance the Group’s long-term operating model across eCommerce, logistics, and platform businesses. It is both deeply technical and strategically influential, underpinning Takealot’s external advocacy with intellectual rigor and internal coherence.
Strategic Accountabilities
Policy Design & Thought Leadership
Serve as the Group’s primary authority on public policy and regulatory interpretation across the South African market.
Design and maintain Group-wide policy frameworks for high-impact regulatory areas, including but not limited to:
Submission Leadership & Regulatory Engagement
Draft and quality-assure all material formal submissions, including:
Ensure submissions are:
Maintain a central submissions calendar and ensure 100% compliance with statutory timelines.
Technical Advocacy Enablement
Produce comprehensive Technical Briefing Packs to support external engagement led by the Head of Stakeholder Relations.
Translate highly technical regulatory detail into decision-ready insights for Exco and Board consumption.
Cross-Functional Regulatory Governance
Co-ordinate the monthly Internal Regulatory Workgroup, bringing together:

Act as the bridge between policy theory and business reality, resolving tension where necessary.
Strategic Foresight & Risk Anticipation
Produce a quarterly Regulatory Horizon Report identifying:
