Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

 Role Background

Operations and Exercises (OPEX) Centre is accountable to support Alliance Operations, Missions (AOM) and exercises during peacetime, crisis and conflict, by providing NCIA lead liaison, planning and coordinating functions. Acting as the primary Agency's interface to the customer, OPEX Centre is coordinating the NCI Agency efforts provided by the Business Areas, the CSUs and other Agency organizational elements. OPEX Centre has a requirement for Subject Matter Expert (SME) to be embedded with RPMO team, the team, in support development and streamlining the planning and funding process for operations, missions and exercises in 2026 and beyond. The part of the 2026 effort to be covered within this RFQ will be mainly focused on deep assessment of all NCIA OEs involvement of support to operations, missions and exercises.

The required expertise, will supplement the current level of expertise within the OPEX RPMO Team. The Back Office team is currently based in Brussels (Avenue Louise, Ixelles), embedded in an office of 25 people. You'll work closely with Finance, Compliance, Technology, Treasury, and banking partners across Europe.

The role can be based in Brussels (Avenue Louise), Paris (Porte Maillot) or London (The City).

What will you do?

As a Senior Back Office Analyst, you are the expert in the room. You handle the most critical operations with precision and autonomy, act as the escalation point for complex cases, and drive improvements that make the team more efficient and resilient.

Task breakdown:

• 40% — Production & daily operations: Executing and controlling the most complex payment flows, FX settlements, and safeguarding controls
• 60% — Control, projects & process improvement: Strengthening the control framework, driving automation and data-driven monitoring

Key responsibilities:

Production & Operations:

• Execute and validate domestic and cross-border payments (SWIFT, SEPA, TARGET2, FPS, etc.) with full command of edge cases and exceptions
• Monitor and settle FX trades with liquidity providers; manage collateral requirements
• Perform daily safeguarding controls and ensure full compliance with regulatory requirements on client fund protection
• Lead breaks investigation and resolution — own complex reconciliation issues from identification to closure
• Handle exceptional liquidity line decisions and high-impact operational issues

• Lead business analysis workstreams, driving requirements definition, gap analysis, and solution design
• Translate deep industry knowledge into actionable insights across key financial services domains
• Shape and deliver business change, system implementation, and regulatory programmes
• Facilitate workshops, elicit and document requirements, and support agile or waterfall delivery
• Present structured findings and recommendations clearly to stakeholders at all levels

What We’re Looking For

• Strong business analysis experience with proven change delivery across financial services
• Deep knowledge in one or more domains: Capital Markets, Retail Banking, Payments, Insurance, or Wealth & Asset Management
• Experience collaborating with delivery teams to translate business needs into functional designs
• Demonstrated consulting soft skills: adaptability, stakeholder management, structured thinking, and excellent communication
