Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

NATO Digital Workplace Centre (NDWC), part of NCI Agency, provides simple yet innovative solutions that underpin the Digital Transformation of NATO by providing feature-rich Digital Workplace, which enable NATO staff members to connect, communicate, and collaborate.

Shared Workspace service area delivers the following user-facing services to NATO Commands, NATO Force structure and Nations in all 32 Allied Nations:

• Workstream collaboration including email and instant messaging server backend and client frontend provisioning, management, operation and lifecycle across multiple separate networks of different classifications.
• Voice and Video conferencing server backend and frontend devices and rooms, maintenance, management, operation and troubleshooting across multiple separate networks of different classifications.

The services integrate with other services and enable NATO-specific functional applications higher up the software stack.

Through several on-going streams of work in Q4’24 and onwards, the services are rapidly evolving from using fully on-premise to a mixture of on-premise and public cloud technologies.

Role Duties and Responsibilities

• Provide prompt, professional, and effective resolution of technical issues (including incidents) escalated from Level 2 and (in some cases) Level 3 support and end users on all security domains for all encompassed Area of Responsibility (AOR) of the Service;
• Liaise with other teams in troubleshooting technical issues at various levels (network, backend, frontend, firewalls)
• Perform root cause analysis in order to reduce repeating/recurring technical issues
• Implement approved service requests and change requests (e.g. creation of new resources/configuration items, alteration of existing resources/configuration items).
• Implement security measures (patches, updates, etc..) on the systems manually with no to minimal downtime.
• Perform all administration and maintenance tasks required at the backend and frontend as a Subject Matter Expert to ensure the availability, continuity and optimum performance.
• Bring the backend systems (and if software exists also frontend devices) to the latest software version released by the vendor and approved by NATO authorities
• Certain periods of the contract period, to be decided by the unit manager, be ready and available after workhours during the week and the whole day during the weekend to be ready to provide support and resolve technical issues on all security domains for all encompassed Area of Responsibility.

• Cisco Voice Technologies - Advanced (3+ years experience): Problem solving, strong knowledge of Cisco Voice Technologies such as Cisco CUCM, Cisco CUBE, Cisco UCCX, Diagnose and resolve technical issues, support software and basic associated network related problems.

NCIA Chief Technology Office (CTO) is looking for a Contractor who will provide full-stack software development support to the PoW projects.

Role Duties and Responsibilities

• Support NCIA in the NATO Programmes of Work with CDT in the area of software development for digital innovation and technology applications.
• Develop advanced application capabilities for analysts, enabling the exploration, analysis, and synthesis of strategic foresight analysis data through complex, multi-step user experience workflows, including cross-article reasoning, topic engineering, source intelligence, and relevance assessment.

• Senior-level full stack development experience with at least 8 years of experience, covering: frontend and backend development, system architecture, integration, implementation and end-to-end ownership from design through deployment.
• Extensive knowledge in frontend (Vue.js, React, Astro) and backend frameworks (Python, FastAPI), including: Frontend application architecture and state management, backend API design, schema validation, and service orchestration.
• Proven experience integrating frontend applications with backend APIs and data services, including: high-volume data ingestion and querying, search, retrieval, and analytics- oriented backends, performance-aware UI–backend interaction patterns. The bidder must provide at least two project examples demonstrating the experience.
• Practical experience integrating AI and LLM-based services, including: LLM-powered analysis, synthesis, and content generation, retrieval-Augmented Generation (RAG) or hybrid retrieval approaches and deterministic, traceable, and auditable AI outputs suitable for policy and analytical use.
• Experience with designing and implementing analyst-facing workflows, with emphasis on: transparency of analytical results, traceability of sources, reasoning, and outputs, user control over inputs, filters, and relevance criteria.
• Experience working in analytical decision-support contexts or strategic foresight, including: Topic engineering and thematic analysis, source intelligence and relevance assessment, multi-source analytical synthesis.

This Task Order requires travel, consisting of up to 3 visits to NCIA Brussels (one per quarter) for a maximum of one working day each visit. Travel dates will be planned during the Project Kick-off Meeting with NCIA Project Manager. The travel, lodging and associated expenses for travel are included in the price of the bid (NTE), such that the purchaser shall not be invoiced.

Extraordinary Travel (Purchaser Directed Travel) may be required to other NATO or non- ATO locations as necessary. In the event of such unforeseen meetings being called, the cost of all travel and subsistence will be addressed through a contract amendment.

Extraordinary Travel expenses will be reimbursed in accordance with Article 5.5 of AAS+ Framework Contract. Such costs will be set as a separate PO line with a not to exceed value to cover and reimburse of actual expenses upon submissions of all receipts and invoices in line with NCIA processes.

Required:

• 3+ in Windows desktop application development using Windows App SDK, WinUI (or similar), C#, XAML — and ideally additional experience with native Windows code (C++, Win32/WinRT/COM).

Overview

We're looking to hire for our Data side of our AI team at Speechify. This role is responsible for all aspects of data collection to support our model training operations. We are able to build high-quality datasets at petabyte-scale and low cost through a tight integration of infrastructure, engineering, and research work. We are looking for a skilled Software Engineer to join us.

What You’ll Do

• Be scrappy to find new sources of audio data and bring it into our ingestion pipeline
• Operate and extend the cloud infrastructure for our ingestion pipeline, currently running on GCP and managed with Terraform.
• Collaborate closely with our Scientists to shift the cost/throughput/quality frontier, delivering richer data at bigger scale and lower cost to power our next-generation models.

• BS/MS/PhD in Computer Science or a related field.

Summary

We are seeking an experienced Backend Engineer proficient in Go to join our dynamic team in Leuven. The ideal candidate will leverage their expertise to enhance and develop new features for our cloud-based products. As a disciplined and independent worker, you will be responsible for prioritizing tasks, maintaining a robust backend infrastructure, and collaborating with cross-functional teams.

Responsibilities

●     Develop and maintain a scalable and robust backend using Go.
●     Design and implement REST and/or gRPC APIs, integrating them with the frontend.
●     Collaborate with product managers, designers, and other developers to devise innovative solutions to complex problems.
●     Participate in code reviews to ensure code quality and adherence to best practices.
●     Write unit, integration, and end-to-end tests for code reliability and maintainability.
●     Work with the team to set up and enhance CI/CD pipelines.
●     Continuously improve application performance and contribute to the overall user experience.
●     Stay informed about the latest technologies and trends in backend development.
●     Provide support to customers in utilizing our web applications.

Profile

●     Proven track record in building web applications.
●     Solid experience in backend development using Go.
●     Experience with designing and developing REST/gRPC APIs.
●     Familiarity with databases, particularly PostgreSQL.
●     Knowledge of standard web development technologies (e.g. HTTP) and cloud security best practices.

Nice to haves

●     Familiarity with containerization technologies such as Docker and Kubernetes.
●     Experience with cloud platforms (AWS, Google Cloud Platform, or Microsoft Azure).
●     Experience with DevOps practices and tools (e.g., Unix environments, scripting, Jenkins).

We are looking for web engineer, Full-stack, to join our team in Leuven! The ideal candidate will use their previous experience building Go backends to improve and build new features for our cloud-based products. Additionally, for the full-stack, using react they will be able to build nice interfaces supporting our different customer use-cases.

The person we are looking to hire is able to prioritize tasks and constantly tries to improve the code base. The right candidate is a disciplined and independent worker who takes pride in their work.

• Develop and maintain a robust and scalable backend using Go.
• Develop and maintain a user-friendly frontend using React/TypeScript, providing our customers with convenient access to their data and actions.
• Design and implement REST and/or GRPC APIs and integrate them with the front end.

• Participate in code reviews to ensure code quality and best practices.

• Experience in frontend development using React, TypeScript and Tailwind CSS.
• Experience designing and developing REST/GRPC APIs.
• Experience with databases, particularly PostgreSQL.
